slayer of Bell.
Shortly before midnight last night j
Sheriff Monday, who lives at the jail,
was awakeuea l>y a man at his door, !
who, when the sheriff had answered
the summons, stated that he was the
fehenff of Gilmer county, aud that he
had a prisoner lie wanted to have locked
np for the night. In the bark Sheriff
Monday could see nothing hat three i
four men just outside the buildin
One of these was surrounded by the
crowd aud to all appear.) rices was tha
prisoner tlie midnight caller said he had
in charge.
Sheriff Monday admitted the men,
one of whom immediately on gaining
nu entrance throw a nmtoi in the offi
cer's face aud demanded the keys to the
cell occupied by Smith. He stated that
the keys were down stairs aud starred
after them, accompanied by two mem
bers of the mob.
In bis absence seme one called Smith
to the cell door and ho was riddled with
bullets. On hearing tho shots Sheriff
Munday rushed back up stairs and as
60ou ns ho conld make curtain of the se
curity of the other prisoners gave the
alarm. In a short time a great crowd
bad gathered.
A hurried search for tho perpetrators
of the most unique crime in the history
of Georgia's criminal annals was begun.
Hut the men had gone like they came.
Nothing foretold their coming aud noth
ing was left behind indicating whither
tboy went. Every effort is bjing mado
to secure a clew to tho members of tho
mob.
Smith, the victim of tho lynchers, was
one of the most prominent men in Hab
ersham county. On Sunday, April 2,
he killed William 1). Hell, a traveling
salesman for an Atlanta drug house.
The killing occurred near Soque post*
office, aud ihe instrument of death was
a heavy club in the hands of Si Smith,
who is recorded in Habersham county
as J. S. Smith.
Smith was said to have been intoxi
cated. He overtook Hell, who was
riding in a buggy, ami accused him of
having insulted a member of his family.
Bell denied the charge and attempted
to-drive away, when Smith brained him
with the club. Smith was soon arrested
and placed in the Hall county jail for
safe keeping, so iutcuso was tho feeling
against him in Habersham.

Raleigh, July 15 —The corporation
commission has overruled all tho excep
tions of the Southern, Atlantic Coast
Line and Seaboard Air Line to tho com
mission’s recent increase in the assessed
value of those systems nearly $10,000,-
000, so the increase stands. No notice
of any appeal is as yet hied.
The assessed value of the Atlantic and
Yadkin railway, which was recently
bought and divided by tho Southern and
Atlantic Coast Lino, was reduced from
$0,475 to $8,250 per mile. This road is
320 miles long and the reduction is
$002,000. Tho valuation of tho East
Tennessee and ihe Western North Caro
lina railway was reduced from $5,000 to
$ 1,500 per mile.
The commis.-iou refused to reduce the
valuation of the Atlantic aud North
Carolmit railway. The valuation of the
Postal Telegraph was rulucod from
$1C0,C00 to $50,000. but the commission
refused to reduce ns to the Western
Union, which thtrefore s amls at $1,-

Tho first thing in order
port on resolutions,
lion. J. \V. Yerks reported the plat
form as a unanimous report fioui his
committee and it was adopted.
The platform in part is as follows:
“We pledge the lit publican party of
Kentucky to the enactment of all such
laws as may be necessary to prevent
trust*, pools, combinations or other or
ganisations from combining to depreci
ate below its real value any article, or
to enhance the cost of any article, or to
reduce the proper emoluments of labor.
“We cougtatulate tho Republican
party that existing federal legislation j
for tho suppression of harmful trusts,
pools and combinations is tho work of a {
Republican congress, performed duiing j
the administration of a Republican pres- |
ideut, and we congratulate tho country j
that in tho suppression of injurious j
combinations. Republican legislation i
has baiTin the past, as it will have in j
>io future, due regard for the interests i
of legitimate business, the purposes of j
such legislation being the remedy for {
wrong, and not embarrassment to in
dustry, enterprise or thrift.
Praise For McKinley.
“We indorse without reserve thend- |
ministration of President McKinley aud j
congratulate I ho American people upon
the conditions of prosperity and happi- i
resulting from tho wisdom and pa- j
triotism which ho has brought to tho j
discharge of his public duties. We de- j
claro our confidence in the policies i
adopted utid the measures taken by the j
president to restore order and to estab- |
lifili progressive governments in Cuba, !
Porto Rico and the Philippines and wo i
pledge him our continuous support tm- !
til these objects are fully attained. j
“We reaffirm our adherence to prin- :
ciplcs and to policies proclaimed by the I
last national Republican convention, I
except as to tin* civil service. We re- ’
gard it as Bt-ttlod beyond dispute that
the maintenance of a sound currency
through Republican administration aud
legislation is the foundation upon which
rests tho most remarkable period of in
dustrial progress, commercial activity
and general prosperity within tho exi>e-
rieuee of tlie peopleof the United States.
We commend the present amend
ment of tho civil service rules and de
clare our belief that further modifica
tions of existing civil sorvico legislation
made with advantage to the
public service.”
A large part of the platform is devoted
to denunciation of tlie Goebel election
law, McCord railroad *law aud other
Democratic measures passed over tho
governor’s veto. Tho administration of
Governor Bradley is warmly com
mended.
There is nothing unusual in tho reso
lutions except that civil service reform
is nor indorsed in the plank commeud-
President McKinley for recent mod
ification of tho civil sorvico rules. The
platform favors the prosecution of the
war in the Philippines to a successful
termination, and a final settlement of
all questions relating to tho new posses
sion.*. It strongly ludcrsoa tho admin
istration of President McKinley and
Govtruor Bradley aud Senator Deboe.
Aii Exciting Scene.
