Washington, Sept. 22.—-The state da*
. portment has decided to defer until to
morrow the publication of tjie answeri
it has returned to the various powei i
relative to the Chinese situation. Tbit
is done from a desire to carry out th i ,
traditional practice of the department,
which allows 4b hours to elapse after thj
delivery of a note before making it pub
lic in our own country, even though
publication may have been made abroad
before that time*.
There is no reason to change the esti
mate of the note formed yesterday to
tho effect that it amounts to a declina
tion of tho proposition and provides fat
tho reduction of the United States mili
tary contingent in China to a strong le
gation guard, just sufficient to insure
the safety of tho legation in tho event of
a recurrence of rioting in Peking or tho
safe withdrawal of the minister to Tien
Tsiu or some other convenient port.
It is not intended that the military
force shall be employed in further offen
sive operations.
The order for the reduction of the
military force under Geuerul Chaffee
has not yet been issued, but it is admit
ted at the war department that it may
go forward at any moment. Secretary
ltoot already has stated that prelimi
nary orders were sent to General Cnaf-
fee fully two weeks ago, directing him
just how to act in case he should receive
orders to withdraw completely or par
tially from China, and it is expected he
has perfected his arrangements and se
lected the organizations which are to re
main.
Tho personnel of the commission
which is to represent tho United States
in the linal negotiations with the Chi
nese authorities has not yet been com
completed. Beyond tho fact that Mr]
Conger was to be one of the commission
ers, it is a matter of conjecture who will
form tho remainder of the commission.
There was reason to beliovo that Seth
Low either has or will bo requested to
serve as commissioner. The intimation
is conveyed, however, that the body
will not bo finally completed within tho
week.
Ex-Secretary John W. Foster, who
has just returned to Washington from
his summer home in New York, has
been a caller upon tho president, and it
is belived ho, also, is likely to be in
some manner connected with tho Chi
nese negotiations.

Taku, Sopt. 32.—Four thousand Hus
sion, 3,000 German and 1,000 French
troops, with a detachment of Austrian
marines, begun the attack upon tho Pei
Tang forts at daylight Sopt. 30. Tho
attack was answered briskly from tho
forts, tho bombardment continuing un
til noon, but it was noticed that tho
forts did not reply after 10 o’clock.
The allies sent forward at noon to dis
cover tho reason of the cessation of tho
firing from the forts and found thorn do-
sortod, there being only four dead Chi
namen within tho walls. Tho allies
were much chagrined as they believod
thoy had tho place completely sur
rounded, making escape impossible; yet
ovor 3.000 mon got away in broad open
daylight. Tho Russian artillery lire
had proved effective and tho forts were
badly damaged.
The British and Italian commanders
had decided to join in the attack, but
thoir troops did not arrive in time.
The entire line between Tien Tsiu and
T sku shows reinforcements were head
ing for the forts.
Three members of the allied forces
were killed and 50 wounded through tho
explosion ot mines laid along their line
of march.

Washington', Sept. 22 —The navy de
partment has received tho following ca
blegram from Admiral Remey, dated
Taku, Sept. 21: “Force of Russians,
Germans and Austrians advanced on
Poi Tang forts last uight. Fire opened
by Chinese and kept up all night at in
tervals. Forts were evacuated at 9
o’clock this morning. Europeans hoisted
their colors over the forts at 11 o'clock.
Twenty live Russians and Germans re
ported blown up by mine. Information
from Commander Wise, who followed
troops into forts; only live Chiueso
killed.”

Wheeler and his daughters have gone ;o

Several Alabama impers have nominated
General Wheeler for the United States
senate. The general denies reports that
he wiil make an European tour.
General Joseph Wheeler declared in
an interview thut under no conditions
will he bo a candidate for the United
States senate against Senatur 1*1 W.

Hagens Commits Suicide.
LaGraxgi:, Ga., Sopt. 22.—An un
known white man died near G. bbett-
viilo, in this county, it is supposed, from
tho effects of an overdose of morphine,
token with suicidal intent. On his coat
was pinned a noto which scorned to bo
addressed to “James Hagens, West
Point,” and was signed “Old Red.”
Would-He KavUher Killed.
Albany, Ga., Sept. 22.—Moso In
gram, a negro servant in tho family of
W. S. Tarvers, a prominent planter of
Dougherty county, was killed by Tar-
vert this morning for attempted crimi-
tial assault on his 12-year-old daughter.
