Sept, il and Shanghai, Sept. 7.—It is
reported that the American minister ap
proves of inviting Li Hung Chang to
Peking to negotiate on behalf of China.
Those who know the viceroy best re
gards him as insincere, incapable and
unreliable. In Peking the government
is dead. It means either partition or the
maintaining of an independent provin
cial government.
Washington, Sept, 7.—It is known
(liat tho government has inferential
knowledge of the attitude of all the
powers regarding the Russian propo
sal, but it is still awaiting official ad
vices as to some of them. The informa
tion concerning those regarding which
no officiul announcement has been re
ceived, it is stated, is practically that
which is in possession of the general pub
lic and is based on newspaper reports
and the opinions of official organs of the
various countries.
It seems to lie regarded as highly
probable, in official circles, that when
tho time, arrives for tho negotiations for
tho settlement with China this govern
ment will appoint a commission for that
purpose rather than place the negotia
tions in* the bauds of a single indivdual.
There have been various suggestions as
to who might be appointed upon such a
commission, but it is positively stated
that, us yet, no definite selections have
been made.
It can be stated upon the highest au
thority that there will he upon the com
mission some American of pre-eminent
ability, whose reputation would bo an
immediate guarantee to the American
people that American interests would bo
safo in his hands.
It is believed that the administration
is now casting about for such a man to
head tho commission when it shall be
ready to appoint it. Tho names of ex-
President Harrison, ex-Socretary of State
Day and John Bassett Moore, who was
secretary of the peace commission at
Paris, have been mentionsd in this con
nection.
No information is obtainable today re
garding the new note, which it has been
rumored the government was preparing
for transmission to the powers. No
representations have been made by this
government looking to a return of the
Chinese imperial authorities to Peking.
Such u course on the part of the Chi
nese, however, would bo doomed highly
desirable by this government because it
is behoved here that a resumption of
the reins of power at the capital of the
empire would inevitably hasten and fa
cilitate the peace negotiations.
In this connection tho su"gestion
which is being made of a possible lim
ited occupation of Peking by the powers
as a compromise does not seem to meet
with favor here.

are in progress looking to some compro-

exchanged between the powers now have
better promise of success. I
The compromise suggested, it is as- ,
sorted here, is the withdrawal of the
forces of all the (lowers from Peking,
leaving an international guard to pro
tect the legations which, it is further
asseited in Paris, will bo allowed to re
main in the Chineso capital pending n
peace settlement. The main body of
troops, it is also said, will retire to tho
neighborhood of Tien Tsiu, leaving
snfficie.ut forces along the road to keep
open the route and railroad botweon Pe
king and Tien Tsin.
Russia’s attitude is interpreted boro
as meaning that she will withdraw her
troops outside the walls of Peking, but
not necessarily a great distauoe from
that city.
Preparing For the Winter.
Seattle, Wash., Sept. 7.—The gov
ernment transport Goodwin, now at
Taooma, is loading building lumber for
tho troops in tho Orient. She will cotue
to Seattle to complete her cargo of 2,-
600,000 foot, taking also 000 doors and
800 windows and then will sail for
Taku, China.
JAIL BREAKERS ARE FOILED.

I/OUPoN, Teun., Sept. K—An unsuc
cessful attempt to break jail was made
last night by six prisoners in the county
jail. The meu had escaped from their
cells, cut a hole through tho corridor
floor and were pryiug bars on an outside
entrnneo when a noise was made with
their tools which aroused the jailer, who
immediately intercepted the men.
ThCv made no resistance and t(nietly
returned to their cells. Thu is the third
attempted jail delivery in this section in
as many weeks. Tho first two were un
successful.
Mr. Wilson ut the Canton Fair.
Cantos, O., Sept, fl.—Secretary of
Agriculture Wilson was tho guest of
honor at the Starko county fair today.
Ho arrived from Washington this morn
ing and delivered an address before an
immense crowd of people at tho fair
grounds.
