Loxdox, Nov 3. —An army order
issued this evnninc instructs the proper
BUthoii:i"S to mobilize 35 battalions of
militia at their resjiective headquarters
on various dates a' ter Nov. JO.
Belated dispatches fjc.m toe British
camp nr L.dy.mitb, Natal, add little
information regardiug Monday's fight
except the estimates of the Boer losses,
which are now said to be 95 killed and
SOU wounded, tno'^' victims of the ar
tillery shells, which have wrought such
great havoc that it is said General Jon-
bert, the Boer commander-in-chief, has
written a letter to General White, the
British commander, protesting against
the use of lyddite.
According to all accounts the presence
at Ladysmith of the long range naval
guns and the splendid shooting of the
bluejackets have materially improved
the position of the British. A tempo
rary armistice was declared Monday
evening to allow of the collection of
the dead and wounded.
A di-patch from Kimberley, dated
Oct. 29. said all the wounded were
doirg well. Small bodies of Boers
about dOO strong were then frequently
seen. They apparently came from Male-
Icing for the purpose either of assisting
in the attack on Kimberley or to resist
the odvance of reinforcements. The
absence of water outside the place
canted the Boers to continually move
their camps.
While the wires to Ladysmith are
enr, the optimism of the war office offi
cials yesterday evening in refusing to
believe that Ladysmith was completely
invested, or Colenso captured, appears
to be justified, as this morning it was
asserted that the railroad is still open,
though traffic has been conducted with
the greatest cantion. What, however,
was only a ramor yesterday evening
may, it is claimed, be a reality at any
moment, as General Jonbert, with
large and wonderfully noble force,
expected to detach a force of several
* thou-and men and make a dash at the
railroad.
Rumors of all kinds are springing np
here. It is even asserted that General
White has been compelled to fall back on
Pietermaritzburg, louving his wounded
behind. Probably Buch rumors have
their origin in the recollection of the
ominous silence which preceded the
evacuation of Dnndee. But, on the
other baud, it is asserted that the con
ditions are altered and the British gnng
now seem more than equal to the artll-
lerv of the Boers, thus enhancing the
difficulty of any as>auit on the British
lines.
A Cape Town dispatch roports a re
pulse of the Boers by the British yes
terilay.
While there is a habit here to assume
that news of Boer victories emanating
from the continent cannot be true, be
cause of the consorship, the fact is for
gotten that foreign governments are
folly privileged to send or receive ci
pher messages to and from their repre
sentatives in South,Africa.
The Huii'h rising in northern Cape
Colony is said to have assumed menac
ing proportions, owing to the Boer sao-
cesses, while the native nnrest all along
the Transvaal and Orange Free State
borders has become most alarming.
The natives cannot be relied on by
either side, but probably will fight for
tbelr laud.
With sedition snrendtng among the
Cape and Natai.Hutch, the natives wait
ing to jump in on their own account,
and Genera! Wh te's force beleagnred
in Ladysmith, tins war has suddenly
become tiie most momentous to Bug
land in which she has engaged since the
American revolution.
General Joubert’s movement toent off
General White at Ladysmith from Co-
lento is being carried nht, anti it is
feared that Pietermaritzburg, the capi
tal of Kami will fall into General Jon-
bert’s handt boors General Bailer and
reinforcemt its ran arrive.

A SECOND BID SUBMITTED.

Wasmsurox, Nov. 3.—Moran Bros,
of Seattle, Wash., shipbuilders, have
submitted to the uavy department an
other bid to ake the place of that pro
■ruled last Wednesday for the construc
tion of one of the 300-ton cruisers.
The firm tioes this on the theory that
congress ititsnded that at least two of
tbs six ve-sols should be constructed on
the Pacific coast, and as the Union iron
works at 8au Francisco, the only bidder
on the elope, bid for only one of the
(hips, the Seattle firm feels that if it
reduces its original bid to tho same fig
ure as that of the San Frauctsco corpo
ration they should have it considered on
even terms.
The proposition, being irregular, has
been relerrcd to the board of construc
tion, and the general opinion is that it
cannot bo entertained.
