WASHINGTON, D. C-, July 18.—“ E
vidently the French war office does not
believe that student aviators should be
subjected to the danger of a baptism
oi bombs while they are learning the
mastery of the air,” says a war geog
raphy bulletin issued by the National
Geographic Society. “This fact is indi
cated by the choice of Toulon as a
training camp for American flying men.
An aviation school located in this city,
one of the strongest fortresses in
France and sharing with Brest the
distinction of being the two leading
bases of the French Navy, is about as
far removed from the danger zone of
German air raiders as it is possible to
be and still remain on French soil.
“Toulon, with its exceptional har
bor, comprising five splendid basins, is
situated on the Mediterranean, 42
miels by rail southeast of Marseilles
and 100* miles southwest of Nice. The
entrance to the bay, easily defended by
torpedoes and girdled by forts and bat
teries, is 1,30.0 feet wide. Three of the
floe basins are reserved for the use of
tile warships of the French mediter
ranean fleet, which has its headquar
ters here. The maritine arsenal, with
its workshops, its stores of supplies,
and its splendid docks, is closed to
foreigners even in times of peace.
“Now boasting a population of more
than 100,000 and enjoying brisk com
mercial life, fostered by such indus
tries os shipbuilding, wine-growing,
fishing and lace-making, Toulon is one
of the most ancient cities of France.
It is supposed to have been founded by
those great merchants of the ancient
world, the Phoenician and it was
known to\ Greek travelers at Telonian,
while the Romans knew it as Tele Mar
tins.
“Goths, Franks, Burgundians and
Saracens sacked Toulon from time to
time; it was twice captured during the
16th century by Charles V, and it was
finally fortified during the reign of
Henry IV. The famous engineer Vau
ban, under the direction of Louis XIV,
greatly strengthened its military works
and during the very year in which that
military genius died broken hearted
because many of the 160 fortresses
which he had constructed or rebuilt
had been captured, Toulon, thanks to
his labors, was able to withstand an at
tack from the allied fleets of England
and Holand and an army under Prince
Eugene.
“Nearly a century later, however,
(1793) the French royalists threw open
the city to an- English, Neapolitan and
Spanish fleet under Admiral Hood.
The foreigners, were not in possession
long, for the revolutionary forces laid
siege to the town and after six.weeks
it fell. This military event is a great
milestone in history for it was here
that a young artillery officer first dis
tin.uished himself —Napoleon oßna
parte.
“This is not the ‘Battle of Toulon’
which finds such prominence in the
naval history of Great Britain. That
encounter with the French occurred
nearly fifty years-previously (1744)
when a British fleet of 30 sails attack
ed with unfortunate results a Franco-
Spanish fleet of 27 sails. The British
officers, including the commander-in
chief, Thomas Matthews, were court-!
martialed for this failure and Matthews I
and a number of his captains were dis
missed from the service. The trial
court’s decision was such as to affect
naval tactics of British officers for a
number of years, for it prescribed cer
tain methods of attack which greatly
hampered the initiative of future com
manders.

AUSTRALIAN SWIMMER WITH
BRITISH ARMY IN EGYPT
SYDNEY, Australia, July 18.—News
was received here lately that G. Fin
lay of West Australian, the breast
stroke champion of the world received
a commission some months ago and is
attached to a camel corps of the Brit
ish Army in Egypt. Finlay already had
taken part in the campaign in Pales
tine. He left Australia a private. In
1910 Finlay won the King’s cup, one of
the most coveted of English trophies
for all around swimming.
Revenue on Pulque is Raised.
MEXICO CITY, July 18.—On July

GLASGOW, July 18.—Plans for cut
ting a ship canal across Scotland, con
necting the North sea and the Atlantic
by a voyage of sixty-odd miles, and ad
ocated owing to the war and the grow
ing importance of the British naval
base at Rosyth. Naval men expect that
work on such a canal will be begun as
soon as the was is over, and that the
work can be completed within three
years.
The value of a canal by which the
largest warships could pass at will be
tween the North sea and the Atlantic
needs no demonstration. The com
mercial possibilities of such a canal
are also large, for it would effect an
[astonishing reduction in distance be
lt ween certain important ports, as well
avoid the dangerous passage north
I of Scotland and the congested' English
. channel route on the south.
The canal would reduce the distance
from Glasgow to Leith by 485 miles,
from Glasgow to ondon by 2L53 miles,
i and from Glasgow to Hamburg by 312
moles. The saving between Liverpool
and Leith would be 400 miles, between
Leith and Belfast 377 miles, between
Liverpool and the Elbe 288 miles, be
tween Glasgow and Antwerp 290 miles.
Two rival routes for the canal are
being discussed. One would follow an
existing barge canal, involving the
deepening of the upper Clyde, the
crossing of a plateau with an indiffer
ent water supply, and the construction
o six locks on each side. Advocates
of this route point to the advantages
of the canal passing through Glasgow;
opponents point out the tidal difficul
ties of the upper Clyde, and say that
the river is already badly congested.
The alternative route would start
across from! Allola on the Forth and
make directly for Loch Loma nd across
land which is never more than fifty
feet above sea level. As the lake it
helf is 22 feet above the Atlantic, only
one lock would be necessary at each
end of the canal. There would, how
ever be a deep cutting of eight miles, 1
nearly two miles o fwhich would be
comparable in magnitude to the Cul
ebra cu‘ on the Panama canal.
Loch Lomond would afford a mag
nificent inland naval harbor, safe from
attacks from the sea, and ships, as on
he Gatum Lake at aPnama could steam
across it at high speed. There is the
disadvantage, however, that the Loch

somewhat hampering. The Loch would
[at any rate provide an inexhaustible
water supply for the summit level. The
canal on this route would enter the
Atlantic byway of Loch Long, leaving
Glasgow just around a corner.
The Loch Lomond route is the one
generally favored by naval men while,
for commercial purposes, that through
Glasgow is regarded as just as good
and probably much cheaper to con
struct.
