At Brazil Mr. Bryan spoke for half
an hour to a large audience composed
largely of coal miners. His speech was
devoted to labor questions.

majority daily becomes more and more
assured, speculation as to the per
sonnel of tho next cabinet grows rifo
and all sorts of guesses aro published.
All take it for granted that sweeping
changes will be made, but this conclusic n
is unjustified. Tho facts ore that Lord
Salisbury-, always uncommunicative,
has not broken tho habit of his lifo for
the benefit of close frionds, or even fel
low cabinet members, but from a peer,
high in Conservative councils, it is
learned that the mako-up of the next
cabinot will be so similar to that of its
iredeeessor that it will come as a start
ing surprise. Tho Marquis of Lans-
downe who, next to Mr. Chamberlain,
is the object of more attacks than any
other cabinet member, can have tho war
portfolio again if he desires; and he
probably will accept it, as he has im
plicit belief in Lord Roborts anil 19
anxious to co-operate with him iu re
forms which he has been contemplating
for some time.
It is untrue that either Lord Lans-
downe or the Dnke of Marlborough has
been offered the lord lieutenancy of Ire
land, and it is quite improbable that
either will have such uu offer, though

Earl Cadogan does intoad to retire,

prefers to remain at tho head of tho In
dian office. The Earl of Selbome, at
present Mr. Chamberlain's assistant, has
been selected for preferment. He i9 re
garded as one or tho stongest men in
tho government and may have a seat in
the cabinet in place of the Right Hon.
Walter Long, president of the board of
agriculture. If he does he will add ono
more to the long list of Lord Salisbury’s
relatives controlling English destinies,
as be married tho premier’s daughter.
Hitter Attacks on Chumberluln.
The vigorous personal attacks upon
Mr. Chamberlain continue and seem to
gather bitterness us the reality of defeat
dawns upon the Liberals. Tho Hon. P.
J. Stanhope’s reverse at Burnley is con
strued by the Conservatives as a direct
rebuke for his bitter denunciations of
Mr. Chamberlain, but Mr. Stanhope ad
heres to his attitude, reiterating that he
is ready to prove in the courts that Mr,
Chamberlain only “whito washed” Cecil
Rhodes in the house of commons becauso
another member had letters in his pock

the raid. This member, though not
named by Mr. Stanhope, is said to bo
