PROBLEM.
The enterprising citizens of Ameri
ca who liberally subscribed to the
f, 1U il raised a year ago to pnrcbaso
buildings and grounds for the Georgia
,v Alabama railway shops, are to be
reimbursed in common stock of the
company, according to the agreement
entered into at that time.
About $25,000 of this stock will bo
thus distributed among subscribers.
When the question of locating the
ehops was being discussed, one of tho
conditions imposed wns that Americas
would furnish the ground now occupi
ed together with the buildings thereon.
• Times were hard and money scarce,
hut with commendable enterprise our
business men came together and n sum
sufficient for the purchase of the prop
erty desired was raised. It was hard
work, but was finally accomplished,
As a result the finest and most com
plete railroad repair shops in the South
are now located in Americas, giving
employment to a small army of toilers.
Bnt the railroad company did not
ask for the property as a gift, propos
ing to pny to contributors to tho fund
raised common stock of tho company
iu equal amount. This stock is worth
now perhaps 15 cts. or 20cts on the
dollar, but in time will greatly appre
ciate in value. Thus it will be seen
that several thousand dollars will soon
he returned to local subscribers to the
shops fund.
Mayor Hixon was advised yesterday
by President John S. Williams of the
Georgia & Alabama that the stock cer
tificates were now ready for delivery
and would be sent to him next week.

The very low price at which cotton
is selling this sea'on is most discour
aging to farmers, as it is actually be
low the cost of production and therefore
leaves him nothing whatever after the
year's accounts arc paid.
Hut suppose Americus had a cotton
factory which could handle the greater
portion of the crop made in this sec
tion, bnyiog direct from the farmers
By so doing better prices could he
paid for tho staple, besides adding
another manufacturing euterprise to
those already giving employment to
hundreds of toilers in Americus. It is
said that this plan of buying cotton
direct from the farmers has already
been adopted in Columbus. On a
limited scale two of the mills, Swift’s
and Hamburger’s, are now bnyinga
portion of their cotton direct from the
farmers. The farmers carry it to the
mills, where it is sampled and graded
by employees of the mills who know
the business, and the farmer is paid
for his product on tho spot. While
this plan has gone into effect only on a
limited scale, yet the fact that it is
being done at all is interesting, and
the possibilities presented are quite
suggestive. Suppose Americas’ bnsi
ness meu build a cotton mill upon this
co-operative plan, or any other that
will secure a factory.

A Shipload of Vegetables Will Be Sent
Them Today.
The Georgia boys of Col. Bay’s im
mune regiment doing duty at Baracoa,
Santiago and Manzanillo, are to feast
upon home raised vegetables next
week. A steamer leaving New York
this morning will carry a cargo of
fresh vegetables, which the men stand
greatly in need of now. Col. Bay has
made several requests for provisions
since his arrival at Manzanillo and the
department is doing its best to keep
his command supplied. The trans
ports are not regular iq their trips to
Cuban ports, and it is by good luck
rather than by good management the
supplies for Col. Bay’s men are to go
forward today.

cal music in Furlow sohool. The ap

the hands of this capable and gifted
teacher. On ono day in every week
Mrs. Geist will likewise instruct the
teachers in the several grades of this
school.

of the Confederacy was held yesterday
afternoon at the Windsor Hotel. Tho
committees having the proposed en
tertainment in charge mado their
report. Tho ladies have met with
hearty co-operation, and they propose
giving a “Confederate Tea” nt the
residence of Miss Flora Wheatley next
Thursday afternoon and evoning,
hours from 4 to 0 p. m. aud from S to
10 p. m. All are cordially invited to
attend and help out tho noble canso in
which the ladies have engaged. Theirs
is a patriotic purpose, and they should
be liberally patronized. The local
chapter of Daughters are thoroughly
aroused to the important work they
must do in order to take rank with the
stato organization, and they should
have all encouragement m their en
terprise.
Stole a Horse and Buggy.
Mr. Fred Arthur is minus a horse
aud buggy which ho would like to
hear fron. The team was left on Cot
ton avenue last night and stolen during
Mr. Arthur’s temporary absence. A
thorough search of several hours was
made but the team could not be locat
ed.
JUDGE M. J. CLARKE DEAD.
Unexpected Stroke of I’aralysle He

Atlanta, Oct. 21.— Judgo Marshall
J. Clarke, who yesterday suffered u
stroke of paralysis, is dead. He never re
covered consciousness after beiug taken
from the courthouse to his residence.
Marshall Johnson Oiarko was born at
Lumpkin, Stewart county, Ga., Juuo
27 18511. In 1855 he entered Mercer
university and after graduating was ad-
milted to the bar. In 1885 he was ap
pointed judge of the city court of At-
tt Ju(ige Clarko held this position for
one year, and at the expiration of this
time ho was appointed ou the bench as
judgo of the Atlanta circuit. T kt» Po
sition ho hold until tho fall of 1895.
when ho resigned, with still three years

time just entoreu ui>ou the duties of a
judroCIarke tendered his resignation
iu order to once more enter the field of
active practice, having gamed from his

It is remarkable how few of the de
cisions rendered by Judge Clark were
reversed by a higher court, showing bet-

of his energy and tireless study he gav.

Pauls, Oet. 20.—The Spanish peace
commissioners have not yet received
from Madrid either instruction or per*
mission to bid adieu to Cuban sover
eignty without further seeking to at
tach to this sovereignty some condition
providing for tho assumption of the Cu
ban debt by the United Statos. If they
are as at present disposed and in
structed, the Spaniards will not at to
morrow's meeting recognize affirma
tively the United States' position and
will stop on the point of results.
Should they flatly reject American
Insistence, the Spaniards, while recog
nizing the physical power of the United
States against nuuided Spain, will
dnmbly extend their palms upwards
and shrug their shoulder*. They re
gard the situation as pitiable and aro
not averse to any sympathy it may ex
cite. They affirm that the American
answor to their debt propositions is very
long aud that they have not yet had
time to meditate fully upon it.
They, thus far, apparently intend not
to yield, and will tomorrow make an
other written presentment and expect
an extended discussion thereon. Whether
they will tomorrow be mot with, or at
flit* close of the session receive as to

ACTIVE WAR PREPARATIONS,
Frenchmen Make Some Naval Kxperl-
ineuts at Toulon.
Paris, Oct. 20.—The war preparations
of France are the absorbing snbject of
disenssion here at present. According
to the French papers, there were im
portant naval experiments at Toulon
last evening. A flotilla of torpedo boats
were detailed to make an endeavor to
force the entrance of the harbor and
the whole garrison was called to arms
and the forts and batteries were manned,
ready for instant action. The result of
the experiments has not been made
public.
Vice Admiral Barrera presided yes
terday at a secret council of war at
Brest, in which tho chiefs of the mari
time forces took part. Confidential or
ders were subsequently issued to the
garrison.
The Anrore asserts that fivo classes of
tho naval reserves around Brest havo
been ordered to hold themselves in
readiness for active servico.

sented. a resolution was unanimously passed
recommending that the name of said corpo
ration be changed from * alien A Sheffield’*
to "E. D. Sheffield Company."
Wherefore, your petitioners pray that said
charter be amended and that the name of
said corporation be changed from "Allen A
Sheffield'’ to "E D. Sheffield Company” and
that all rights, powers and privileges grant
ed in the original charter be preserved.
