Decision of Supreme Court in Favor
the City.
The bond iasue ban at last been set
tled and the citv “wins in a walk.
The case wee Anally disposed of in the
supreme court yesterday, or rather it
is believed that high tribunal declined
to oonsider it upon the showing made
by the parties who sought to defeat the
bond issue, and thus the city scored ta
viotory.
A private telegram from Mayor
Hixon, who went to Atlanta to repre
sent the city's interests in the ponding
Agbt, simply stated that ‘ the city wins
in the bondcaso.”
The voters of Americas voted in favor
of an issue of 875,000 of bonds iu August
last, but injunction proceedings pre
vented Hie city conceit from putting
the securities on the market. Tho
superior court refused to make the in
junction porinanent and nu appeal wns
taken to tho highur court.
It is hardly probable that further
obstacles will he thrown in the way,
and the issue of bonds may bo mnde at
an early date now.

Will Hear What Men Now In the
Florida City Have to Say Concerning
Explosion on tho Warship—Troops
For Fort Taylor- Sicurd on Situa
tion.
Key Wist, Feb. 26.—The United
States coast survey steamer Bacbo nr
rived here this morning from Havana
She had on board four of the Maine
wounded. Two of them were well
enough to walk.
Admiral Sicnrd today explained Hie
departure yesterday of Commander West
for Havana.
“There is nothing particularly signtfl
cant ill.ait it,” he said. “Commander
West asked uiy permission to ruu over
to Havana to talk with Captain Slgsbee
and the oflioers of the court of inquiry
Commander West, ns chief of my staff,
has all the papers in the easo and wo
keep in close touch vilh what is going
on at Havana. ”
Regarding tho movements of the fleet,
Admiral Sicard raid:
“Tho boatsat Tortugnsnredoingsnnio
target practice: but the elaborate plait
of maneuvers which I had laid out has
had to be postponed, pending develop
ments. I brought tho Now York in
here because 1 wish to lw ill close nnd
constant communication with tho navy
department.”
Referring to tho land nnvnl stntion
here, tho admiral remarkid: “Only
unmiiiul forces are hero now. Slionld
anything occur here,” added Admiral
Stall'd, guardedly, “it would have to be
strengthened considerably.’’
Tho officers composing tho United
States court of inquiry into tlio lt>ss of
the battleship Maine arrived hero to-
night.
A prominent naval officer snys tho
court would almost t ertainly return to
Huvanu after its session here.
Absolutely nothing is known hero re
garding the rumored intention to in
crease the strength of the Key West
garrison. No provisions have been matin
for the accommodation of additional
troops ut tho burrucks and there is only
room for tho two batteries now iu
quarters.
Fort Taylor, which is unoccupied at
present, is where thr additional troops
will probably lie qnartered, and nothing
hns been done there to make the fort
ready for occupation.
Several officers, who were questioned
today, said no wonl had been received
from the war department regarding the
transfer of troops from Fort McPherson
or any other phiro to Key West.

Wa::i:::otos, Feb. 20. — Secretary

tho first he has hud for some time,
and in eonsequence he felt so much re

abandon his proposed absenco from the
navy department and coutinnc at hi*
duties. So he was curly at his desk aud
in consuluatiou with Assistant Secretary
Roosevelt and Captain Crowuiushieltf,
chief of tho navigation bureau.
As to the outlook, he said lie thought
things were looking much better. He
said tbo public ought not to be under
anv mi-appreheusiou with regard to na-

mostly been the ordinary dispositions
which are made from time to time; fer
instance, the shipping of guns to Now

to various ports as tho occasion requires.
So, too, tho cnll for more men, ho said,
is simply the revival of the recommenda
