JUDICIAL CHANGE
DEEMED DESIRABLE,
Sumter Wants City Court Instead of
County Court.
CHANGE IN THE SYSTEM LIKELY
Hill Will be Introduced in Legislature
Asking for Change.—Reasons Why
City Court is Preferred. -Expense
Will be Decreased Largely.
The "City Court of Americas” in
stead of the “County Court of Sum
ter” is among the probabilities, and
this change in our judicial system will
be made when the Legislature again
convenes.
“For a long while the question of a
change from a county to a city court
has been discussed, and quite favora
bly, with the result that a bill to that
effect has been prepared aud will be
introduced at the forthcoming session.
There is no opposition here to the pas
sage of the measure.
Both the Bar Association and Board
of Commissioners approve it—
And for many good reasons, princi
pal among which is the reduction of
expenses, while it will relieve the Su
perior court of at least two thirds of
the business now coming before that
tribunal.
Besides, in a city court parties hav
ing claims for collection can get
hearing in much less time than at
present. Cases are appealed direct to
the Supreme court, thus avoiding the
tedious delay of appeal from county to
Superior court and then to Supreme
court, as at present.
In a city conrt only twelve jurors
constitute a panel, and in this item of
expense there will be a considerable
decrease.
Before such a tribunal may be
brought all cases, on the civil side, ex
cept equity causes and suits for land
and divorces, On the criminal side all
misdemeanor cases can be brought and
quickly disposed of.
Bi-monthly instead of monthly ses
sions will be held in the city court.
In fact, it largely takes the place of
the higher court, withont the attend
ant expense, and for this and many
other reasons the proposed change is
deemed desirable. There will be no
change of court officers, it is under
stood, in the event of the passage of
the proposed bill.

local promoters of the enterprise are
simply waiting to see what the power
ful company owning all the mills m
the South proposes to do about it, as
it has property here and is entitled to
the first move.
“To build or not to build” is now the
interesting question

Glover’s friends in Americus, where he

The letter refers principally to the
events of Saturday night last.
Mr. Glover’s office was in the Cotton
Exchange, and with other occupants
he was imprisoned there during the
entire night by the surging waters

The Virginia-Carolina Chemical Co.,
owning a half hundred splendid fac
tories in the South, likewise owns the
plant in Americus. A part of this was
burned a year ago, and the company
has never fully determined whether or
not it would rebuild. Only the acid
chamber was destroyed.
Other and valuable buildings rem
and while much of the machinery has
been removed from this plant to the
company's mill at Macon it could easi
ly bo replaced.
The company may yet decide to re
build the plant at this point.
Sometime since the plant at Cordele,
owned by this company, was removed,
while the large plant at Albany, also
owned by the company, has been
closed down. The factory operated at
Macon is about the nearest one, and
this territory is probably supplied from
that point.
The old Americas plant was a gold
mine when first established and for
years before the trust got hold of it.
It was erected and operated by a
local company and paid splendid div
idends. What was done once may be
done again, in the opinion of some of
our enterprising citizens.
It is believed that the Virginia-
Carolina Company, owning valuable
property here, will decide to again
operate this plant. Americus is an ex
cellent distributing point and in the
center of the cotton belt, and a fertil
izer plant could be operated here to
excellent advantage.
And it now seems to be only a ques
tion as to who will take the field
ESTABLISH A BAPTIST CHURCH.
Residents of Page Neighborhood to
Have One.
The good people living in and below
the Page neighborhood, some seven
miles south of Americus, will establish
a Baptist church at no distant date.
Thursday ltev. R. L. Bivins, pastor of
Furlow Lawn churoh here, accompani
ed by a dozen members of that congre
gation, went thoro for tho purpose of
receiving twenty applicants into the
church here, to continue members until
their own church iB established. Fif
teen of these joined by letter, while the
others will bo baptized by Mr. Bivins
in Phillemma creek.
While the storm raged with terrific
fury the little groupe, huddled upon
the tops of desks, sat in black darkness
while the angry waters continued to
rise about them. There was no es
cape, and all through the long hours
of the night, their bodies submerged,
they calmly owaited death.
Mr. Glover employed his time by
striking his knife in the wall near him
as a means of measuring the rise of
the waters and mentally figuring upon
the number of hours ere death claimed
him.
Imagine, if you can, the absolute
horror of the situation.
The crew of a wrecked steamer rowed
near the office in a boat, already over
loaded, but could render no assistance
to those imprisoned there.
Mr. Glover says that for six hours,
seemingly interminable, he expected
to die every moment. With the com
ing of the dawn the rescue of the im
prisoned office men was effected, and
thus were they snatohed from the very
jaws of a horrible death. Few people
ever survive such an awful experience.
All of Saturday and that night Mr.
Glover was imprisoned in his office,
without food or water, though he did
did not lose heart until late in the
night, as above related.
His description of the wrecked city,
with its mutilated dead piled in the
streets or floating about in the harbor,
is horrible in the extreme. Those have
since been burned, buried or dumped
into tho sea. Many thousands, he
says, are destitute and homeless. Mil
lionaires were made mendicants by the
fearful storm.
In the residence portion of the city,
he says, not a brick pillar remains to
mark the site of the once beautiful
and happy homes of Galveston’s cit
izens.

BLIND NEGRESS PICKS COTTON.
Carries Her Row With Some of The
Best Pickers.
The Times-Recoruer was told yester
day of a blind negress living four miles
from the city, who is makiug a record
as a cotton picker. Despite the fact
that she has been totally blind for
years she makes a first rate hand in
the cotton patch and earns from Wets,
to ?5cts. a day picking cotton.
DEATH OF WELL KNOWN NEGRO
George Kennedy Died Yesterday at
Andersonville.
One of the best known colored citi
zens of Sumter, George Kennedy, died
Friday night at his homo near An*
dersonville after a short illness. Tho
deceased was a farmer and successful
one, amassing a snug competence by
his industry aud honest dealings. 8t.
John's Lodge of colored Masons went
to Andersonville yesterday afternoon
to attend the funeral exercises.
Tax Collector Dunn has closed the
registration books for the October elec
tion, aud only those whose names ap
pear thereon can vote for State and
county officers next month.
More than two thousand names ap
pear upon the registration books.
Bnt just a few of these may be erased
when the Board of Registrars, which
assembles next Wednesday to inspect
the list, finds anyone one not entitled
to register.
Prior to the May and Jane primaries
more than 1,000 white voters of the
county registered. The qualification
was that all taxes for the preceeding
year be paid. Many registered with
out paying.
And their names will be dropped
from tho list when the registrars com
pare it with the tax books.
However, this will moke little dif
ference to some of them, as all results
are determined at the primaries, and
usually little interest is token in the
regular election, of any kind.
Then there is no opposition to the
democratic nominees this year.
There are more than 2,000 registered
voters as the list now stands, 482 of
whom are colored. Each name will be
passed upon by the registrars next
week.

will deliver an address at the court
house iu Americus Thursday, morning,
27th. The fact that tho populists hove
a candidate for Governor in the field
this year will be news to many, und
while the general public is invited to
hear Mr. Traylor upon this occasion
even the few formers of his political
faith here will probably be too busy
harvesting eleven cent cotton to give
much attention to political speeches
from any source.

ployes of the Alabama Great Southern
discovered the dead body of an old man
lying iu front of the platform of the
warehouse near that depot. He had a
large hole in his rigiit temple, where he
had shot himself with a Ss-calibor pistol.

just concluded here of the new Cosgrove
process for making compound stool in
gots is exciting great interest among
steel manufacturers from the fact that
the discovery may have an effect upon
the lotting of tho urmorplato contracts
next mouth. Tho results of the tests, it
claimed, wore a surprise to all. Per
fectly solid ingots of graduated carbon,
from one side of the ingot to tho other,
or from the center of tho ingot to its
, wore made.
