Madrid, March 16. — A semiofficial
apney today juiblislics the following
announcement: It is useless to talk of
the sale of Cuba. The question could
not be arranged except by parliament
ahd it is in>]*ȣihle that any Spanish
chamber would agree to hell the island
at any price.
CUBANS OPPOSE] THE PLAN.
Proposition to Huy Independence Jlert*
With Little Favor.
New York, March 16.—Horace S.
Rubens, counsel for the Cuban junta ill
this city, in speaking of the proposition
to buy Cuba from Spain and thereby
end the present war, declared that it
was simply impossible, as the insurgents
would never agree to any such plan.
The only way that a syndicate could
figure in any scheme of the kind would
be in case Spain decided to give Cuba
her freedom on the payment of an ffii
demnity by the Cuban government.
Mr. Hnbetis added that the insurgents,
to end the suffering of many innocent
people on account of the war, might be
willing to adopt a proposition to pay an
indemnity to Fpuin to evacuate. The
insurgents, however, would uot pay
more than $100,000,000.
Mr. Rubens said the Cubans would
have no trouble in getting tlie money.
The government of the young nation
would issue a series of bonds that could
easy bo sold. Bonds to a limited extent
would also lx* issued to jwiy the soldiers
who have fought in Cuba's cause so long
without remuneration; to relieve the
present existing distress on the island,
and to help the tillers of the soil until
they could once more make a living on
the kind.
Mr. Rubens' thought that a solution
of the whole Cuban trouble was jiossi*
ble and even pro In hie, if pressure was
brought to bear 011 the Spanish govern
ment at this time.
Mr. Ruliens declared that the only
syndicate, of which so much had been
said, could figure prominently if they so
desired, by purchasing the Imnds issued
bv the Cuban Government. Should
Spain be called on Hi pay an indemnity
for the l<»ss of the Maine she could do so
with some of the money received from
the Cubans.

St. Parr., March I t.—The Globa’s
Washington .pci-iul say*: Thu presideqj
and his cabinet know, niitifticinil.r, the
result of tho Maine inquiry. They are
prepared to net. They have canvassed
the course of events, so fur as they can
foresee them, and have formulated a
policy to meet the emergency. Along
its lines tho army expects to move, un
less it is swept off its feet by a wave of
popular dissatisfaction.
The Globe’s upct-iul correspondent is
able to present the forecast of events as
viewed by the president and his cabinet.
It can be outlined thus:
1. The board of inquiry will rojiort
this week that the explosion was ex
ternal.
3. The president will immediately,
through Minister Woodford, demand
from Spain an iudenuiltiratiou of $10,-
000,000.
8. S)«in is expected to reply express
ing her willingness to |siy if alie is re
iponsilile, but maintaining that her own
investigation shows that the explosion
was Interna! and purely accidental. FI:
will therefore suggest reference to a:i
International Issu'd of arbitration.
4. In such an event the administra
tion will be disposed to comply with the
suggestion unless there is einentc in
Havana or an irresistible domain! foi
war sweeps through congress.
6. If congress acquiesces in the sug
gestion, the attempt will lie made to ad
journ that Isxly and leave the whole
matter in the president’s hands.
fl. It is expected that a large majority
of congressmen will claim that such a
matter of honor cannot he arbitrated.
It is further expected that the leaders i>.
both houses, including Senator Davis of
Minnesota, will favor arbitration.
