miral Dewey is again causing adverse
criticism of the hero of Manila Day.
It is saui that the home of the Ad
miral of tho American Nayy is not kept
shipshape.
Neighbors of the Admiral call atteu
tion to the untidy lawns. Deal estate
agents claim that the gencial neglect
of the property hurts values in the vi
einity. This home has not been occu
pied since the Admiral and Mrs.Dewey
moved out to Deavoir, their country
home, last April, and the air of aban
donment is sadly noticeable.
The place looks distressed and for
lorn. The lawns are unkempt and
have not felt the reaper this year. The
long and Bhaggy grass is browned by
the torrid weather and has withered in
spots.
Mrs. Dewey has said she will never
live in the house again, and the neigh
hors ore worried about* , the fact that
this wasted relic of a once beautiful
homo will continue indefinitely as a
menace to their prosperity and future
comfort.
Iu view of the hullabaloo which was
raised by tho press of the country be
cause Admiral Dewey transferred the
gift to his wife, as he had a perfect
right to do, Mrs. Dewey cannot be
blamed tor her determination to never
again occupy tho home. Admiral
Dewey was also disgusted by the criti
cism his act provoked, and as he does
not care to soli tho property, because
this would cause more disgraceful
clamor, he no doubt intends to let the
home go to min.
AMERICAN BAGGAGE SYSTEM
Yankee Lnundrymen to Invade the
British Kinplrc.
London, Sept. 22.—The controversy
on the relative merits of the British and
American Baggago systems have been
reviewing complaints of trans-Atlantio
visitors who have lost their trunks in
England. These in turn have called
forth protests against the adoption of
the check system. An Englishman who
has visited America writes to The Pall
Mall Gazette giving details of the
troubles which he experienced through
the loss of his checks, the delay and the
alleged impossibility of obtaining com
pensation, declaring the Americans to
tolerate any system, however compli
cated, 6o long as it has the appearance
of business like.
It is possible that the controversy may
acoclerate the adoption of some form of
the American system, for partly through
iguoranoe and partly through the de
fects of the English system, no end of
trouble and expense is undergone by
the thousands who yearly cross the At
lantic through loss of baggage.
Another American innovation will
shortly appear in Loudon in the shape
of 250 laundries, run by American em
ployes and with American monoy.

here as to their future. From Forest
City, where the Hillside Coal and Iron
company has two big mines, news comes
this morning that rnauy men are dissat
isfied with the present status of the
strike and have announced their inten
tion to go back to work on Monday.
The Lackawanna and Western com
pany’s men, too, are showing restless
ness todays and a break may come iu
their ranks very soon, as the company,
through General Superintendent Loom
is, again announces today that as soon
as the men get back to work their de
mands as company employes exclusively
will be taken up and considered. The
Pennsylvania Coal company stands iu a
similar position, and other companies
are ready to do the same.
The washeries which operated all the
week are still going. No disorder has
broken out anywhere iu this region.
The men are peaceable and are remain
ing away from the mines.
The district executive board is in ses
sion this morning.

London, Spt. 22.—Lord Llandaff is
nursing a curious griovnnoo. The ad
vertisement columns recently contained
the announcement of the birth of a
child to Countess Llandaff. As Lord
Llandaff is a bachelor (ho was born in
1825, mid was home secretary from 1886
to 1892), the aunonucomcnt caused him
soma annoyance and mystification,
which was only explained by tho fact
that n child was bom tO/lhfc wife of a
man named Mathew, who two yoars
ago announced his intention of assum
ing tho title of Earl Llandaff. This an
nouncement appears to be his only qual
ification of tile peerage.
Murderer Sentenced to Hang.
Covington, Go., Sept. 32.—Iu tho su

WlLKESBAKRE, Pa., Scpfc. 23.—Tho
tragedy at Shenandoah made a deep im
pression iu the Wyoming valley. Groups
of idle miners are gathered everywhere
discussing the situation. Tho more con
servative of the strikers deplore the ac
tion of the Shenandoah men in inviting
an attack from the sheriff. They say
that if tho mon had pursued the same
course that the miners of this region are
doing in keeping away from the miue3
there would have been no bloodshed.
Other miners think the calling out of
tho militia will strengthen the lines of
strikers in the Lehigh and Schuylkill
regions.
The operators look upon the affair as
tho beginning of tho end. They say
the miners in the Schuylkill and Lehigh
districts who want to go to work, bat
who have been prevented by intimida
tion, will now flock to tho mines and
there will be no difficulty In keeping the
collieries in operation.

An act to amend section 1, article 7, para-
grap 11. of the constitution of Georgia, so a#
to extend the provisions of said section, ar-
tlcl. and paragiaph to the widow-* of con
federate soldiers, who, by reason of age and
poverty, or.infirmity and poverty, or blind
ness and poverty, are unable to provide a
living for themselves, and for other pur
poses.”
Section 1. Be it enacted by the general
•sembly of Georgia, ana it Is hereby en
acted bv authority oi the same, that section
1, article 7. paragraph 1, of the constitution
of Georgia be. and the same is hereby
amendeu by inserting after the word "ser
vice” 1q ihe 13th line, the following words:
"or who, by reason of age and poverty, or
infirmity and poverty, or blindness ana pov
erty are unable to earn a living for them-
nelves." so that said section, when so amend
ed, will read as follows, to-wlt; *‘To supply
the soldiers who lost a limb, or limb* in the
military service ol tne confederate states,
with substantial artificial limbs, during life;
and to make suitable provisions for such
confederate soldiers as may have been oth
erwise disabled or permanently injured in
such service; or who may, by reason of age
and poverty, or infirmity and poverty or
blindness and poverty, are unable to provide
a living for themselves, and for the widows
of such confederate soldiers as may have
died in tne service of the confederate states,
or since, from wounds received therein, or
disease contracted In the service, or who. by
reason of age and poverty, or infirmity and
poverty, or bllnanes# and poverty, are un
service, and haveremained unmarried since
the death of such soldier husband."
Section 2. Be it further enacted, that, If
this amendment shall be agreed to by two-
thirds of the members of the general as
sembly, of eaon house, the same shall be en
tered on their journals with the yeas and
nayes taken thereon, and the goyetnor shall
cause the amendment to be published in one
or more of the newspapers In each congres
sional district for two months Immediately
preceding the next general election, and the
same shall be submitted to the people at the
next general election, and the voters thereat
shall nave written or printed on their tick
ets. ‘ For ratification of section 1, article 7,
state." or "Against ratification of section 1.
article 7, paragraph 1, of the constitution of
this state T ’ as they may choose: and If a ma-
