Rebels Lost 10 Killed and 20 Wound-
ed—Insurgents Show Renewed Ac
tivity — Skirmishes Are Almost of
Dally Occurrence.
Washington*, Sept. 20.—A dispatch
lias been received from General Mae Ar
thur at Manila which confirms the re
port of the activity of the insurgents in
the Philippines. The dispatch is as fol
lows:
Considerable activity throughout
Luzon. Fighting reported vicinity of
Carig and Estella, Isabella province. In
surgents estimated 500 probably much
exaggerated, but sufficient force to make
trouble in district heretofore quiet. In
the Ilocau provinces Samnel B. M.
Young (brigadier general) reports nu
merous small affairs, and has called so
emphatically for more force that Kings
bury’s squadron. Third cavalry, and
Borden’s battalion, Fifth infantry, been
sout him; other battalion, Fifth, same
destination upon arrival. Country north
Pasig, including all of Balacan, very
much disturbed and numerous contacts
with small parties throughout that dis
trict south of Pasig, including Tayabas
province (Luzon) same conditions ob
tain. This activity has been anticipated
and reported upon.
Fought Desperately.
“Sept. 1(1, David Mitchell, captain
Fifteenth infantry, 90 men. Fifteenth
infantry from Siuiloau, Laguna prov
ince, attacked Insurgent General Cailles,
who had (500 men in position at Maiv-
lac, same province. Desperure fight en
sued, which was pushed trom the front
with great pertinacity by Mitchell across
causeway and through water waist deep;
attack under George Cook, captain, with
40 men, Company K, Fifteenth infan
try, and ten men, Company B, Thirty-
seventh volunteer infantry, could not
reach enemy’s position because of high
water in arm of lake, which conld not
be crossed; entire country was afloat on
account of recent rains: this very nmch
impeded offensive action. After one
hour and 20 minutes’ fighting command
withdrew to Siniloan. Upon rcnowal
operations Sept. 18 found that insur
gents hod escaped from Mavilac previ
ous night, most, of them no doubt going
back into contiguous Barrios, to disap
pear for the time being or until called
into field again as peaceful amigoes.
The casualties, which all occurred in
Mitchell’s command, consisted of 130
men and four officers.
“Thirty-three per cent is profoundly
impressive loss, and indicates stubborn
ness of fight, fearless leadership of offi
cers and splendid response of men. In
surgent loss so far as known ten killed,
20 woundod; among the former Colonel
Fidel.”
TRIAL OF JAMES HOWARD,
IVlensp Introduce. Several Important
'Vltiics.e.—T. 1*. Day’s Testimony
Frankfort, Ivy. t Sept. 20. — The
cross examination of James Howard w
completed this morning by Colonel
Campbell. All efforts of the prosceu.
tion to break him down failed.
Judge Joseph Tinsley of Barbonrville
was then called. He corrobrated How
ard as to a conversation with the latter
when he arrived in London in February
to appear for trial for the murder of
George Baker. He did not say to How
ard “I want to congatulate you on what
you did at Frankfort. I heard of
through my sou Ed."
T. 1‘. Day testified ns to having seen
Howard in Loudon on Jun. 20 and How
ard did not wear a mustache. Day ad
mitted he had gone to a man uauie_
Salisbury and told him to warn Senator
Goebel that his life was in danger, and
not to mention his (Day’s) name.
Sheriff White of Clay county, testified
that he received a letter from his broth
er, J. G. White, stating that now was
the time for Howard to try for a itardon
from Taylor, tvs Gocbol would bo gov-
ntor in the next ten days. The witness
stated that, on his way to Louisville,
Jatt. 29 aud 30, Howard accompanied
him as fur as Frankfort and that as lie
saw him Howard was standing iu front
of the Board of Trade hotel here. How
ard was then clean shaven.

London, Sept. 23.—Tlio political cam
paign has commenced in earnest. Only
another week remains beforo the polling
begins and it will be a little over fivo
weeks before tho now parliament assent*
Lies. That it will bo a Conservative
body is n foregone conclusion.
Mr. Herbert Gladstone admits that it
is quito impossible for tho Liberals to
win over tho ICO seats necessary to givo
them a victory. Thus, from tho outset,
tho election loses its interest, practically
resolving itself into nu opportunity for
iwlltlciuus on both sides to air their
viows and to discuss tho momentous
issues of the last year untrnmmollcd by
the conventionalities of St. Stephens.
The Conservatives coniine their ener
gies to p defense of tbo war in Soatli
Africa aud its managumeut whilo tho
Liberals attempt to ignore it, concen
trating their attacks upon tho failure of
the Conservatives to fulfill tho promises
of beneficial home legislation. Though
this is officially tho Liberals' main plank
the division of tboir ranks over tho war
is so great that it is quite impossible to
keep all the candidates in line.
On one point, however, tile Liberals
all unite, aud that point is tbo nfairnoss
of Lord Salisbury in bringing abont a
dissolution at tbo present moment whon
the register of 1808 is expiring, so that
thus all who were not registered over
two years ago are disfranchised.

The now register comes into force in
February. Thousands ore affected. Tho
Liberals maintain that Lord Salisbury's
action is not only without procodout,
but is unconstitutional. In their wrath
that the election was precipitated with
so little warning tho Liberals aro not
alone. Business men, regardless of par
ties, are dissatisfied over the disintegra
tion of trade which always acoompauios
election contests. Publishers, for in
stance, after a wretched year, seeing
tho war in South Africa ending and af
fairs in China becoming more quiescent,
mndo all preparations for a revival of
trade. Just ns they were beginning to
put new books oat the announcement
of the dissolution of parliament camo
like a thunderclap, spoiling their pros-
pocts. The Stock Exchange, on tho
same grounds, lias got a great gnevanco
against Lord Salisbury, as it will bo
well into Docember before tho publio
can bo expected to tako a koou interest
in stocks.
The qaestion of home rule, excopt in
Ireland, is scarcely mentioned. Mr.
Horbert Glndstoue, who represents West
Leeds, advises his constituents to lot tho
matter rest, bat tho Earl of Sandwich
strikes a much franker noto in renounc
ing his adherence to tho government
and returning to tho ranks of tho Lib
erals because “homo rule” is dead.
Political Bomb Exploded.
A miniature bomb has been thrown
Into tho Conservative camp by Tho Lib
eral Morning Leader, which publishes a
lengthy story showing that tho wife,
sous and [daughters of Mr. Joseph
Chamberlain, tbo secretary of stato for
tho colonics, hold almost all the shores
of the firm of Hoskins & Co., contract
ors. Tho son holding tho larger
amounts of stock is J. Austin Cham
berlain, the eldest son of tho secretary,
who is a civil lord of tho admiralty. To
put a worse complexion an tho matter it
is pointed ont that there aro no Hoskins
now connected with the business, whloh
is practically a family concern and ap
parently prosperous. Tho only answor
so far vouched to tho accusations is a
letter from Mr. Chamberlain’s secretary
saying tho minister is not disposed to
‘‘notice tho cowardly insinuation con
tained in an indirect charge."
Kamor assigns the war ministry to
Mr. Chamberlain In the new cabinot,
the supposition being that tho Marqnis

Mr. Chamberlain will likely have Lord

Rock Hill Mystery Solved—Unfaithful
Wife Makesa Confession.
Rock Hill, S. O., Sept. 22.—The mys
terious assassination of Horry A. Brown,
who was shot in bis bed here a week
ago, has been cleared.
John S. Bratton makes the statement
that he killed Brown because he had
rained his home. Paul Bratton accom
panied his brother to Bock Hill, bat
says ho took no band in the shooting.
Mrs. Brown, widow of the dead man,
corroborates Bratton's statement so far
as the devotion of her husband to Mrs.
Bratton is concerned. She met tbe girl
when she was going to Winthrop col
lege, she says, and both her husband
and herself visited her at Yorkvilie. On
one of his trips to Yorkvilie, without
liis witu, Brown was injared. He was
taken to Bratton’s house and nursed to
health. It was then, says Mrs. Brown,
that tho fatal attachment ripened.
Mrs. Bratton confessed to her hns-
band. She then wrote Brown to elope
with her and snvo both tliolr lives. By
tho next mail sho begged him to fly. Ha
did not heed tho waruiug and the soma
night was killed iu bis own house.
