Washington, September 1".—Secre tary Foster, as shown by his latest move, is getting down to small change expedi ent* in his effort* to get the money to meet the demands being made upon the treasury. Although he counts the fractional silver coin in the treasury as part or his available cash balance, no body knows better than he that this money is not a legal tender, except, in small* sums, ami he had the United I The appearance ofthe two men exeti- States treasurer prepare and send out a I cd » le “’'Melons of some of the citizens circular stating that banks and other wi, ° saw them ’ however, and the police financial institutions and also postofflee. ! wcre a PP rlsed of thcir appearance in the will bo furnished fractional silver in j ne *gl 1 borlioo<l. And they were making a streuuous effort to sell that leather tanning pro cess. This is a rather costly in tl,e western P ortlon ct the cit y ln method of getting the eighteen or nine teen million dollars of fractional silver into circulation, but the money is of no use to the treasury now, except to swell on paper the total “available” cash on hand, and he probably realizes that something must be done, as already about half of the four-aud-a-half per cent bonds have been presented for re demption, although it is but little more than two weeks since they became due. Mr. Harrison is finding bis tussle witli the big men of bis party over the dis tribution of the rich plums now at his disposal, a far more difficult undertak ing than at the beginning of his admin istration, as every enemy made now will count in the nominating convention next year. Governor June* of Alabama Call* Out the Cavalry. Nashville, September 10.—A Mont gomery special says Governor Jones was wired this morning by the sheriff of It is stated that Attorney I Wilcox county, requesting thirty men of General Miller has been compelled in | the Wilcox cavalry, of Camden, Ala., to self defense to acknowledge to an In-1 proceed to Furman county to assist him search of the two men with the buggy, mules, two Winchesters, two shotguns and two pistols. But they didn’t find them The birds bad flown, and the officers returned to police station without fiudiug out even who they were. " It was reported that the outfit was on the way to Douglasville, and the detec tives say they’ll have the leather fakirs, arms and all, before another day goes by. TROOPS ON THE SCENE. diana republican that the rumor of bis retiring from the cabinet to accept a place on the new circuit court bench w as true. The man wanted the appoint ment himself, and asked Miller for his support. After this the republicans are not to have it all their own way in Ohio, as they have seemed to do for awhile since their campaign has been in full blast and their speakers have been industri ously pushing aside the tariff question. But now all this is to be changed and the democratic campaign, just opened, is to be made an aggressive one. Mills, who makes his first speech in that state to-morrow, will be followed by repre sentatives Crisp, McMillan, Bynum, Hatch, and other members of the house, all loaded to the muzzle with facts con cerning the billion dollar congress and the iniquitous tariff, that is daily mak ing tho poor poorer for the benefit of certain favored classes. Secretary Tracy has been trying to ex plain why it is that only old and worn- out wooden vessels are In the Asiatic squadron which is supposed to take care of American interests in China. His explanation is just about as satisfactory as those made by other members of the cabinet about certain other queer things. Naval officers know why our new Iron clads have been doing the seaside sum mer resorts while the old wooden vessels have made the United States the laugh ing-stock of the naval officers of other powers which have first-class vessels in Chinese waters. It is {because the offi cers on the new vessels all have a“pull,” and they do not regard assignments to the Asiatic squadron as desirable. The Virginia republicans appear to be very much in earnest in their fight against ex-Senator Mahone and his sebetno of throwing the republican votes to farmers’ alliance candidates for tho legislature this yoar. A mooting at which seventeen counties were repre sented was held in Washington this week, and a call for a mass convention, to be held at Roanoke on October 1, has been issued. That convention will, if it follows the programme arranged by the antl-Mahoneites, depose Mahone from the state chairmanship, and uame a com mittee of one hundred, or a lesser num ber, which shall have Jexclusive control of the party interests in the present 1 campaign. Ex-President Clements, of Georgia, is believed to have tho inside track for ap- | pointment to the Inter-State Commer in protecting five negro prisoners who are in danger of being forcibly taken by a mob. The governor promptly ordered twenty men to Furman, who started immedi ately to the scene, and it is thought they will be in time to prevent mob law. Campbell Loom* Up. Columbus, Ohio, September 18.—The first speech of Governor Campbell in the campaign iu this state was made at Syd ney yesterday. Tho governor handled both tho tariff and silver issues. He as serted that the republicans were trying to push tlie tariff into the background and to force the silver question to the front. McKinley, he said, had voted for free coinage as far back as 1877, and bad been a silver champion as late as 1800. He accused the republican party of being divided on the silver question, and declared that the Ohio democrats would defend biraetaUsm, or “the right of both metals to unlimited coinage,” though they might differ honestly as to how to bring about such result. McELREE’t WINE OF CAROUI for Weak Nerve*. He I* Pardoned. Atlanta, Ga., September 18.—This morning Governor Nortben issued a par don to Oscar Cassidy, who was tried for murder in Pickens county in 1888 and sentenced to the penitentiary for life. Since then it has been demonstrated that the killing was not intentional and that no feud existed between him and the man ho accidentally killed. The judge trying the case and the solicitor who prosecuted joined in the petition to the governor for his pardon. He will be liberated to-day. The Clil.lan* Celebrating. New York, September 18.—The Her ald’s Valparaiso dispatch says: Not a singlo member of Balmaceda’s govern ment is now in office. The government will return to their homes the crew’s of the Imperial and Coudell, now in Callao, but declines to assist the ex-officers of the vessels. The natianal holidays be gan yesterday. They will continue until the 20th. All business houses are closed. Great festivities are in progress. BLACK-DRAUGHT tea cures Constipation. HI* Character Defamed. Atlanta, September 18.—Thin morn ing through his attorneys, Speairs A Roan. Mr. .J. J. Caldwell filed suit for sented the plaintiff and Capt. Harry .Jackson the railroad. Allison was a postal clerk, and was injured in a wreck on the Richmond & Danville iu November, 1S78. This is the second time the case has been tried. On the first trial tho ver dict w*as £11,250. A new trial was granted on account of the admission of testimony going to show that the plain tiff expected a raise in Ids salary about the time of the accident. PROFESSIONAL CARDS ■AT- ACItKS OF LAND CAVE IN. Fire at the Entrance of a Mine Cau.e. Destruction. Birmingham, Ala., September 10 — Slope No. 1 of the Henry Ellen coal mines, twenty miles from here took fire at 4 o'clock this morning and the mine is still burning. Several acres of land about the en trance fell in about two hours after tbe fire started with a great crash. The origin of the fire is a mystery, but no lives are lost so far as known. Tlie compauy was abandoning the mine temporarily, and some believe the miners thrown out of work set it on fire out of revenge. Tbe loss is heavy. CLEMENTS BELIEVED TO LEAD. Iulluentlal Republicans Sahl to be AVork- lu|f lu Ills Rehalf. New York, September 19.—Tho World’s Washington special this morn ing, says: ‘‘The president yesterday sent for the papers relating to tho two vacancies in the inter-state commorce commission. Clements of Georgia seems to ho in the lead for Bragg’s vacancy. He is supported by some of tho most influential republicans in tho country. Ex-Congressman Gear of Iowa is said to be hooked for Cooley’s vacancy. Waylaid and Shot.
