Money Supply Too Small.
Increased aotlvityin industry, with
its welcome attendant—a larger em
ployment for labor at higher wages—
gives to ths body of the people a larger
power to abeorb the circnlating me
dium. It ia further true that year by
year, with larger areas of land nnder
cultivation, the increasing volnme of
agricultural products, cotton, corn and
wheat, calls for a larger volnme of
money supply. This is especially no
ticeable at tbe crop hsryeitipg and crop
moving period.

My annnal message of last year was
necessarily devoted In great part to a
consideration of tho Spanish war and
of tho results it wrought and tha condi
tions it Imposed for the future. I am
gratified lo announce that tba treaty of
peace has restored friendlv relations be
tween the two powers Effect has been
given to l(s important provisions. The
evacuation of Porto Rioo having already
been accomplished on Oct. 18 1898,
nothing remained necessary thare to
continue the provisional military con

character and scupe of tbe measures to
that end I shall treat in another part of

It le nniverkslly conceded that combi
nations which engross or control the
market of any particular kind of mer
chandise or commodity necessary to th*
general community, by suppressing nat
ural and ordinary competition, whereby
prices are unduly enhanced to tbe gen-
eral commuter, are obnoxious not only
to the common law, bnt aiao to the pub-
io welfare. There moat be a remedy
for tbe evti* involved in anon organiza
tions. If the present lew can be ez-
teuded mure certainly to control or
check those monopolies or treat*, it
should be don* without delay. What
ever power th* congress posesses over
this most important subject shonld be
promptly ascertained and asserted.
It ii apparent that uniformity of leg-
illation upon tbi* subject in tha several
ttatss Is much to be desired. It is tn be
hoped that snob uniformity fonnded in
a wits and just discrimination between
what it injurious and what ia naefal
and necessary in bnaiueit operations
may be obtained and that means may
bo found lor the congress within tbe
limitations of its constitutional power
to as to supplement an effective code of
•tate legialatlon so to make a complete
system of laws throughout tbe United
Statee adequate to compel a general ob
servance of the salutary rules to which
I have referred.
Tbe whole question ia so important
and farreaching that 1 am sure no part
of it will be lightly oonsidered, but
every phase of 11 will have tbe studied
deliberation of congress resulting iu
wise and judicious action.
