LOOK: HEBE!
Lake Charles, La., Sept. 28.—All
day there were rumors of the probable
lynching of Pierce Scott, a negro in jail
hero, charged with criminally assault
ing Miss Oswald, aged 73. About
o’clock an unmasked crowd gathered at
the courtliou*». One of the crowd called
for Sheriff Parkins and demanded the
keys to the jail. In the meantime Judge
Miller addressed the crowd aud told
them the punishmeut of criminals must
be loft to the courts. He reasoned iudi-
vidnally with tho nephew of the negro’
victim aud urged the crowd to disperse,
promising to tuko tho case against tho
negro up in court today. On this prom
ise tho crowd broke up and it was
thought there would be no further at
tempts by the mob.
At 11 o’clock, however, a fresh out
break was made by tho mob, which ad
vanced toward tho jail witli an iron bat
teriug ram. D. S. A. Harmon and Paul
Sloan, deputy sheriffs inside the jail,
warned them to come no further and
then shot ovt r the heads of the crowd
when some one in the mob shot at tho
deputies. Paul Sloan was fatally wound*
He died at 1:15 o’clock.
Tho sheriff and deputies outsido tho
jail then dispersed the crowd at the
l>oiut of pistols aud tho members of the
mob began to call for the arrest of those
who shot Sloan. Several members of
tho mob, known to have boon armed,
were arrested.

Chinese Situation.
Washington, Sept. 29.—Tho align
meut of tho powers ou tho German
proposition to make tho punishment of
tho Chinese ringleaders a condition
precedent to negotiations may now bo
stated as follows:
Great Britain, Rnssia aud Franco
stand with tho United States regarding
this proposititiou as inexpedient.
Japau occupies a middle attitude; she
is willing to follow tho German lead, if
all tho other powers aro agreeable, but
only for the sake of preserving harmony
among the powers, and not from a be
lief iu tho wisdom of tho Germau propo
sition.-
Austria and Italy stand shoulder to
shoulder with Germany, making tho
dreibuud a solid front. Tho first named
two powers do not attempt to arguo tho
German proposition and their answers
make it apparent that they have ac
cepted it without much cousideratiou. '
Nothing is known boro officially of
the altcrnnto proposition which is re
ported to be preparing iu Europe.
If it contains tho same feature as to
prior punishment ns tho original propo
sition, it is not likely to receive approval
here.
Tho fact that Secretary Hay is ex

many to the effect Uiut I10 is coming

nounced at tho state deportment to bo

Tho officials ore impressed, aud havo
been from tho beginning, with the con
viction that any attempt mado to puuish

dertaken will absolutely dofeat all ef
forts to obtain a peaceable and satisfac
