little unless tho event is indorsed by a
peculiarly personal element. The nation
has made up its mind that tho war ia
over and the prestige of British arms is
restored and that, led by that little Sir
Galiud “Bobs,” Great Britain’s army
has fulfilled the most optimistic expec
tations. It is scarcely surprising in
view of the bewildering rapidity of Lord
Roberts’ progress during the past week
that the anxiety attendant on the initial
reverse of the war is completely forgot

Situation L jclianged.
Peking, Juno 3.—American and other
foreign guards, numbering 319, arrived
here in the midst of the Dragon festival.
The stroots were unusually crowded and
though the people woro greatly, inter
ested in the annual spcctaclo no muni
testation of hostility was made. Tho
presence of the guard has already had
marked effect upon tho bearing of tho
Chinese toward foreigners.
Tiie excitement in the adjacent conn
try lias been much allayed, but many
Christian refugees are still flocking into
the city. The “Boxers” are evidently
moving afield. Unfortunately no lead,
ers of the “Boxers” have been arrested,
though their capture would have beon
turbauees and no real repreheusive

ertheless among the few more serious
minded who have intimate kupwledge
of the Boors aud the plans of tile war
office, there exist grave apprehensions
of developments in the near future. Ill
tiie systematic retreat of the enemy they
see tho possibility of long drawn out
guerrilla fighting, treks into Rhodesia,
internal disorganization in tho Trans
vaal duo to bandits and a thousand and
ouo lawless elements that evolve them
selves from a heterogeneous army after
it ceases to become an organized body.
Trouble Feared In Rhodesia.
Some of the acute ant horitics on South
African matters say Major General
Frederick Carrington’s work in Rho
desia may only begin when Lord Rob
erts iinishos. Such speculation, how
ever, can only bo left for time to prove,
and this war, so far, has abounded in
surprises which have completely upset
the surmises of those best, fitted to ex
press opinions. Probably tho most
reasonable forecast of immediate devel
opments in tho Transvaal can be gained
by reviewing tho. events in the Free
State or Orange River colony. There,
though the country is formally annexed
and is scheduled to a willowiug process
by a long line of British troops, virile
opposition still exists. Tho preponder
ance of numbers is bound, to eventually
reduce the inhabitants to subjection and
so it will be, probably, with tho Trans
vaal, the occupation of Pretoria and Jo
hannesburg being followed by opera
tions similar to those uninteresting
movements now undertaken by Gen
erals Randle and Brabant in tiie Orange
River colony.
The personal status of President Kru
ger since be left the capital is creating
somo discussion. It is stated that Lord
Salisbury will consider him to lx, presi
dent of .tho South African republic until
Lord Roberts is ready to annex that terri
tory. Heuco, however, President Kruger
iy be, oven if be goes into Portuguese
rritory and whatever communications
lie may mnke looking to a cessation of hos
tilities, will .receive official recognitiou
ami, bo answered, though it is safe to
say Lord Sidisbury will merely refer
President Kruger to Lord Roberts. If
the indicated lino of procedure in an
eworing auy communication is carried
out it can result in nothing unless Pres
ident Kruger is willing to assist in per
suading tho people to lay down their
arms.
Kruger Must fjult Transvaal.
One tiling tiie British government has
determined, that is, President Kruger
cannot stay in the Transvaal. Iu the
event of his capture he must bo trans-
xn-ted, not necessarily iu durance; but
io must get out of the territory which
Lord Salisbury expects will shortly be
port of the British empire. Every effort
will bo made to capture President Kru
ger, but tho government officials are in
clined to boliove be will manage to get
into Portuguese territory, where Hie
British will be unnblo to touch him.
Ono of the most curious features of
the closing chapters of tho great war is
the oblivion iuto which General Buffer
has fallen. A few months ago it was
Bailer who would stem tiie tide of Boer
invasion; it was Buffer who would enter
Pretoria on Obristinas day; yet now
General Bullur is scarcely mentioned.
Generals French, Hamilton and others
are all more frequently talked of aud
cheered than the former commander-in.
chief, who seems to bnve become a neg
ligible qnnntity in the shadow of Big-
garsbnrg.
Wonts fail to describe the until na!
gnitcfulucss to Lord Roberts. Welling
ton never was to England what Roberts
is today. The dukedom and tho Order
nf tin, Black Eagle, at the disposal of tho
lord of Argyll, is the least tliat will be
bestowed on Lord Roberts. There is
talk of tiie scenes that will mark his
home-coming. The militury critics oc
casion Uy try to bring on Lord Kitchen
er's name criticism, but it has no effect

MERRY’S MAIL WAS STOLEN.
American Minister at Costa Rica Loses
Important Documents.
New Orleans, Jnno 2.—Startling
news comes from Costa Rica. On tho
night of May 24 the postoffice box of
United States Minister Merry, in tho
postofflee at San Jose, was broken open
and the letters therein stolen. Mr.
Merry thought there were important
letters in the box, ono of particular in
terest being from Consul Davison, at
Managua, Nicaragua. Tho fact that
this lotter was among those stolon fum-
islied iu all probability a cluo to tho
thieves.
Ever since the settlement of the
trouble between Nicaragua and Costa
Rica, in which tho United States offici
ated as mediator, there lias been consid
erable feeling against this country be-,
cause of alleged favoritism shown to
Nicaragua.
Minister Merry hns complaiuod to tho
Costa Rieau government.
The authorities of that country disa
vow all responsibility for the crime and
have started an investfgation to discover

Louisville, Juno 2.—There was a pa
rado of confederate veterans in Louis
villc, notwithstanding the action of the
reunion iu calling off this feature on ac
count of the bad weather. A large nnm<
her of veterans decided that as they had
conte to Louisville to march they were
going to march and march they did.
Many of the veterans and tho organized
bodies that have not loft tho city formed
nt 11 o'clock and marched through the
business |«trt of the city between side
walks lined with people, many of whom
hod come on tho streets with the idea
that they were going to sec tho reunion
Jarnde which was set for this morning
>ut was called off whou the reunion ad
journed. As there woro irinnerons bands
playing “Dixie” and other southern
airs, there was no lack of enthusiasm
among either tho marchers or the crowd.
Tho veterans began to leave Louisville
Inst night, and are stiff flocking away to
the south. It is estimated that 03,000
persons have visited Lonisvillo during
tho reunion, notwithstanding the rainy
weather tiiat prevailed until this morn
ing. The outgoing rush canto a day
oarlier than the railroads expected, and
they wore taxed to their hardest offorts
to handle the crowds.
Mr. and Mrs. W. J. Abram received
today in honor of Mrs. Hayes and her
daughter, Miss Variua Jefferson Davis
Hayes.
At 3 o'clock in the afternoon tho
jravos of confederate soldiers in Gave
dill cemetery were decorated with flow
ers. The address was delivered by Gen
eral Clement A. Evans of Goorgia.
General Gordon, commander-in-chief
tho United .Veterans has added his
testimony to that nlready given as to tho
success of. the Louisville reunion. Ho
said:
There is only ono universal expres
sion of gratification on the part of tho
veterans over our recoption. The Louis
ville reunion largely exceeded air others
in attendance and enthusiasm. I am
sure it was the most brilliant and suc
cessful reunion tho confederate veterans
have ovpr had, aud this in spite of the
rainy weather. ”
General Gordon left hero late tonight
for home.
Tho action of tho veterans in selecting
Memphis as tiie next plaoo of meeting,
while somewhat of a Burpriso to tho
rank and filu of the veterans, meets with
general approval.
