Prager, a German, at Col linsville, 111., Thursday night. This was "e first report reaching here of such extreme mob violence to a Ger man, although officials who have ob serve 1 the general feeling against Germans have feared such occur rencces. The government ha 3 no authority to tzke action against the lynchings. Of ficials of the department of justice de plored the act and expressed the hope that state or local authorities would speedily punish the lynchers. At the same time it was pointed out that as soon as Congress passes the pending bill making it a federal of fense to speak or write obviously dis loyal criticism of the United States in the war, the government can punish these acts and reduce the danger of mob action. SAVANNAH TO HAVE TWO BIG MEETINGS AT EARLY DATE SAVANNAH, Ga., April B—Two big meetings have been decided upon for the Sunday afternoon gatherings at the auditorium. ANESE FOODSTUFFS. PEKING, April B—Substitution by by the Japanese of civil aministration for military rule in Tsingtau and along the Tsingtau-Tsinan railway which is icgarded her as giving the appearance of permanency to Japan’s occupation of that territory in Shantung wrested from the Germans at the beginning of the war, has aroused the idignation of the Chinese local population. This has been expressed in petitions to the central government to the government of other provinces and to the inflen tial Chinese ohganizations. The Chinese government has pro tested to Tokio and ha s received a re ply stating in effect that the inaugura tion of civil government wag done with the idea that it might please the local poulation better than a military regime. Japan’s point of view, as described here, is that any obligations to vacate the territory in question after the war, which existed by virtue of Japan’s declaration at the time of its oceupa- I tion, has been annulled by China’s declaration of war against and the consequent cancellation of existing treaties. It is understood in Peking that Japan holds that the ultimate disposition of this territory must be the subject of further negotiations between China and Japan. Meanwhile Japan i s perfecting and extending her civil administration on the ground that it is her duty to main tain peace and prosperity in the terri tory she captured from Germany. Leading Shantung men, who have with dispair Japan's action say much capital is being made of the Lansing- Ishii agreement. According to competent authority no convention was even en acted with the Germans for a railway zone. This want of any authority for a “railway zone” is being urged by the Chinese foreign office in its protest against the alleged encroachment. The Japanese, in reply, argue the difficutly of altering a decree issued by their emperor, declaring that what they are doing in Shantung is such au thority. The Chinese declare that under ex isting treaties any decree by Japan can only affect the Tsingtau district and the erstwhile leased territory, therefore there is no need of modify ing the decree, the only requisite be i::g to nroperly interpret it. ? i / ; -,.
