DECLARE FOR
CIVIC PROGRESS

PLAINS, Sept. 8. —A mass meeting
Friday night in the Masonic hall
■was attended by practically every
man in town. The motive of the
meeting was to discuss town im- ;
provements, waterworks, sewerage
and electric lights. The mayor and
council desired to know thewi 11 of
the people in regard to this subject,
which has been under consideration
since January.
Mayor H. R. McGee called the
meeting to order and Rev. Mr. WeL
lons lead in prayer. The mayor urg
ed the people to feel that it was the
time for every man to express his
opinion. He then laid before the
people facts of importance on the
valuation of the town property, the
amount of bonds which the town
could legally float and the approxi
mate cost of water, sewerage and
electric lights. He stated that prev
ious to this the town had been sur
veyed by an efficient engineer and he
quoted the engineer’s attitude and
adviee on the subject. Mayor Mc-
Gee then questioned the town’s abil
ity to pay for all three improvements,
but asked the citizens to take charge
of the meeting and offer plans for
promotion of these improvements.
For Conservatism.
Councilmart W. A. Carter declared
himself in favor of progress, but ad
vocated a conservative policy of not
incurring a town debt to the full ex
ten of the law. Rev. A. C. Wellons,
a large property holder, made a rous
ing speech on progress in general and
declared hunself wholly for town in’.-
provemsn s. He ’oecived a stem of
applause. fl. M. Andrews held the
floor for sometime, advocating water
and lights enthusiastically. Rev. J.
W. Tinley referred to several other
towns who had successfully installed
the three improvements and remark
ed on the business management of
the scheme.
Dr. B. T. Wise, beloved physician
of Plains and member of council, st
last rose and announced his standing
for progress and improvement along
every line. He warned the citizens
against a situation in lighting that ex
ists in water, that of a number of
inefficient and expensive private en
terprises.
Applause For Dr. Wise.
He deplored the slow progress of
the town and named the existing tax
rate a “contribution” for which we
had received nothing. He then ask
ed the mayor and council for some
vital facts to be brought before the
people.
“Tha people should be enlightened.
They should know the facts,” he said
as he questioned closely the business
scheme. “The town has been asleep
too long,” he continued, “but it is at
last waking.” Rousing applause fol
lowed Dr. Wise’s remarks.
Numbers of other citizens spoke.

At last, solely to determine the
will of the citizenship, a vote was
put by Mayor McGee on water alone,
or water and lights combined. For
water alone there was not more than
four votes, the remaining citizens vot
ing for both improvements. There
were many ladies present who also
cast their votes. As the crowd rose
the mayor dismissed them by the
statement, “We have found the will
of the people and we thank you.”
An election is expected to be held
at an eariy date.
