Tbe statement that Count von Baelow
will accompany Emperor William to
England is taken to be an indication
that bis majesty does not mean to give
tbe anti-British press any opportunity
of belittling bis visit on the score that
it is merely an obligatory one to his
grandmother.
Bnt, while tbe emperor undoubtedly
intends to officially emphasize the friend
ship of Germany for Great Britain, it
is scarcely likely, as jome of tbe opti
mistio declare, that important treaties
looking toward a closer alliance will be
tba immediate consequence of the impe
rial junut.
It is pointed ont that all conld be done
in this direction seems already accom
plished and several diplomats have ex
pressed tbe opinion to the representa
tive of tbe Associated Press that tba in
ternational feeling was not yet ripe for
any more than a formal bond between
tbe two nations which three years ago
were on the verge of hostilities.
Tbe announcement of tbe Samoan
agreement throws a pleasant shadow
over this meeting of Queen Yietonaand
Emperor William and assures tbe vis
itor a hearty reception upon tbe part of

An elaborate program has been drawn
up. Ou tbe arrival at Portsmouth,
Nov. 20, of tbe imperial yacht Hoben-
collern, with the emperor, empress,
their two sons and others on board, it
will be met by tbe British sjiecial ser
vice squadron and, it is said, tbe em
peror, wearing tbe uniform of a British
admiral, will bo received by tbo Prince
of Wales, similarly attired, and tbe
Duke of York.
After tbe salutes and a review tbe
party will go direct to Windsor, staying
there five days. Thouce tbe emperor
will go to Sandrinvbum for two days
and will meet there Lord Salisbury, Mr.
Balfour. Lord Uuaeberry, Mr. Chamber
lain. Lord Wolseley and olber notablea

Will probably be spent at tbe Duke of
Devonshire's house at Cbasworth and
in shooting in Scotland, tbe imperial
party returning to Germany via Leitb,
on the Hobenzollern.
