Havana, S pt. 15.—The rumors to
the effect that strained relations exist
between the Spanish commission and
the United States evacuation commis
sion are absolutely unfounded. There
have been little incidents but no real
hitch.
For instance, when the United States
transport Resolute, with th>) American
commission on board, arrived here on
Saturday morning, she did not lire u
salute on entering the harbor, but later
she fired the regulation salute when
visited by the British consul, who has
been acting for the United States. This
action was commented upon at the pal
ace, in consequence of which explana
tions were exchanged during the even
ing with the result that the Resolute on
Monday morning flew the Spanish colors
in honor of the birthday of the Princess
of the Austrias.
On Saturday morning shortly after
the arrival of the Resolute a shell ex
ploded in the ordnance park, killing two
soldiers. The local newspapers were
not allowed” to publish auything in re
gard to this incident, so as to avoid mis
interpretation on the part of sensation
al papers.
Another little incident occurred on
Sunday. When the commissioners ar
rived at the palace of the colouial gov
ernment, where their first meeting took
place, they were ushered into the state
room, where, on a table in the center,
were displayed maps of Spain and Cuba.
The members of the commission and
staff removed their swords and, in so
doing, inadvertently placed them over
the map of Cuba, covering the whole
length of the island.
Incidents Passed Over.
One of the Cuban attaches present
noticed this, approached the table aud
quickly removed the arms. The inci
dent, however, did not pass unobserved
by the others present, who have since
commented good naturedly on the oc
currence. No importance or signifi
cance is attached to either of these
incidents by the officials hero. The
true reason for the delay in the meet
ings is the absence of instructions from
.Madrid, which, although announced as
coming on the last mail steamer from
Spain, did not arrive us expected.
The Spanish steamer Alfonso XIII.,
which left Porto Rico for this port
yesterday, is expected to have
on board the instructions from
the Spanish government. The rea
son that the first formal session of
the commissioners took place on Sun
day was the understanding that the
commissioners must meet wituin 50
days after signing the protocol, which
on Monday would have been 31 days.
Two free sonp kitchens in this city
were closed yesterday and the closing
of others will follow. These kitebons
have been distributing to the really
needy over 30,000 rations daily. Their
discontinuance,' based, according to
the civil governor’s circular, on the as
sumption that distress and w&ut have
disappeared from the city, will have the
effect of throwing thousands of unfor
tunate people on public charity. Beggars
are aguiu infesting the streets and car
rying tilth aud disease germs all over
Havana. Immediate arrangements for
the distribution of the Couial rations,
now that the Spanish government re
fuses to continue to feed tho hungry, is
imperative.
Exorbitant Meat Prices.
The “uie: t ring” continues keeping
the price of meat at from 00 to 60 cents
per pound, in spite of tho protests and
efforts made by large and responsible
firms to the government, offering to im
port cattle and place meat on tho mar
ket at 25 cents per pound.
Hundreds of Spanish officers have
asked to l>e discharged from the army.
They refuse to return to Spain, where
starvation stares them in tho face.
Muny of them have formed classes to
study English, hoping to succeed in
obtaining commissions in the United
States army as souu as they become
proficient in the language.
It will be interesting to watch the
course pursued by tho host of counts
aud marquises, holding titles of nobility
in Spain and here. The aristocracy of
Cuba are all Spanish grandees, holding
Castilian titles, of which they aro very
proud and which they will renounco
with great reluctance. These grandee«,
who have beeu holding their titles £jt
generations, formerly owning vast prop
erties in the island, form t ue most rabid
Oubanism here. Thov will bo forced to
cither remain Spanish subjects and con
tinue enjoying the privilege of raukaud
title, or relinquish all claims to this
honor and become plain Tom, Dick and
Harry. The same will happen to a lo» g
list of Cubans, widows and orphans of
Spanish officers drawing pensious from
Spain, which is their only means of
support tod iy. The list of such pen
sioners foot up over *4,000.
Situation Now Chaotic.
Tho situation here may he summed
up as chaotic. It is impossible to tell
exactly what the future may develop, |
even regarding the commission. Its'
powers appear to be very limited, t’ e
members having to submit every trine
to Washington for consideration before
acting.
The mayor of Havana, tho Marquis
Esteban, an autonomist, has sent a gift
of a magnifieeut saddle horse to the in
surgent chief, Mayia Rodriguez. At
the same time gifts were seat to him
from a well known councilman. A
former aido of General Pando has also
presented a horse to the insnrgent chief,
Andres Hernandez. There is an evi
dent desire upon the part of Cubans
bolding office under Spanish rule to
conciliate the extreme Culxiu element,
especially in insurgent army circles.
While these.gifts are purely personal,
as between old friends, the conduct of
the donors bos keen adversely criticised
and commented upon in many
circle*.

San Joan, Island of Porto Rico, Sept.
16.—At their meeting today the Spanish
evacuation commissioners agreed to be
gin the formal withdrawal of their line!
within two days. They will evacuate
Lares, San Sebastian aud Aguadilla, in
the northwest of the island, withdraw
ing towards the capital. Under tho
armistice they could not withdraw their
outposts without permission. Detach
ments of the Eleventh infantry will oc
cupy this territory and rai.-e tho Ameri-
un flag. The abandonment of other
outposts will tollow.
The Spanish commissioners under
stand perfectly that the evacuation of
the islands must be in accordance with
the terms of the protocol, as soon as
transports can be procured. Transports
from tho fever infected districts of
Cuba cannot, they say, be used to con
vey uninfectod troops from Porto Rico.
The troops from Cuba and Porto Rico
are to be landed at different ports in
Spain.
The Spanish authorities here cannot
coutrol the transports in this respect.
They must await the pleasure of Mad
rid. Our commissioners realize the
force of this argument aud they aro
willing to make reasonable concessions.
WHEELER NOW IN CHARGE.
He Resumes Command of the Army
Camp at Moutnillc Point.
Moktauk Point, L. I., Sept. 15.—
General Wheeler has arrived here and
resumed command of tho camp. Ho
says that he knows nothing about any
arrangements for having the Sixth cav
alry regiment march from here to Long
Island City; that the war department
las made all arrangements for moving
them, and that they may probably be
-••nr to Huntsville, Ala., to join General
Coppinger's regiment, or they may go
:o Cuba with General Lee’s corps.
General Wheeler expressed tho opin-
on that the camp there will not be
tballooned before Oct. 1.
The transports Roumunia and Ches
ter have arrived here from New York
uid it is supposed that they will take
away some of the troop* from here in a

HOAR TO BE AMBASSADOR.
Massachusetts Senator OllYred Hay’s
Place at London.
Washington, Sept. 10. — Senator
Goorge F. Hoar of Massachusetts has
been offered the position of ambassador
to Great Britain. The tender was made
by mail and a reply is not immediate!}’
expected.
The president earnestly hopes that
Senator Hoar will accept the post to be
made vacant by the promotion of John
Hay, but ho will not be surprised if tho
senator declines.
Mr. Hoar’s term in the senate does not
expire until March 4, 1901, and ho is
satisfied with his position. He is chair
man of the judiciary committee.
Mrs. Hoar is in ill health and this fact
may influence the senator to docline the
president's offer.
