Her delived a sensational address this
morning to the Georgia conference of
the African Methodist church. He
urged .very possible apparition by
Georgia negroes to the Hardwick bill
to limit the suffrage now before the
legislature. He said he proposed to
take the stomp himself and implored
every minister present to do likewise.
He said, the law would redace every
negro to the ignoble status of a frea
ajfvs and their condition wonld be
fcorio than before thej/ar. It wonld

said the author was merely seeking
notoriety and was backed by the “poor
white trash" element. Not one negro
in 80 ever thinks of voting. They do
not sell tneir votes. Three white votes
are sold for every negro ballot par
chased
The bishop denonncod the supreme
oonrt of the United States for taking
away the negro's civil rights, bnt ex
espied Justice Harlan, who was the ne
gro'l friend.
He eaid the negroes had no army, bnt
that the God of nations was on their
tide.
He urged that every minister assist in
getting signatures to the petition to con'
grses for an appropriation of $100,000,-
000 to be used in sending the race to
Africa, as there wonld be no end
of rsfc* conflict* in this country.
He said the legislature wonld have to
flght the negro on bis knees, as be

A COMPROMISE^ REACHED
Willingham Bill Made the Special
Order For Tuesday.
Atlanta, Nov. 16.—The following
resolntion passed in the house today
with only one dissenting vote:
“Resolved first. That house bill No.
>31, known as the Willingham temper
ance bill, be made the special order for
next Tuesday, Nov. 31, immediately
after the reading and confirmation of
the journal.
"Second, That the previous question
be considered as ordered by the house
on the bill and all amendments pending
at the time on Wednesday, Nov. 33, at
11 o’clock a. m., unless by nnanldions
consent It be ordered at an earlier date. ”
This disposes of the prohibition fight
fqr the present, the resolntion being the

. Thy house today passed the dog law
bill taxing all male dog* $1 and all fe,
male dogs $1.60.
In the senate the ohild labor bill, de
feated Tuesday and reconsidered yester
day, was passed.
