Excitement Over Maine Affair
About at an End.
r
ROUTINE V/OilK EESUMED
•The Navy Department Official. Able
to Turn Their Attention to Lcs
Pressing Matters For tile First Tlmo
Since Tliurwluy - Court of luiiutry to
Convene.
Washington, Fob. 10.—The excite
ment of the past few days lias mostly
disappeared at the navy department and
this nioniint,' the nverworkoil ollieials,
particularly the officers of the navipi
tioii bureau, who have boon working
night and day almost sineo tho Maine
disaster to meet tho inquiries of anxious
relatives of the victims while keeping up
the current work of the otlli-e, woro able
to turn their attention to less pressing
matters.
The first dispatch that came to hand
relative to the disaster was one from Ad
miral Sieard, dated at Key West last
night, speaking of the assembling of
the court of inquiry. The message was
os folk iws:
"Boche sailed from Key West for Ha
vana with tho divers uioi stores for the
Maine. Tile Iowa comes to Key West
on Feb. 10 and the Sampson court of In
quiry on the Maine assembles on the ar
rival here of Manx. The Massachusetts
and Indiana at Tortngus. Fifteen ofii-
cersniid-17 men from the Maine liavo
been distributed at Key West marine
hospital and the army Ixirr.ieks. More
arc dno hero by tho Mangrove. I shall
hold all at Key West pending the court
of inquiry. No one of tlio ill appren
tices that the Texas took from Now York
city for the Maine was on board the
Maine at the time of the explosion, ns no
opportunity had offered to transfer thorn
from tho Taxas, where they still re
main.”
Marix referred to by Admiral Sieard
Is Lieutenant Comnuinder Marix now
on his way from Washington to Key
West, who, with Captain Sampson,
Captain Chadwick and Lieutenant Com
mander Potter, will constitute the court
Of illqnin’. Lieutenant Commander
Marix will bo the judge advocate of the
court and lay down the lino of proced
ure, being sona-wlmt of an expert in
that matter. It is believed at tho navy
department he cannot reach Key West
early today from Tamiu owing hr tho
luck of a regular lxxtt, but it is thought
that ho will ho there in time to conduct
the investigation when it open* next
Monday.
While tho court is entirely master of
its own proceedings, tho department
does not doubt that after u preliminary
session in Key West, which will lay tho
foundation for further investigation,
through the tuking of testimony of sur
vivors now at Key West, the board will
proceed to IlaTuna.
WAS IT TORPEDO’S WORK?
Treachery Throry Hiip|x>rtc<l by Re
porter For .New Turk l*n|rer.
New York, Feb. 19.—A special cable
dispatch from Sylvester Soovel, Tho
World’s correspondent at Havana, says:
A few feet of the twisted iron of wlrnt
remains of the grout battleship Maine
■hows above tho water of the harlsir to
day, marking tbo tomb of 2S1 of our
tailors. All talk today is of who did it.
Epanish fanaticism might liavo douo it,
Cuban intriguers might have caused it
nnd it might have happened through
carelessness.
Two hundred r.nd llfty-ono sleeping
tailors went to the shunts of Havutiu
harbor by one of these thiugs. It wax
most decidedly not tho lust one. It was
not accidental, cither. Co Inns or Span
ish floated the torpedo under the water
line against the Maine's forward tunga-
tine, or, while visiting the ship, secreted
in tho afternoon a tiiae lx >mb near thu
tons of piled powder. Either was pot
there by men of one faction or the other.
On this depends war until Spain or a
disgusted dropping of everything Cutisil,
and tho Cubans may give ap all hope.
Either evory other ship of the United
States navy (teams to bombard Spain's
richest towns or every ship stops fili
bustering.
There was uo fire from “physical
cause” to produce the explosion. Modem
magazines have no "spontaneous com
bustion” and tho bulkheads were tightly
acrewed shut uud the keys banded to
Captain Sigsbcc at 8 o'clock at night.
They were found this morning hanging
in their proper lr.ig in his stateroom.
From nor arrival in Havana harbor,
with her gun cylinders tilled, ammuni
tion lioists in reudincss and turrets
manned, the always strict discipline ot
tlm splendidly officered Maine was re
doubled under tho stricter vigilance ot
her captain. It was no accident which
caused the disaster.
DONS' REQUEST DECLINED.
Will Not Be Allowed to .loin l’s la
Exploring Sunken Worship.
Wasiusotos, Feb. 19.—Secretary Long
and Assistant Secretary Day of tho state
deparsment hud an interview with the
president this morning which lasted
nearly an hour.
Mr. Day read a cablegram from Con
sul General Lee nt Havana, transmitting
a request for the Spanish authorities in
Cuba that the Spanish ollieials lie per
mitted to join with oar own people in
making an investigation into the cause
of tho disaster to tile Maine.
The mutter was discussed with eon-
aidemble length and tiie conclusion was
reached and General Ian: will lie so noti
fied, that while this government is will
ing to afford the Spanish authorities nil
reasonable facilities for conducting utt
investigation yet it is thought best the
first inquiry shall lie made by our own
commission.
Tho request of tho S|nnish authorities
therefore will be respectfully declined.

Sentiment of the House.
Washington, Fob. 19.—While the dls-
istor to the Maine luis created a temper
in tbo house in favor of liberal appro
priations for the navy, and while it Is
nndcuhctodly true that the house in its
present frame or mind would not hesi
tate t<» vote for two new battleships,
this temper is predicated upon tho the
ory that the Maine was blown up by ex
ternal agencies. If tho official inquiry
should develop the fact, beyond per.nl-
venture, that tho ship's mng.iziuo ex
ploded front fire or other cause within
her hull it is believed a sentiment will
lie created against the expenditure of
millions in the construction of warships
that may blow upat any time.-

We were grieved and painfully sur
