TO PROTEST OIL!
ATLANTA, Ga., August 2.—lndica
tions are that Georgia municipalities
will join a very strenuous protest
j against a bill which had progressed to
the stage of a favorable report by the
I committe of the house to which it w’as
referred before anyone got wind of its
significance, and the effect of which
would be to prevent a city or town
from constructing or operating munici-!
pal lighting plant or gas plant where
such a plant was already in operation.
Mayor John C. Cook, of Columbus,
has written to Mayor Asa G. Candler, ]
of Atlanta, denouncing the bill as an
iniquitous piece of legislation and re- j
questing him to join in a protest!
against its passage. As the result of |
Mayor Cook’s aggressive action in the.
matter, Representative Joe Hill Hall/
of Bibb county, the author of the bill
has had it re-committed to General Ju-]
diciary Committee No. 2 of the House
for a hearing.
The bill provides that no person,
company, association or corporation,
whether public or private, shall con-!
struct or operate a public utility where j
cne is already in operation, without
first obtaining the approval of the Rail ■,
1.-id Commission based on a sho viug (
that such duplicate utility is nete;sary j
ii the public service. Under tne head!
of "public utilities,” the bill specifies *
street car lines, elecric light and pow-;
er plants, gas plants for all purposes;
and telephone lines or systems.

without the approval of the railroad
commission, the advantage of competi-j
tion, whether such competition be
augurated by a rival company or by
the municipality itself.
GERMANS DIVIDING BELGIUM
INTO FLEMISH AND WALLOON
THE HAGUE, NETHERLANDS.'
August 2.—The Germans are steadily
carrying out their scheme of dividing
Belgium into two parts, comprising]
Walloon or French speaking and
Flemish provinces respectively. The i
past month has seen the splitting up (
of the ministry of the interior and
ministry of foreign affairs, leaving
ly two departments not yet affected,
those of finance and justice.
The Walloon ministries are being
transferred to Namur, the German-ap-*
pointed capital of the French half of j
Belgium, the Flemish remaining at
Brussels.
Where the Belgian officials have re-.
fused to lend their co-operation and (
obey the German instructions, and
this has occurred in the case of a
number of leading administrators,
such dissenters have been replaced by |
men more pliable in German hands, of-1
ten chosen from among those who
have lent themselves to forwarding the!
separation idea or have otherwise com
mended themselves to the occupying
power.

1 sibility of obtaining oil in some parts
s of Southeast Georgia, notably in an
, area near Fitzgerald, which several
/companies have been organized to test.
/To aid in the development of this and
. I other areas in that region, if the con-

1 States Geological Survey, Department
l of the Interior, in co-operation with
t i the Geological Survey of Georgia, has
t ' examined two areas in the southern
.'part of the state and. in advance of a
/somewhat more comprehensive review
■ ' o.' the conditions affecting the possi
(l ble occurrence of oil there, makes pub-
I lie the following statement for the
/benefit of the general public:
J “One of the two areas explored,
. f which in previous reports were refer
red to as possible areas of uplift, lies
along Chattahoochee river, extending
from Columbus to the Florida line, the
/other lies mainly along Withlacoocheei
/river, extending from a point near Fitz-]
’ gerald to the Florida line near Thom-j
aeville and Valdosta. The evidence as;
1 to the presence of uplifts or anticlines
iin these areas has hitherto been in-,
'conclusive because the areas has not
1 been studied in sufficient detail.
Surface Indications.
! ‘‘The surface indications of oil may,
be classed as direct indications, such
'ac the presence as seeps of oil, gas,
'or asphalt; and indirect indications,
such as the presence of an inticline
/or upward fold of the rock beds, which/
'a- experience has shown,, it is a fav-:
orable place for the accumulation of.
oil, provided oil is present in the un-.
derlying rocks and other conditions ]
are favorable. Thus the object of the
investigation was, first, to determine
| whether there were seeps of oil, gas, 1
Jo, asphalt in the areas, and, second to
'obtain evidence of the presence or ab-|
1 sence of rock folds or anticlines. Al-j
I though it is not possible at this time
'to describe in detail the structure of
I the area considered, it may be stated]
’that the evidence of the existence ofj
' anticlinal folds is unsatisfactory and,
’inadequate and affords no sufficient]
'ground for drilling for oil No direct

I underlying rocks, either as surface
.'seeps or as “showing” in shallow
’ wells was found in these areas. Al
though the absence of such direct ev
j dence does not prove that oil is not
present in the deeply buried rocks, it
’ leaves the question of the probable
' presence of oil in commercial quanti
' ties more doubtful than if traces could
Ibe found.
"Wildcatting, or drilling prospect]
I wells for oil, in any new region is, as
'the term suggests, finencially hazard-,
1 ous and although It is a game in which '
' the stakes are large, the chance of sue- ]
'cess is proportionately small, especial-]
ily if the geologic structure of the sur-,
face indications is unfavorable. No,
' one who cannot well afford to lose■
] money should invest in it without due,
I consideration of the risk involved.;
The drill, however, is the only instru-
I ment by which the presence of com- ]
' moecial pools cf oil at any point can
ibe definitely proved.
Must Drill at Random.
| “Much of Southern Georgia is fiat ',
and without significant exposures of ]
rocks, so that it is difficult or impos-i
sible to discover favorable places for
drilling. In such areas the discovery
c- oil that may be present at any
place must depend on the random wild
cat well. The only valuable result ot
I drilling most wildcat wells is a knowl-]
I edge of the underground formations, |
’ and many wells obtain but little valua-
I ble information. The driller of a wild
cat well performs a patriotic act—an
act which amounts to a duty—when he
I saves samples of the strata penetrated
I drill and keeps a careful log of
the well.
"In short, the evidence now obtaina
ble as to the presence of oil in these
• areas of Southern Georgia is meager,
and drilling there is pure and simple
"wildcatting.” with all the hazard of
drilling in a new region in which oil
has not yet been discovered in com
mercial quantities. Before an actua<
test is made with the drill it is not
possible to know that oil does not ex
ist in this region, and the patriotic
who desires to prove the presence or
absence of oil in his neighborhood may
be justified in spending his money
provided he does it with the tv.ll
