New York, March A—A special to
The Herald from Washington says:
Polly realizing the importance of prepa
rations for any emergency, the presi
dent has directed the navy department
to open negotiations looking to the pur
chase abroad of warships. This fact is
mow for the first time made public. It
probably would not have transpired at
this juncture but for the excitement
caused by the statement published that
Spain had purchased or was negotiating
for warships being built by tie* Elswiek
company of England for Brazil, and for
other ships under construction.
With a view of ascertaining the fact
your correspondent called upon a high
official of the administration and ob
tained an official admission—made for
the first time—that while the president
does not anticii»te war, ho recognizes
that there is a possibility of hostilities
growing ont of the Chilian problem and
the Maine disaster and that he proposes
to be prepared for if.
Fixing For a Fight.
There has been ample evidence of this
extensive preparation, patent to every*
l>ody, which has been in progress for
some tijne, but there has Ixhjii no official
admission to this effect until now.
Eight warships which are practically
completed in foreign shipyards liavo
been offered for sale in the United
States. The president lias given con
sideration to the advisability of placing
an option on them.
The navy dejiurtmcnt has been care
fully watching the construction of ships
abroad througu the eyes of its naval at
taches at London, Paris, St. Petersburg,
Berlin, Vienna and Home. This sur
veillance has been maintained for two
mouths, but more especially since the
Maine disaster.
Through these naval attaches and
from the shipbuilders themselves the
secretary of tne navy has learned that
ho can now purchase two small sized
battleships, two armored cruisers and
four torpedo bouts, all at a compara
tively low price. The builders have
promised that they can deliver these
ships to this government at this time
complete in every respect and all that,
will be necessary*for the administration
to do will be to order the necessary de
tails of officers and men to proceed to
the shipyard, go on board the vessels
and take them to any points which may
be desired.

The builders have urged that the pur
chases be made at once, as they say that
a declaration of war between the United
States and Sjiaiti would result in the
enforcement of neutrality laws and pre
vent the sale of ships.
The battleships and armored cruisers
have been built hv English and German
firms for governments which are now
unable to pay for them, so that this gov
ernment would have no difficulty in
obtaining the vessels by simply putting
down the necessary amount of cash.
There is reason to believe that among
vessels offered are tlifi* powerful ships
under construction at the Vulcan works,
Stettin, Germany, for the Chinese gov
ernment. These three ships are of 8,000
tons displacement, contracted to make
10.fi knots and will Is* able to carry not
less than 1,000 tons of mil in their
bunkers.
There is also reason to believe that in
case of trouble this government could
purchase from Japan the Kasagi and
the Ohioan, which are nearing comple
tion at Philadelphia and the Union iron
works.

Cr Iter Almiraute Oquendo Is Now at
the (’ilium Capital.
Havana, March 5.—Spanish firstclas*
cruiser Almiraute Oquendo arrived in
Havana harbor at 8:4fi o'clock this morn
ing from Spain. She received a hearty
welcome form the ferryboats and tugs,
on board of which were the civil and
military authorities and different socie
ties which had been waiting for the war
ship's arrival. The docks were crowded
witn sightseers.
Rockets were sent up and flags and
other decorations were displayed from
the vessels in port, the public building
and the palaces.
The Almiraute Oquendo made a lino
appearance as she returned the salute
from Fort Calxtnus and then saluted the
fort and admiral.
Captain Joaquin Lttsaga is in com-
xnand of the Almiraute Omiendo.
The papers here say the newly ar
rived vessel is of the same class as the
Vlscaya. The same ceremonies were
observed on the arrival of the Almirante
Oquendo as were followed out when the
Yiscaya reached this ]»rt from New
York*

The United States lighthouse tender
Mangrove is expected here at any time
with the United States naval court of
inquiry.
The smokestacks of the Maine have

COAL FOR OUR CRUISERS.
Alabama Furl I* Now Being l urcl to
• Good Advantage.
Birmingham, Ala., March fi. — The
United States government has recently
been buying Alabama coal in considera
ble quantities for immediate delivery at
tbe gulf ports for the purpose of coaling
warships.
The cruiser Detroit, which was in
Mobile harbor teu days ago, was coaled
with Alabama coal and large shipments
have been going to Mobile, Pensacola,
Tampa and Key West.
A northern firm of coal operators has
written to operators in their district say-
' *ng they were figuring on securing a
contract for furnishing *2fi0,000 tons of
coal to the government for prompt de
livery and desired to make heavy pur
chases of Alabama coal to help till it.
The Alabama mil being near the gulf
coast, they said it could be used to good
advantage.
The Alabama operators have deter
mined to bid hereafter on all govern
ment contracts where the coal is to lie
delivered in southern waters and have
already taken steps to provide suitable
facilities at several gulf ports to deliver
the coal.
SUCCOR FOR THE STARVING.
Belief Vessel on Her Way to Destitute

New York, March fi.—The Mallory
line steamer Nueces sailed today for Key
West with ?fi tons of relief supplies for
the destitute in Cuba. At Key West
the stores will Ik* transferred to the
United States steamships Nashville and
Montgomery.
A telegram was received here today
from H. It. Lewis, secretary of the Ore
gon relief committee, saying that the
first section of a Cuban relief train, car
rying 180,000 pounds of food, left there
yesterday.
The Cuban relief committee in this
city has received a letter from Assistant
Secretary Day, expressing the apprecia
tion of the state department at the re
sponse which has !>eon made to the gov
ernment’s appeal for contribution* for
the sufferers in Cuba.
Mason* Honor Maine Men.
City ok Mexico, March fi.—The lodge
of sorrow, held by the Masons last night
in honor of the Masons who perished in
the Maine explosion, was very numer
ously attended. It was held in obedi
ence to a joint call issued by the native
Spanish lodge and the Mexican lodge.
It was attended by all lodges working
under the Grand Symbolical Siet of
Mexico. Tlio hall was draped in black
and speeches were made expressive of
sympathy for the United States. There
will lie a public lodge of sorrow between
March 1M and 2fi. There will also lie
religious services Sunday night in honor
of the Maine’s dead in the Methodist
Episcopal church.

Kirkland has received telegraphic or
ders to instruct Captain Louis Keiupff
of the receiving ship Independence to
sign all the ablcbodicd seamen he eun
possibly puss. The shipment of boy.*,
which lias been going on for some
months, will continue. The Charleston.
Yorktowu and Philadelphia are the Lest
ships here, hut little wyrk is being done
on them at present. Admiral Kirkland
says that he turn prepare the vessels for
sea within six weeks. There are 500
men employed in tlio construction de
partment and orders have been issued
for the employment of additional labor.

Chill Won’t Sell Cruisers.
Nkw York, March 3.—The report tlint
Spain is negotiating to hny from Chili
three warships now in course of con-
(triietion in England is characterized as
absolutely absurd by government ofli-
cials here, says tbe Valparaiso corre
spondent of The Herald. They laugh
at tho story und declare that tbo Chilian
government has never received even tho
remotest hint from iipaiu as to the pur
chase of warships. It is further stated
that Chili has no intention of parting
with any vessel of her navy. Chili has
only two ships in Europe, the armored
cruiser O'Higgius, which is nearly fin
ished and is expeeted here in April, umi
the school ship (ieueral Baguedouu,
which will lie shipped about the end of
tho year.
Manifesto to Dons III Mexico.
City ok Mknico, March 3.—A mani
festo, signed "A Spaniard,” bus been
profusely dislrilmtisl in the streets here,
in the porticos of the houses and in the
cafes. It refers to the imminence of
war lictween Spain and the United
States, and is a patriotic call on Span
iards to eome to the rescue of their
country, which, ns the manifesto states,
has been wantonly proclaimed by the
most powerful nation. The manifesto
states that it is for the Spaniards to
prove their patriotism and self sacrifice.
Tile mansfesto contains no insults to
Americans.
Indians to Aid Insurgents.
A TURNS, Oa., March 3.—A liand of
Aparin* braves, 34 strong, pus.-ssl through
the lower edge of the county last night
mounted and in full war painf, on their
way to Florida, whence they will pro
coed to Culm to jiurticipato in the fight
against the Spaniards. The Indians are
moving with the greatest secrecy, trav
eling only at night, in older to avoid at
tracting the attention of the Spanish
officials. A stalwart chief is in com
mand. The chief said to an interpreter
tlrnt they left the Apaeho reservation
four months ago.

John Windsor respectfully shows to the
court that they are the trustees of the Amer
icus Baptist church, house and lot and prop
erty, situated at the corner of Lee and Tay
lor streets in the city of Americus, said
county. Petitioners further show- that the
said church has tor several years past been
designated and called the “First Baptist
Church of Americus,’’and at a conferened
meeting of said church the name of sole
church was,- by a proper resolution of the
conference, changed front “the Americus
Baptist Church ’ to “the First Baptist
t hurchof Americus.” and the said tiustees
ol the church were directed by tbe confer-
ence of the church to to have the charter of
said church which was granted on May 16.

the church shall lie “the First Baptist
