InpHE word has been passed around throughout several of the rural districts by enemies of the road |
bond issue that the county commissioners had amended their pledged program of county paving |
under the proposed bond issue eliminating several roads. This is absolutely false. Not only have |
the commissioners not changed their program in any respect, but they could not do so legally. Read |
the following statement given out today by Judge R. L. Maynard, county attorney: |
“The money arisising from the sale of bonds must be expended upon the roads indicated in the S
call of the election. For the commissioners to expend it othei wise would be a misappropriation of g
funds for which they would be liable to prosecution under the law. |

That all may know, here is the program, officially adopted by the county board, which has not |
p been changed in any particular, as the minutes of the board will reveal to any inquirer: |

B§ CALL MEETING OF BOARD OF COMMISSIONERS
S OF ROADS AND REVENUES OF SUMTER
g COUNTY, GEORGIA.
Held at The Courthouse, Saturday, March 22nd, 1919.
BrU WHEREAS: This body has heretofore called an election to
authorize, by vote of the people, the issuance of Five Hundred Thous
and ($500,000.00) Dollars of bonds, the proceeds of which to be
uused, as stated, to build permanent highways in Sumter County;
an d
BP WHEREAS: The Federal Government has proposed to do-
nate, in the building and construction of permanent highways, an
|Ucj amount equal to that furnished by the county; and
ye WHEREAS: Each voter of the county desiring to vote on
fib raid proposition is entitled to know exactly when, how and upon what
ye roads said funds are to be utilized and the policy of this board in
handling the same; therefore,
BE IT RESOLVED, By the Board of Commissioners of
bnl Roads and Revenues of Sumter County, that said Board, and the
bFfl individual members composing the same, do hereby declare their policy
an] with reference to the whole of said subject matter, as follows:
aS (a) To build and construct a permanent paved highway on
and over the following roads and portions of roads in said county,
sn to-wit:
yS 1. The road from Americus to Methvin’s Store, in the 28th
Distric'. and leading to the Flint river beyond, and to a point thereon
two and one-half miles this side of Flint river;
gS 2. The road leading from Americus to Oglethorpe and to a
gP point on said road two and one-half miles this side of where the same
RS crosses the county line dividing Macon and Sumter counties;
BP 3. The road leading from Americus to Ellaville and to a point
Bg two and one-half miles this side of where the same crosses the county
Be line dividing Schley and Sumter counties;
qe 4. The road leading from Americus to Friendship and to a
WE . point cn said road two and one-half miles this side of where the same
crosses the county line dividing Marion and Sumter counties;
BP 5. The road leading from Americus to Preston and to a point

Eg 7. The road leading from Americus to Leesburg and to a point
on said road two and one-half miles this side of where the same crosses
the county line dividing Lee and Sumter counties;

Soto, Georgia, on said road; and,

9. The road leading from Americus to Vienna and to a point as
on said road two and one-half miles this side of the line dividing Dooly ar
and Sumter counties at the new Flint river bridge; a[
10. The Lee Street road to a point two and one-half miles Bt
this side of the Lee county line, if it should be found that funds are Bt
available; otherwise this road not to be included in this pledge. Be
(b) In so far as we may have authority, to build and con-
struct said roads at least eighteen (18) feet wide, out of such material Ojf
and in such manner as. may be agreed upon by the Georgia Highway
Commission and the Federal highway authorities;
(c) To do said work by contract, if possible, and to keep the
present county road force continuously building and repairing, during Be
said period of construction and thereafter, the cross roads and other p
public highways of said county; and, as far as practicable, to so pro- Be
vide and stipulate in contracting for said road building that the same Be
will not, in any manner, interfere with the farm labor in Sumter Be
county;
(d) That as soon as the extension of any of said name roads afi
into other counties are built to the Sumter county line, then immediate* Jan
ly, or as soon as practicable thereafter, to complete such permanent ar
roads in this county to said county line; and as to the road to Cordele p
from DeSoto to the Flint river shall be built and constructed so soon as Be
Crisp county builds and constructs a like road to Flint river at this Be
point, and a suitable bridge across this river has been built;
(e) That the construction of all of said roads be made simul
taneously as near as practicable, commencing at the City of Americus
and bu.lding out first for a distance of three miles on each of said
named loads, and then progressing in the proportion that the aggre-
gate length of all said road bears to the length of each; so that upon JHn
the completion of one the terminus of all will be reached;
(f) And that, in the event the present proposed bond issue,
with the like sum donated by the Federal Government, is not sufficient §
to complete the work outlined above, we pledge ourselves to procure, Be
if possible, additional funds with which to complete each of said pro- Be
posed line of highway;
This Board, as a whole, hereby binds itself, and each individual Bg
member thereof pledges himself, to the voters of Sumter county to ffi
conform to the foregoing declaration of policy with reference to said
subject matter, and to promote the same to the best of their ability and IE
judgment, and to the best interest of all concerned.
