19.—Germany is in the grin of
an attempt at two or three dif
ferent kinds of a revolution at
once.
There’s the uprising of mon
archists against the republicans.
There’s the uprising of Bava
ria against Prussia.
There's the uprising of the
supporters of the royal house
of Wittelsbach against the royal
house of Hohenzollern.
Mixed with all this is resist
ance of France and of commun
ism.
GERMANY BOILING—WITH cut
The movement centers in Ba
varia, the yecond, after Prussia, in
importance' of the German states.
Originally it was supposed to be,
and perhaps really was, a moyement
in favor of no more than Bavaria's
secession from the federation. Then
it was suggested that all the south
German states, with Bavaria as
leader, might split away from the
north.
But the final proclamation set up
Dr. Otto von Kahr its “regent,”
Adolph Hitler as “dictator <>i na
tional policy” or “chapceilor” and
Gen. Erich von Ludendorff as “mili
tary. dictator” of all Germany.

When Bismarck federated the
German states 50- odd years ago,
he did it. as manager for the then
ruling house in Prussia, the K'ohen
zolletns, «f which the present ex
kaiser is now the head. Naturally
he built around Prusia. It was as
if the United States had no presi
dent, elected by all the states, but
recognized the governor of New
York, not only as governor of New
York but also as vested with the
powers which the president enjoys.

The Bavarian revolutionists, it
appears, wanted to continue this
arrangement, but, as “managing
governor” of the group of states,

man, a mason and carpenter, with

quence. By birth he’s an Austrian
but served in the war with Bavarian
troops.
Kahr is the practical politician
and governmental expert. He’s
spent his life in public positions, as
agent of the Wittelsbachs.
They’re calling Hitler “Ger-i
many’/i Mussolini.” ■ His organiza
tion has all the accouterments, for
mulas and attitudes'of the Italian
Fascist!.
It is an open , secret that his or
ganization has arsenals. 'Every
week-end thousands of young men
—and old men, too— have been
seen at their drills. They constant
ly engged in sham combats and

are predominantly Catholic; the

and bird life in the' Okefenokee
swamp, . though still , plentiful
enough to command the attention of
the sightseer or scientist who may
explore the vast, ineland sea of
South Georgia, is rapidly de reasJ
ing, according- to' C.N. Wilson, nat
ural history expert yf this city.
With ithe possible v exception of
o’possums and raccoonss, the ranks
of every species «f fur-bearing ani
mql to be found in the swamp are

stated.

swamp are the otters which are
, seen only in the winter. Many are
' trapped every y'ear for their skins.
The swamp people lay traps on logs
u and snare the otters. Trapping is
' just now beginning in the swamp.
Much has been written in the
scientific journals about the Florida
water rat. This frisky and diminu
tive roden, which has been found
only in small areas iin South Caro
line, Georgia ajid Florida, was dis
covered in the swamp several years
ago. It constructs nests of glass
I a short distance above the water
I level where it harbors its young.
' Beer are sighted less frequently
than in former years. Only a frac
tion of their former number is be
lieved to exist in this section, Mr.
Wilspn said. Steps are being tak
en to make the swamp a gamK re
serve for deer and other animals
which are being killed off.|
But, while the swamp is a fast
ness of fur-bearing and cloven
hooved animals, it is no les* a retreat
for rare birds. National legislation
passed several years ago' for the
protection of birds has -done much
to preserve tlieih, but tneir worst
enemies are’ shvamplanders them
selves. The shooting of a sandhill
crane by a hunter in the sw'antp who
was aware that these birds are tx>w
almost extinct recently was Wit
nessed, it was stated. The white
i egret is seen at rare intervals.

many curiosity shops as the ordi
nary city does Dutcher-- and bakers,
and articl.es of striking'-interest oft
en are to be seen in uieir windows.
Not long ago one displayed an elab
orate bathtub, pewter ornamented
with copper, said to have belonged
to and bttt'n used by the late Emp
eror of Austria, Francis Joseph,
and the exhibit attracted as much ;
attention as would have the actual
throne of the royal K'apsburgs.
This piece of imperial furniture 1
was bought by a man who made's
[ fortune during the war by selling
paper-soled shoes to .the Austrian
army, and it became the most val
ued- piece of his collection in his
new villa near Prague. Ke showed
it to his visitors with much pride,
.and related patronizingly how much
it had cost him.
Then one day some one question
ed its authenticity. The owner at
onpe started an investigation in Vi
; enna, and was in due time inform
' ed by his agent that Francis Joseph
never used a bath tub, preferring
a daily sponge bath with cold water
and a brisk rub-down, and that dur
ing; the. days of this emperor there
was not a "single bath room, or even
a bath tub, in the Austrian imperial
palace.

sales of hard liquor in Sweden now
average only ope gallon a year ror

wine amount to less than one pint I
per capita, according,to the official)
statistics made public by the Liquor j
Control Administration.
The report states that the sales
of spirituous liquors i» Sweden have
decreased 42.2 per cent since 1913,
and that the quantity sold in 1922;
was 32.1 per cent less than in 1920.
During the last two years the sale ■
of wines fell of by 42.6 per cent. %

ing to this system any respectable
adult who is self-supporting, pays
his ta/es, and is not addicted to al
coholism may obtain a pass book
which, when presented at a desig
nated liquor store, enables him to
buy a certan iquantity of spirituous
liquor for home consumption. Not
more than about a gallon a month
can be obtained on this book. The
record of the applicant is kept, and
if it is found that his privilege re
sults iin drunkenness, the maximum
may be reduced or his book with
drawn. Sixty-thrte per cent of all
the males in Sweden over the age
of 25 hold such book|s.
