Harris Gives Wilson The
Credit For Blocking
G. O. P. Demands
WASHINGTON, April 12.—Sena-
Harris today gave out
the following statement:
Many inquiries from Georgia
friends have come to me asking for
information as to the attitude of
President Wilson on the fixing of a
price for cotton during the war, and
the position of the President regard
ing the ratification of the treaty with
reservations.
“The War Industries Board claim
ed that under the law the Pre blent
naa the power to fix the price of cot
ton, but he declined. There was a
demand for it from the north and
west, and even some southern grow
ers asked for a fixed price. The Dem
ocratic party paid a heavy political
toll in the west in the 1918 elections,
because the price of wheat was fixed,
while cotton was not, and no one
familiar with the campaign doubts
that the issue lost many thousand
votes in the north and west to the
Democratic party.
“Every southern member of con
gress is a friend of cotton, for if he
were net, the farmer wo|uld defeat
him and he would not be here. For
any member of congress, or any doz
en members, to claim credit for rais
ing the price of cotton is to reflect
on the intelligence of southern
farmers. If blame is due for failure
to fix the price, that blame is on the
President, and, if credit is due, that
credit is his. Congress gave him the
power, but he did not exercise it.

urged a fixed price for cotton. In
onlj’ one case was as much as 2v
cents per pound proposed, while all
others wanted much less and most of
them 10 cents per pound. Had the
Republicans been in power, I believe
the price of cotton would have been
fixed at a low price, and would be
■ selling today for less than 15 cents,
i When the War Industries Board took
' up the question in September, 1918,
| some members advocated fixing a
1 price on cotton. Numbers of Geor
gians telegraphed me, and I imme-t
diately came to Washington where I
sought and obtained an interview
with President Wilson. I urged him
not to allow the board to fix the
price. We talked for more than half
an hour and I told him of the great
expense of producing the cotton crop
and the increased cost of labor. I
told the President that a fixed price
of 40 cents a pound would not give
the southern farmer a greater profit
than other industries were making at
the time. The President, after in
vestigating the matter thoroughly,
understood the situation and any
suggestion that President Wilson, a
former resident of Georgia, is not a
friend of the southern cotton farmer
is contrary to the facts and made to
deceive the people,
“I have as much reason to claim
credit for the increased price of cot
ton as any southern public official,
but I make no such claim. It would
be absurd. The credit largely goes
to President Wilson who stood ojut
against price-fixing pressure from all
sides.
Prosperity Under Wilson.
“There is not a farmer in Georgia
whose lands, and the crops he raised
on his lands, is not worth at least
two or three times as much as he
could sell them for under a Repub
lican administration. The average
I price of cotton under a Republican
i administration was less than ten
cents a pound. Under a Democratic
administration it is selling at about
i forty cents. There is not a man in

work. There is net a merchant,
manufacturer, laborer or farmer who
is not prosperous. There is hardly a
bank in Georgia which does not have
three times the deposits they had un
der the Republican administration.
Georgia country banks are today
lending millions through New York,
Chicago, and other banks. This is
due principally to the price of cotton.
Had President W ilson fixed the price
of cotton at what the Republicairs
urged, the banks of Geotgia would
not have one half of their deposits
and our banks would be borrowing
money from New York banks to loan
our i aimers.
“Regarding the treaty—it is not
true that the President had demand
ed the ratification of the treaty with
out the dotting of an “i” or the cross
ing of a “t.” On the contrary the
President has repeatedly made known
his readiness and willingness to dis
pose of the treaty if nullifying res
ervations are not attached. A hostile
Republican press has continually
campaigned in an effort to make it
appear that the President was as
much an “irreconsilable" as Sena
tors Borah and Reed, and eVen so
great an enemy of the treaty as Sen
ator Lodge, who declined to change
ms own reservations except when
Senator Borah approved changes.

“It was Senator Lodge and his im
mediate followers who drought to a
sudden end on two occasions the ef
forts of the bi-partisan conference,
composed of Republicans and Demo
crats, who were friends of the treaty.
The way was diear for agreement on
reservations which enough Republi
cans and Democrats would support
to give the necessary two-thirds vote,
and be acceptable to the President.
The “irreconcilable” group of Sena
tors Borah, Johnson and Sherman,
who are open enemies of the treaty,
delivered an ultimatum to Senator
Lodge, -who withdrew from the bi
partisan conference. Forty Demo
cratic senators, including myself, for
mally announced in writing that in
order to obtain the ratification of the
treaty and remove the controversy
over Article X, they would support a
reservation which had been drawn by
the bi-partisan conference touching
Article X, or the reservations writ
ten by Mr. Taft, a former Republi
can president.
“The President w’ouid not keep
faith with our allies and his asso
ciates at the peace conference if he
joined forces with the enemies of the
treaty. It must npt be lost sight of
that a Republican majority in or
ganizing the senate last May, arrang
ed the majority membership of the
foreign relations committee so that
six of the ten Republicans belonged
to the group who were against the
treaty in any form.
To Wreck Treaty.
“After the Republican committee
had failed to secure the adoption of
amendments to the treaty, they fram
ed reservations to wreck the treaty
and the league. The enemies of the
treaty voted for the Lodge reserva
tions, and then voted against the rati-

try. He is just recovering from an
illness which almost cost his life in
service to our country, but while sick,
Republican senators and a few Dem
ocrats, I regret to say, were con
demning him. This was unworthy of
brave and patriotic men. When Wil
liam McKinley, a Republican presi
dent was wounded, the Democratic
south mourned.
