Washington, Dec. Kl—The members
ef the Republican national committee
were this morning received by Hresi'
dent'McKinley at the White Ilonse.
There was no speechmaking. the mem
bers of the committee simply passing
through the room and shaking bauds
with the president. After the recep
tion the committeemen were grouped
in front of the White Home and photo-
graohed.
While arrangements were being made
for teking the photograph, President
McKinley entered his carriage and was
driven to the residence of the late Vice
President Hobart and escorted Mrs. He.
bart to tbe station, where sbe took the
train to her New Jersey home.
The members of tbo committee re-
turned to the Arlington hotel and as
sembled in eesaion. Mr. Payne of Wis
consin, who had prepared a resolution
to change the basis of representation,
said that he would not offer it, but
would make a statement to the com
mittee
Shortly after the meeting was called
to order Mr. Payne made his statement
as follows:
Statement by Payne.
“I ask the committee to honor me
with its attention for a few moments
for a statement somewhat personal in
its nature.
"It is wtll known by members of the
committee, both from the pnblio press
and correspondence with them, that I
have intended to offer and advocate tbe
adoption by the committee of a resolu
tion recommending to the next national
Republican convention a change in the
basis of representation in snbssqnent
tonventions
"I sometime since gave to the press
lor publication and discussion the reso
lution which I had prepared to present
to the committee upon the subject.
Briefly stated, it proposed to make tba
national convention which nominates
the Republican tickets and formulates
Republican platforms fairly representa
tive of those who vote for Repnbliean
platforms and Republican principles.
The proposition has received tbe support
sf almost the entire Repnbliean press of
the country and I have reason to believe
that upon its merits as well as upon
grounds of expediency it has the sop
port of a large unniber of this com
mittee.
"I have not In the (lightest degree
changed my conviction as to its justice
nor have I the slightest doubt es to Us
expediency. Within a day or two it
ha* encountered opposition which I had
no reason to anticipate, including that
of the chairman of this committee. It
ie sufficient for me to state that ont of
my regard for hia opinion and the opin
ions and wishes of others high in tbe
eonucils of the party, to which ae a loyal
Repnbliean I feel bound to defer, I am
constrained not to offer the resolution.”
Hanna Opposes Plan.
8snator Henna took the floor and
briefly discussed the Payne proposition,
although it was not formally before the
committee. He sqid that he did not be*
iieve it waa tbe province of the national
committee to inaugurate any snob radi
cal changes. The committeo wai ap
pointed for the purpose of assisting in
every honorable way the election of the
ticket nominated and to arrange the
prelimirariei for tbe next convention.
Changes in tbe basis of repreienta-
lion, he thought, should be left for tbe
convention to deal with. He did not
believe that the committee should make
recommendations to congress as to leg
islation. In their individual capacity,
members could ask their senators and
representatives to bring about snob leg
islation as they favored, hut tbe com-
mit'ee, he tbonght, should maintain its
position as an organisation to condnot
tbe affairs of the party under, tbe in
struction! of the convention. If it as
sumed more it would be charged with
dictation.
Mr. Hanna’s remarks were cheered by
tbe oommittee.
Tbe committee adjourned subject ta
the call of the chairman, It beiug ex
plained that it will assemble a few days
before the convention meets to make np
the preliminary roll of delegates.

The Repnbliean national cenvention
will be held at Philadelphia on Tues
day. June 19. next. The place and date
were decided upon by (be national Re
publican committee yesterday after a
friendly contest for tbe honor of enter
taining the convention between the city
■elected. Chicago, St. Louis and New
York.
The prooeedinge thronghont were en
thusiastic and harmonious, every speech
' that was mad* emphasizing the fact
that President McKinley will be renom
inated, and the convention will be, in
effect, limply e ratification meeting.
The ballotting occurred in the after-,
noon behind closed doors On the first
ballot Philadalpbla received 13 votes,
Chicago 20, New York 1 and St. Louis
9: On the second ballot the oontest
narrowed to Philadelphia and Chicago.
An amualng Incident occurred in con
nection with thie ballot. After it was
conclnded and announced ae Philadel
phia US and Ohioago 93, T. N. Jamie
son, the national committeeman from
Illinois, suddenly discovered that in the
excitement he had forgotten do vote.
He demanded the vote shohld be recast
and this eooordtngly wss done, bat it
did not change the result, Chicago gain
ing only the vote of the committeeman
from Illinois.
The chairman was authorized to ap
point a subcommittee of live to make
arrangements for tbe convention; also
e committee of three to prspara end dis
tribute literature. Chairman Hanna
and Secretary Dick were made ex-officio
members of all enboommtttew.
Messrs. Manly of Maine, Long of
Florida and Simon of Oregon were ap-
pointed a subcommittee to consider the
election of delegatee in tbs District of
Colombia. •
