Washisgton, Nov. 24.—General Otis
summarized the situation in Luzon in a
dispatch to the war department today
in which he says that the insurgent
government can no longer claim to ex
ist, its troops and officials are scattered
and Aguinaldo is in hiding. The dis
patch follows:
"Claim to government by insurgents
can be made uo longer nnder any fic
tion; treasury, secretary of interior and
president of congress in onr bands. Its
president and remaining cabinet officers
in hiding, evidently in different central
Lnson provinces. Its troops in small
bands scattered through these provinces
acting as banditti of dispersed playing
the role of ‘amigos' with arms concealed.
"Indications are that Aguinaldo did
not escape through the lines of Lawton
or Wheaton, but fled westward from
Bayombong railway station.
"Telegraph communication to Da-
f opan established, probably to San
'abian today; by relaying 9 miles of
track with material at hand railway
communication to that point re estab
lished; labor of troops mast attend
maintenance.”
Fuller details of the sharp engage
msnt between Carpenter’s command and
the insurgents in Iloilo reached the war
department today in the following dis
patch from General Otis, dated Manila
today:
"In Panay, 21st instant, when Dick-
man drove enemy to the vicinity of Jaro,
Carpenter, with two battalions Eigh
teenth infantry and Bridgeman’s bat
tery, had a severe engagement at Pavia,
North Iloilo. His casualties: Five killed,
20 wonnded, now in Iloilo hospital;
others slightly wonnded with com
mand.
"Enemy driven north with reported
▼erf heavy lots; particulars not re
ceived. Carpenter passed on-to insur
gents’ stronghold, Santa Barbara, which
he captured twenty-second inst, with
out lots. Nothing received from column
under command Hughes, which is mov
ing rapidly and operating north and
west of Santa Barbara.
"Apparently Viscayans friendly, not
taking active part; enemy consists of
2,000 Tngalos. ”
FILIPINO LEADER GIVES UP.
President of the Insurgent Congress
Surrenders to McArthur.
Manila, Not. 24.—Bautista, president
cf the Filipino congress, presented him
self to General McArthur today and
formally renounced all further connec
tion with the insurrection. He was one
of the influential Filipinos who hesi
tated at the beginning of the war as to
whioh tide with whiob to cast bis lot
He was offered a judgeship of the su
preme oourt, but declined.
He now announces that he desires to
aocept the position and says the Filipino
congress and cabinet are scattered, never
to reassemble. Some of the members,
be adds, have returned to their homes,
while others are flying for safety. Many
of the congressmen have resigned and
he believes the Filipino soldiers will lay
down their arms everywhere as toon as
they learn the truth.

Confederate Veterans Will Meet In
Augusta Next Year.
Savannah, Nov. 24 —The first annual
reonion of the Georgia confederate vet
erans cams to an end thia afternoon
when an adjoarnmeut was taken sine
die. The next convention will be held
in Angnsta, at a date to be named.
Thia morning's aession was taken np
in adopting resolution*. The city of
Savannah was thanked for it* hospital
ity and the Daughters of the Confed
eracy for the attention shown ths vet
erans whilt here.
A special committee wae appointed to
prepare resolntioneof regret at the death
of Vice President Hobart.

DaRUNOTOn, Si a, Nov. 14 —The
first legal execution in this state for
rape ocenrred today, Ed Lncky and
Tom Mitchell, negroes, being hanged
for an ontrageons assault last month on
Miss Josephine Latterly, a young white
woman.
Five negroes were apprehended at tbo
time and the lynching of all was nar
rowly averted by the prompt aotlon
of the sheriff.
1 Lncky confessed and implicated
Mitchell, being the principal testimony
which convicted him. There was no
evidence against the others .
On the scaffold today Lucky repeated
his confossion, but declared Mttcboil
innocent. Mitchell protested innocence
to the end. Both necks were broken in
the fall.
The trial was held two weeks after
the crime was committed and resulted
in prompt conviction.

Oranoe River, Cape Colony, Nov.
28.— In all 107 wonnded, including sev
eral Boers, have arrived here from Bel
mont One of the Boers, a boy of 17
years of age, was compelled to take op
arms with his father, who Is a prisoner.
A wonnded Boer said that 20 men were
selected from each Boer section to pick
off the British officers But. he added,
on the advance of the British forces ths
