ng cablegram was sent to Roar Admi
ral Remoy at Taku.
The state department rliaims to bo
pnrsiiing an entirely consisteut coarse iu
this decision. Tho officials point out
that all of the bitter criticism in tho
Enrofs-an papers directed against the
United States policy i.-e.based on a total
misunderstanding of the fundamental
principles which have governed the ac
tions of the department. At no tlmo,
it is said, has tho state department al
lowed the belief that tho foreign min
isters at Peking were alive to interfere
in the slightest degree with the military
plans for reaching Peking. On tho con
trary, the nows thnt the ministers were
alive was accepted by the slate depart
ment not as convoying absolute verity,
but as an additional reason for hasten
ing the relief column forward to Peking.
It was tbo department’s contention
that even though a degree of improba
bility surrounded the Chinese news as
to the state of affairs in Peking, yet
every consideration of humanity and
policy domandod that it should be given
careful consideration and that it should
be acted upon as if true, provided that
action went toward the reliof of the for
eign ministers and did not operate to
prevent the consummation of any of the
objects laid down in Secretary Hay’s
identical note. The department is abso
lutely satisfied that its attitude was per
fectly correct and that even European
critics mil, in tlmo, admit that fact.
Secretary Hay's decision to decline
tho latest Chinese proposition was based
upon his determination to adhere striotly
to tho conditions laid down in tho reply
CO the Chinese emperor’s appeal. Tho
<tato department required that tho min
isters to Peking be put in communica
tion with their governments and tho
most significant condition of all that
the Chinese authorities cooperate with
tho reliof expedition for tho liberation
of tho ministers. Until tlieso things
are done, tins state rio|>artmeut absO.
.lately refuses to bo led into any arrange
ment looking to tho mitigation of tho
punishment of the Chinese government,
such as the nlumdoumcnt of tho expedi
tion to Peking.
A special cabinet meeting was held in
Seen’fury Hay's oflleo at 11 o’clock, the
usual hour. Tho secretary of state,
ffesh from his i>crs<>uiil intercourse with
the president, was iu position to adviso
his colleagues of the administration’s
purpose and tho wholo Chincso situation
was discussed. Besides Secretary Hay
there wore present Secretary Gage,
Postmaster General Smith and Score-
lory Root.
When tho cablnot conference ad
journed tt was stated that no further
definite pipes concerning tho action of
Ihis government had boon prepared.
Secretary Hoy laid before the members
the latest information ho had received,
including a dispatch if,.in Consul Gen
eral Goodnow at Shanghai.
Tho government lias received imfor-
matiem presumably from Admiral Ko
rney that the number of allied troops at
Tson Tsin is 28,000. The nuivoniout of
Ihe troops from Tien Tsin to Peking,
Secretary Root said, would dep Old on
tho arrival and mobilization of troops.
All the United Status troops that
toutd possibly be iqnircd lmvo been or
dered to China. There was no official
advices from any Chinese source over
night, except a snort message from tho
signal service officer at Nagasaki an
nouncing that all was well with the
troops.

(t Will Leave* Tien Tain Wltliin a Fort-
night—ChliiPAe Retreat.
Shanghai* July *-37. — Tho proposal
made by tho Chinese government to tho
American consul through Taotai Sheng,
that hostilities should cease on condi
tion that the foreign ministers were sent
under escort to Tien Tsin, appears to be
part of a deep laid plan to conceal tho
mi*tc of the massacre and the duplicity
of tho officials, who, being ra possession
of the news, suppressed it.
The story will’bo that the ministers
ill left Poking under a strong escort,
but were set upon by a mob of Boxers.
It will bo announced that although tho
Chinese soldiers fought bravely they
were overcome and nil were massacred.
In an interview which ho has had
with the American consul here Li Hung
Chang solemnly declared that the min
isters in Peking were all safe.
The new expedition for Peking is ex
pected to leave Tien Tsin iuside a fort
night. Chinese troops have retrea d
from the native city of Tien Tsin and
axe concentrating at Yoang Tun, on the
railway to Poking with a view to op
posing the advance of the allies.
