GA. UTILITIES BILL
WINS AT HEARING
Favorable Report by
Committee on Munici
pal League Measure
ATLANTA, July 23-—Favorable
report was made in the Georgia
House of Representatives Thursday
by the Committee on Amendments
to the Constitution on the two bills
prepared by the Municipal League of
Georgia looking to state and munici
pal ownership of public utilities. The
bills were approved by the commit
tee by a vote of 10 to 7 Wednesday.
These bills will come up for pas
sage in the House in the early part
of next week, as this week’s calendar
is fully taken up, and no vote has
yet been taken on the Knight reso
lution for distribution of the high
way fund, which remains the unfin
ished business of the house.
Proponents of the measure and op
ponents were given a hearing of one
hour to each side prior to the com
mittee’s retiring into executive ses
sion to vote. Marion Jackson, sec
retary of the Municipal League of
Georgia, opened in favor of the bills.
He made the positive declaration that
in every state or municipality where
public ownership has' been initiated
a decrease in public service rates has
followed. Hr cited several contrasts
in rates in cities like Seattle and
Cleveland, to Savannah, Columbus
and Atlanta. He figured there was
now 1,850,000 of the 2,500,000 es
timated water horsepower of Geor
gia going to waste, and that the de
velopment of this power would mean
great things for the farmers of the
State, even if obtained at greater cost
than at the present time.

THE BOOK OF ANN.
Ann’* Servant* Strike, and Mother
and I Come to the Rescue.
“Ann Lorimer! Do you mean that
' your people are leaving your won
i derful new house, and their finely
furnished rooms—and that exquisite
white tiled kitchen—and everything?
Impossible!” I managed to articulate.
“Nothing is impossible in the serv
ice end of a house this year, Jane.
Tell me, what am I to do?”
“We can’t take your guests to one
of the clubs, nor to a hotel,” I said,
“because we invited them to your
own house, my dear. Moreover, we
must show off those extraordinary
bird-and-foliage decorations. Can’t
you mollify your people? What’s
the matter?”
“The silver was in awful shape And
it’s so important, nowadays, and I
remonstrated, asked to have it clean
ed over. The maid was impertinent.
I discharged her. Then the rest said
they would go, too. They never
dreamed I would let them—with my
luncheon two hours away. But I did.
And now—l’d like to know—what
am I going to do?”
“Let ’em go!” I said calmly. “And
don’t get flurried.”
“But—the luncheon?”
“Phone all the bureaus and the
hotels for other help. I’ll call up
some of the places.”
It was a legal holiday and all the
employment bureaus were closed. The
hotels hadn’t enough help of their
own to “carry on.” Inquiry and
pleading, and offer of exhorbitant
wages netted us just one little girl
who could wait on table pretty well,
if she wasn’t hurried, and who was
r willing to wash up the dishes.
It was, indeed, a sad plight. As
t usual, in an emergency, I finally call
c ed up Mother Lorimer. *
“Tell Ann not to worry!” she said,
j blithely. “All my men and women
> are away. It’s a holiday. Tell Ann
i I”1 come over right away and cook
her luncheon. That is, Jane, if you
’ will help me!”
And so it happened that the wife
' and daughter of a millionaire muni
, tions maker spent a strenuous half
' day in the kitchen. And it was by
’ no means a unique experience in the
, year 1920 in America.
There was a whirl of work at first,
l but mother was fortified by experi
; ence, and I by a long course of train
’ ing in a state university. We soon
i brought order out of the chaos the
r hired help had left behind.i Ann’s
1 luncheon progressed successfully, we
could tell from the dishes the little
j maid brought to the kitchen. Her
' guests certainly appreciated Mother
Larimer’s old-fashioned cooking.
' “Why am I having such a perfect
,‘ ly good time?” I asked as I helped
mother arrange the timbales for the
i maid to carry to the table.
“You’re happy because you have
the ability to do this thing. You
, were able to adapt yourself to the
. emergency—and you were equal to
it,” said mother. “I’m enjoying it
, tremendously, myself. I suppose a
. normal human being loves to create
! —even a salad—especially when it
I can be made as artistic as the one
. you have just finished oflf, my dear.”
[ “And I guess we all love good
ually herioc because we’ve saved the
drama, too,” I observed. “I feel act
day for Ann. But the success is
really due to you, mother dear. Nev
er would I have had the courage to
undertake this big job alone —nev-
er.”
“Os course I feel perfectly at home
in a kitchen,” admitted the wife of
the Hon. James D. Lorimer. “I ‘did
my own’ work for years when I w.s
first married. But I didn’t have such
a darling place to work in. Every
thing of the most modern type. Work
symplified to the last degree—and
labor saved. Nevertheless, the help
combined against the mistress! Times
have changed. My help has always co
operated with me beautifully.” t
