To Own Homes

AUGUSTA, Nov. 17. “lf I
were czar of Georgia, I would by
official decree instanter, establish
a system of taxation whereby our
young people would be encouraged
to own their own homes,” Millwee
Owens, managing’ editor or the Au
gusta Herald, said in a statement
made public today.
“If necessary and practical,” he
continued, “the legislature would
do well to authorize a vote of the
people on an amendment to the
Constitution which would exempt
all new homes, where they are oc
cupied by the owner, from all tax
ation for a period of five years,
thus permitting persons of small
means to complete payment on
their home before being harrassed
by taxes, Which, in many instances,
cause them to abandon their strug
gle to own a home and go back to
renting. Any municipality, coun
ty or state where a majority of the
citizens own their homes, I need
have no fear of bolshevism or seri
ous disorders of any kind, and
may well expect a long period of
prosperity and happiness.
"Economy, thrift and hard work
is what Georgia needs rather than
a tax law that will bring more rev
enues to the state treasury. There
should he a closer scrutiny of ex
penditures all along the line. We
may have outgrown our system of
tax collections, but all will agree
that they are high enough.

system and greater economy, such
crying needs as better highways
and more liberal appropriations for
our most worthy institutions will
be a natural result.”
