With an increase of 400 saloons in
Manila in the last year, it is not
strange that Oom Otis sees peace and
happiness scattered around.
Coming events cast their shadows
before. David B. Hill, it is declared,
can go to the National convention at
Kansas City as a delegate at largo from
New York State, if ho so desires. He
will very probably be there.
Cotton planters are not profiting to
any extent by the rise in the prico of
cotton, brought about by the short
crop at home and abroad; they were
compelled by their necessities to sell
before they knew of the shortage.
Every farmer who owns bis own
land and is out of debt is independent.
Banks may break, syndicates go to the
wall, and markets may all bo in the
hands of tho bears, and yet the farmer
may sit on his bnck fence and whistle
a merry tune, for he has the assur
ance that eocd time and harvest shall
not fail; that men must eat, and he
must help to feed thorn; that when
panics come ho is out of range and un
der shelter.
The highest price ever paid for a
horse, it is said, was that given by M.
Blanc for the Derby winner, Flying
Fox, at the sale of the Dnke of West
minster's string of racers in Eng
land a fow days ago, tbo
being 37,500 guineas, or about $196,-
000. One of the chief bidders against
M. Blanc, who is the sou of tbo founder
of the great gambling houso at Monto
Carlo, was a representative of Mr.
William C. Whitney of New York.
Flying Fox is a 4-year-old, and boasts
the most aristocratio lineage in turf
history.
THE KENTUCKY SITUATION.
The situation in Kentucky is becom
ing critical again. Unless there is
great forbearance on the part of the
Democrats there will be a collision be
tween the militia forces of tbo opposing
parties It looks as if Mr. Taj lor aad
his friends intended to protect from
arrest those against whom charges
have been made iu connection with
the assassination of Gov. Geobel If
he and his advisers take that course
they will deprive themselves ofjwliut
little sympathy they have.
The RcpubUeaus£have, practically,
no ground now for holding^on to the
state offices. While it may^be true
that they were elected the Legislature
has declared that the Democrats are
entitled to the offices uud{thc govern
ment. Tho decision handed down by
Judge Field SaturdayJ pointed out
that the courts have no*jurisdiction of
the question as to who are entitled to
the offices of Governor and Lieutenant
Governor. The law provides that tho
Legislature has exclusive jurisdiction
of that question.
The republicans, it seems, _waut to
get their claim into the United States
courts. It is a question if they would
fare any better there. Tho law is
plain and tho United States courts
would hardly go outside Of the law.

Republicans who are claming offices to

There has been a fear expressed that
China would enter into the production
of cotton and thus deprive the South of
its monopoly iu this plant. The growth
of cotton in still other eeetions has
been used to oinphasize the same argu
ment.
In a recent consular report attention
is given to this matter f$om which it
will bo seen that our planters stand in
no danger whatever. Tho Chineso
cotton grows on light soils, not on
dark ones, and important as is the
place it occupies in local economy will
have to give way before the superior
American article. If the spring is a
particularly dry one, the cotton cannot
b« planted at all, or if it is put in,
tho lack of rains may destroy all tho
seeds. Then in a year in which thero
is nu amount of moisture sufficient for
tho grain corps it is too wet for the
best cotton, and on the other hand, a
year when the food crops may be a
failure may bo a good one for this
great staple. The cotton plant is very
unlike the stalwart growth of the cot
ton states of America, being only a
foot or so high. The boll is not much
larger than an English walnut, and the
amount of staple iu each is trifling.

hundreds of millions of the Chinese
race lias come from this insignificant
source. Tho American seeds trans
planted to China grow up into weed
withont boll.
From this it will be seen that the
cotton crop, even of this insignificant
character, is not reliable, and that the
main eflbrts of Chinese labor mast al
ways bo to raise breadstuff's for the
present as well as against a possible
year of famine. A commercial crop
like cotton only occasionally coming
to maturity, caunot be engaged in by a
people who are at all times pressed for
bread. In tbo cotton states of Ameri
ca alone is - there abundant supply
from the boll, regular annual crops,
and au assured side issue of bread-
stuffs to enable the people to bring
their crop to maturity,—Atlanta Con

Rev. Mr. Skeldou will not allow
tobacco advertisements to appear in
the Topeka Capital because he says
“Jesus would not approve of it.” It is
such flippant use of the Savior’s name
by preachers that causes the iudifler
enco of the day to religious'matters.
Kantas City intimates that she has

already uncorked. If this be true she

The fact that Olga Nethersole’s

The journalistic enterprise of the
Rev. Charles Sliehlon has so far turned
out au ailvertisemeut for the Rev.
Charleston,! the paper he is editing,
the Topeka Capital. But whether he
intended it for this, or had at heart
the desire to inject a higher moral tone
into the daily press, remains to bo
seen.
The prospectns of the first issue of

devoted to the science of government,
the need of reform in city, State and
national affairs and kindred topics,”
takes the paper 1 ont of the realm of the
practical, Articles on these abstract
subjects enn be produced at any time,
and if they are worth publishing, will
bo printed in nny first-class nowspaper.
To reform a newspaper by leaving
out tho news and padding with a lot of
vague, and dreamy stuff abont the
science of government leaves tho heart
of tho difficulty untouched. All tho

The contest as to who shall represent
the 13th senatorial district waxes warm.
This plum by the rotation system falls

ty's di-tinguished citizens this year
and alrendy two candidates are in the
field. Oglethorpe presents ’the name
of Mr. S. T. Loftloy, while Montezu
ma is Biiro li8r energetic yonng mayor,

gentleman from Macon county was in
tho city yesterday and stated that Mr.
Ifays had tho inside track and would
bo elected. Mr. Hays is very strong
with the yonng democracy. Ho is a

said, is well qualified to represent all
interests. As mayor of Montezuma he
has sustained himself most admirably
and made a record that his friends say

the shadow of a doubt.
