Admiral Dewey spent the night at
the residence of Mrs. Washington- Mc
Lean and was np early for the ceremo
nies of today.
Departed For Whit* House.
The start from Mr. McLean's rest-
dence was made promptly at 10 o’clock.
Admiral Dewey had breakfasted at 8:10
u. with bis son and Lieutenant.
Brumby and Caldwell. He emerged
from the hnnse with Chairman Moses of
the local reception committee and the
two took their seats together iu Mrs.
McLean's carriage. When (he admiral
appeared, resplendent in heayy epau
lettes and gold luce, the gtoit throng
that had assembled in the adjacent
streets and in Farrngnt square broke
ont into a long and load bnrst of ap
plause.
There was also a demonstration when
Captain Lamberton and Lieutenants
Brnmby and Caldwell came ont and
took the seoond carriage.
Accompanied by an escort of police
and committeemen and headed by the
marine band the admiral was driven to
the White Honse through cheering
crowds His progress was slow and he
repeatrdly bowed and smiled bis ac
knowledgment of the greetings given
him.
He entered the White Honse grounds
by the west gate, and on reaching the
port! to Admiral Dewey qniokly alighted
and was shown into the white room,
where he was met by the president and
members of the cabinet.
Captain Lamberton, Lieutenant Cald
well and Lieutenant Brnmby also left
their carriages and were warmly greeted
by the members of the reception com

the admiral reappeared with the presi
dent and took seats in the White Honse
carriage. The members of the cabinet
occupied the next three carriages,
former Secretary Alger Hitting with
Secretary Long and then followed the

Grant Parade Under,Way,
The carriages swept briskly down the
carved driveway into Pennsylvania
avenue, there waa a blare of bngle com
mands, a clash of bands and the great
procession started.
It was a magnificent and inspiring
sight as the parade swung into the long
etretch of the handsome thoroughfare.
Through the broad street, cleared from
curb to enrb, with the majestic capitol
towering from the farther end and the
treasury behind, the marching hosts
moved between two solid walla of en
thusiastic, shooting, gesticnlating hu
manity, banked solidly from the enrba
and rising, tier on tier, on every con
ceivable kind of strnutnre, to the
crowded roof and windows, wtiiie
above, below and all abont flattered
flags, banting and Dewey emblems and
devicea forming a background of bril
liant oolor.
At the bead of the line rode Major
General Nelson A. Miles, commanuiug
general of the army, in the full uniform
of his rank, with the yellow field mar
shal’s sash from shonldor to hip He
waa astride a superb gray horse, rlchl;
caparisoned. Back of him was ranL
after rank of military aides, all offioers
of high rank. ■
The brilliant coated marine band
added color and inspiring mnsio to the
gay scene and following them came
every desoribable kind of soldier, sailor
and marine, mounted and afoot, in
fantry, artillary, cavalry, the marines
in their short blonses and helmets, the
jackisa from the Raleigh and other war
ships, battery after battery of light ar
tillery, the mammoth 8-luch siege gons
of the Seventh artillery, each drawn by
eight horses.
Then the crimson trappings of ths
artillery changed to the yellow of cav
alry, at lint after line of the yellow
plumed troopers rode by
And then, Dewey.
Dowry Given au Ovation.
All that bad gone before was bat a
brilliant prelnde to tbe coming of tbe
man of-Manila, riding with the presi
dent, on his way to the oapitol to re
ceive the nation's tribute. They were
in the president’s private carriage,
seated on the rear seat, the president on
the right
Mr. McKinley raised his hat only oc
casionally, leaving to the admiral to ac
knowledge tbe plaudits of the multitude
by lifting his -ohapean. What an ova-

Following the admiral came the offi
cers andYmen of his flagship, the Olynt
pia, in doable ranks, stretching across
the avsujie, and then distinguished offi
cers of fue navy and army. The mem

Still another . brilliant division was
formed by the governors of states,
mounted, and accompanied by their
staffs.
The sword presentation ceremonies
began promptly on the party’s arrival

tiful gift which shall be an heirloom in
my family forever as an evidence that
republics are not ungrateful, and I thank
yon, Mr. Chairman and gentleman of
the committee, for the gracious, cordial
and kinldy welcome which yon have
given me to my home.”
The band played “The Star Spangled
Banner" and then Cardinal Gibbons
pronounced the benediction. There was
tbe nanal bustle and confusion as the
ceremonies dosed and then the crowd
rearranged itself, a broad path was
cleared across the plaza and Admiral
Dewey stood np beside the presidont to
review the parade.
At the conclusion of this parade Ad
miral Dewey was escorted br the civil
committee to the residence of Mrs. Mo-
Lean.
Description of the Sword.
The sword, except its steel blade and
the body metal of its scabbard, Is en
tirely of 32 karat gold. On the pom
mel is carved the name of the orniser
Olympia, which was Dewey’s flagship
at Manila, and the zodiacal sign for De
cember, in which Incky month Dewey
was born. Cirollng these is a olosely
woven wreath of oak leaves, long em
ployed to indicate and adorn rank. *
Below these the pommel 1s embraced
by a gold collar, on the front of which
are the arms of the United States, with
the bine field of shield in enamel. Be
low them are the arms of Vermont,
Dewey’s native state, with the motto,
"Freedom and Unity, "and the colors of
the shield in enamel,
the gold collar is decorated
and a graceful finish is given to it by a
narrow band of oak leaves.
The sword blade is Damascened, with
tbe Inscription:
"The Gift of the Nation to Bear Ad
miral George Dewey, U. 8. N„ In
Memory of the Victory at Manila Bay
May 1, 1898 ”
Tbe sword grip is covered with fine
shark skin, bound with gold wlrs and
inlaid with gold stars., The guard is an
eagle terminating, in a claw which
grasps the top in which the blade is set;
tbe eagle's outstretched wings form the
EFFORT TO SAVE CARTER.
A Writ of Habeas Corpus Servsd on
Captalu Robert*.
New Yonk, Oct 3.—A representative
of the law firm of Kellogg, Rose A
Smith bss served a writ of habeas cor
pus on Captain B. K. Roberts, com
mandant of Governor's island, demand
ing that Captain Oberlin M. Carter be
produced in conrt before Judge Lacomb
of the United States circuit oonrt at 11
ft. ni. tomorrow.
Counsel for Captain Oberlin M. Car
ter, now conflnea in Castle William,
Governor's island, npon sentence for
misappropriation of United State* lands,
last night obtained from Jndge La*

habeas corpus.
The petition for the writ oiled at
length the circumstances of ths case
leading np to the trial and sentenoeand
quoted article 60 of the articles of war,
whioh provides that ,the officer found
guilty of the crimes charged against
Captain Carter be "punished byline or
imprisonment, or by snoh other punish
ment as the conrtmartlal may adjudge.”
The petition rtoited:
"That having suffered punishment of
dismissal and the degradation of tbe
publication of tbe crime and punish
ment as imposed by said sentenoe, the
imprisonment and detention of said
Captain Carter Is without authority of
law, and the further punishment and
pastor. Rots Perry then made the in
troductory address whioh was lustily
ohsersd. Hs sndtd by introducing Sec
retary Long who was racaivtd with *n-
thusiasm and standing barsbeaded ad
dressed bis remarks dirsotly to Dewey,
who remained bareheaded and seated.

Secretary Long said in part:
"It is - my good fortune, under the
terms of the enactment cf congress, to
baTa the boner of presenting to yon
this beautiful sword. If. daring tbe
many oorning years, whioh 1 trust will
be yours, of nsefnl service to yonroonn-
try, it shall remain sheathed in peace,
as God grant it may, that fact will per-
hkps be dne more than to anything else
to the thoroughness with which yon
have already done this work.
"I congratulate yon open your return
across the sea in fall health of mmd
and body to receive it here; here in tbe
national capitol; here on these conse
crated steps where Lincoln stood; here
standing between tbe siatue of tbe first
president of tbe United States and him
who is Its living president todav; here
in this beautiful city adorned with the
statues of its statesmen and heroes—the
number incomplete nntii yonr own is
added; here amid this throng of citi-
zen* who are only a type of the million*
and millions more who are all animated
by the same spirit of affectionate and
gratefnl welcome.
"I cannot doubt that it is one of the
proudest days of your life, and I kuow
it is one of tbe haupiest in the heart of
each on* of yonr fellow countrymen
wherever they are, whether on the con
tinent or ou tbe fur off islauds of the sea.
Now, to'.lowing me authorization of
oongress, 1 present this sword of honor,
whioh 1 hold in my band—my hand—
rather let it go to yon through tbe
band of one who in his yonth also per
iled his life and fought for bis conntry
in battle, and who today ia the com
mander-in-chief of all onr armies and
navl*% tbe president of tbe United
State*. ”
As Secretary Long concluded he
passed the sword to President MoKin-
fer. The letter rose and faced the ad-
miraL Dewey waa visibly affected and
brnshed his gloved bands across bis eyes
before standing at attention.
The president made a few remarks
and handed tbe admiral lae sword with
a deep bow. There waa a roar of ap
plause as Dewey received it. The crowd
waa hashed as he turned to reply. He
said:

I thank yon, Mr. President, for this
great honor yon have conferred upon
me. I thank the congress for whst it
has done. 1 thank the secretary of tb»
guard proper.
The acaebard is of stool, Damascened
in gold with sprays of a delicato sea
plant, the Ross Marions, typical of
fidelity, constancy and remembrance.
These sprays ure interlaced; stars fill
the inner spaces, dolphins the outer
sptces. Sprays,of oak leaves and acorns
secnre tlie ring and trappings of the
scabbard; above these on the front of
tbe scabbard is a raised monogram in
diamonds, entwining the letters "G.
D ,”and immediately nnder them are
the letters "U. S N.,” surrounded by
sprays of tbe plant.
Tbe ferrnie, or lower end of the scab
bard, terminates in eutwlued gold
dolphins.
The sword box is of white oak, inlaid
with black velvet, and at the oeator of
the cover is a gold shield, snrmonntod
by an eagle and inscribed with a single
star and tbe words "Rear Admiral
Georgs Dewey, U.-S, N,
The plain part of detention of said Oberlin M. Carter and

The petltiqn contended, in other
words, that the conrtmartlal might have
given any one of the several sentences

Washington, Oct 2.—Captain Robert
8. Barker haa been assigned oommand of
the Norfolk navyyard, relieving Ad
miral Farqnahsr, who takes command
of the North Allantie station. Qaptain
Barker will become a full rear admiral
within a month. As present he is on
waiting orders Captain Barker com
manded the battleship Oregon on her
memorable cruise from New York to
Manila in answer to Dewty’e appeal,
and during tbe Spanish war he was one
of the leading members of the war
board.
