I Submitting amendment
to the Constitution of Georgia, to be
voted .on at the general election to
be held on Tuesday, November sth,
1918, said amendment to amend Art.
6, Sec. 1, of the Constitution of Geor
gia, to as to increase fund allowed

j Whereas, the General Assembly at
jits session in 1918. proposed an
amendment to the Constitution of this
State as set forth in an Act approved
August 20, 1918, to-wit:
Governor’s Clerical Help, Pay For.
No. 49«.
: An Act to propose to the people of
Georgia, for their ratification or re
jection, an amendment to Article
i 6. Section 1, Paragraph 19, of the
Constitution of the State of Geor
gia.
Section 1. The following amend
• men! to the Constitution of Georgia is
{hereby proposed to the people of
Georgia for their ratification or rejec-
tion: To amend Article 6, Section 1,
of the Constitution of the State of
Georgia by striking from said Article
and Section Paragraph 19, and insert
ing in lieu of said paragraph the fol
lowing:
"The Governor shall have the power
to appoint big own Secretaries, not
exceeding tw»> in number, and to pro
vide such other clerical force as may
be required in his office; for salaries
and clerical force in his office shall
not exceed the sum of ten thousand
dollars ($10,000.00), and this sum shall
not be exceeded either directly or in
directly for any service rendered the
Governor in the way of clerical as
sistance. or any other manner,”
Sec. 2. Provioea, That should this
amendment be adopted, the sum of
ten thousand dollars ($10,000.00) is
hereby appropriated and shall be
come available on the first day of Jan
uary, 1919, for the payment of the sal
aries and clerical expenses of the
Governor’s office for the year 1919,
and any other appropriations made to
pay an y clerk hire for services in
connection with the Governor's office
are hereby repealed.
Sec. 3. That the Governor is here
by required at the next general elec
tion to be held on the Tuesday after
; the first Monday in November, 1918,
to submit this amendment to the peo-'
pie of the State for their ratification
or rejection; that the form of said
submission shall be as follows: "For
ratification of the amendment to Ar
ticle 6, Section 1,” or "Against rati
fication of Article 6, Section 1, of the
Constitution of Georgia.”
Sec. 4 Th e Governor is hereby re
quired to cause the above amendment
to be published in one newspaper ’n
each Congressional District in the
State for the space of two months be
fore the next general election, and the
votes cast at said election on said
amendment shall be consolidated in
the several Counties in this State as
now required by law in election o'
! members of the General Assembly
and the returns thereof shall be made
to the Governor of the State, and
should a majority of the votes cast
at said election be in favor of the
ratification of this amendment, then
it shall be the duty of the Governor
by his proclamation, to declare the
same adopted, and it shall become a
part of the Constitution of the State

Now, therefore, I. Hugh M. Dorsey
Governor of said State, do issue this
my proclamation hereby declaring
that the foiegoing proposed amend
ment to the Constitution is submit
ted for ratification or rejection to the
voters of the State qualified to vote
for members of the General Assembly
at the general election to be held on
Tuesday, November sth, 1918.

Inhabitants, or more, to incur bond
ed indebtedness under certain cir

PROVIDED, however, that no act
conferring the powers aforesaid or
any of them shall become operative
until the same shall have been ap
proved at a general election held for
the election of a Mayor and General
Council in such municipality by two
thirds of the qualified voters thereo
who may vote at said election. Suck
two-thirds to constitute at least a ma
jority of teh qualified voters of such
municipality.”
BE IT FURTHER RESOLVED: It

cause publication of this proposed
Amendment to be made in accordance
with the provisions of Article 13,
Section 1. Paragraph 1 of the Con
s'itution of this State, the cost thereof

BE IT FURTHER RESOLVED:
That at the next General Election to
