in Treatment of Con
victs, Is Report
•The grand jury of Sumter Su
perior Court, which returned general
presentments at 4 o’clock Wednes
afternoon, named six ex-officio

26th, 15th, 27th, 29th and Old
|Bk26th districts, respectively—besides
roads in all parts of the
county and carrying on a mass of in
vestigations into infractions of the
law here. A committee which in
spected the roads and bridges of the
county reported that most of the
main roads are ! n good repair, need
ing only scrap ng, while many of. the
less important horoughfares are in
bad shape, and some of them almost
impassable. Mort of the bridges in
the coirty >ver? found to be in good
shape, except the bridge over Little
Muck Vee creek, which needs some
floor repairs. The grand jury after
inspecting the jail, recommends that
electric lights oe installed therein by
the county commissioners.
A special committee made a care
ful investigation into the condition
of convicts attached to the Sumter
county chaingang, finding that while
“there is room for improvement,’’ it
is felt that under the supervision of
Eupt. John B. Ansley, the new super
intendent of roads, there will be no
further cause for complaint, either
of cruel treatment of prisoners or of
neglect of duty on the part of chain
gang employes.
One interesting paragraph in the
general presentments is that which
says that after an investigation of

none of these expended an excessive
sum in the furtherance of his can
didacy.

We, the grand jury sworn to serve
at the May term of Sumter Superior
Court for 1920, submit the following
report:
We have considered the matter of
appointing notary publics and ex
officio justices of the peace and rec
ommend as follows:
June 19, 1920: A. W. Parker, 28th

June 19, 1920: A. W. Buchanan,
New 26th District 1185th G. M.
June 19, 1920: E. S. Ferguson,

The several committees appointed
to examine the books and records of i
the county school commissioner, the
clerk of Superior Court, the county
treasurer, the sheriff, the notary pub
lics and ex-officio justices of the
peace and justices of the peace of
the several militia districts of the
county, the ordinary, the tax collec
tor and the tax receiver found said
books and records neatly and correct
ly kept.
The committee appointed to exam
ine the court house and jail found
the court house in fair state of re
pair, the jail in fair condition and
recommended installation of electric
lights throughout the latter institu
tion.
The committee of roads and
bridges found most of the main
roads in fairly good condition, ex
cept they need scraping. Other roads
found in bad repair and in some

places almost impassible. Bridges
found in fairly good condition, with
few exceptions, attention being call
ed to some floor repairs needed on
little Muckalee bridges.
The committee appointed to inves
tigate the chaingang and poor farm
made a thorough investigation of
conditions of the men, stockade and
camps, while the committee found
that there is room for improvement
they report that they feel sure that
under the supervision of Mr. John B.
Ansley, the new superintendent of
roads, there will be no further com-,
plaint of cruel treatment of prison
ers or any neglect of duty of county
employees under him.
We have examined the affidavits
of candidates as to their expenses in
connection with campaigns for coun
ty offices for which the primary elec
tion was held on March 3rd, 1920,
and we find that in no case did any
candidates spend an excessive sum
of money incident to this race. Re
