Russian China Well Equipped to Re

Landed at Vurlous Points In the
Czar's Possessions.
Sax Francisco, June 13.—Yokohama
newspapers received here, record that
enormous details of inanitions of war,
arms and men have been sent by the
Russian government to its possessions
in tho far east. A Japanese newspaper
at Port Arthur recently interviewed tho
captain of tho big Norwegian stoamer
Normaunia, which had landed arms at
that port. The captain said the Nor-
mannia was only 0110 of many ships en
gaged by Russia to bring over arms and
men. His vessel had lauded at Port Ar
thur ten big guns and nil enormous
quantity of materials for fortifications.
At Vlatlivostock tho steamer had also
discharged stores and provisions.
Port Arthur is now completely forti
fied, wliilo many other places along the
coast are being put in condition for an
emergency. Russian troops nro being
poured into Russian China at tho rate
of 1,100 weekly. Tho captain of the
Norwunuia also said that a Russian vol
unteer fleet of cruisers and ships, char
tered by tho Russian war office, was
carrying troops and war stores to Persia.

St. Louts, Jnno 13.—Sheriff Pohl-
mann and Chief of Police Campbell aro
of tho opinion that the reign of terror
thut has prevailed during tho greater
part of tho past month or more, as a re
sult of tho street railway strike, is at an
end. They nro confident that their com-
binud foreos will bo able to prevent any
further lawlessness. It seems to bo tho
general opinion that Sunday’s riot was
the culmination of these outbreaks.
Chief Campbell says that be believes
there is now no need of calling out tho
state militia.
"Wo have withdrawn tho police from
several of tho lines,” ho added, “and
will continue to withdraw them as fast
as wo consider it safe. I believe the
Transit company will be able to run its
cars in most parts of tho city, in tho
future, without difficulty. Thcro may
be some trouble at night in tho extreme
southern and northern portion of the
city, bnt tho police and possemeu will
bo able to cope with it."
Tho street car service is rapidly im
proving; according to the Transit com-
pnny’smnuagcnient enough men to man

ing in daily. All negotiations looking
to a settlement of tho striko ore off and
the officers of tho company do not ex

Samuel Goinpers, president of the
American Fedemtiou of Labor, is ex
pected hero this week to take charge of
strike affuirs, and his coming is looked
npon. in labor circles as an indication
that the fight against tho Transit com
pany will bo pushed to the limit.
Over 3,000 business men and citizens
are now enrolled in the posse comitatns.
The strict enforcement of tho law that
has marked their service has brought
tli.'-t! into disfnvor with striko sympa
thizers in various parts of tho city. As
a result, citizens wearing deputy sheriff
badges are made to suffer the inconven
iences of a sympathetic boycott in many
localities and are unable to bny any
thing to eat or drink.
At first meals wero obtained at board
inghouses nml restaurants near tho dif
ferent powerhouses and car sheds at
which the deputies wero stationed, bnt
the sheriff is now making preparations
to feed his men at their respective sta
tions. Tho boycott lias even extended
to families of members of tbo passe and
in one instance a member has been given
a leavo of ubsuuce of three days to re
turn homo with his gun and protect his
