Vast Program For Increase
of the Navy.

Washington. Oct. 27.—A vaster por-
gram for the increase of the navy thau
has ever before been contemplated on
this side of the Atlantic is now being
considered by the board of construction,
and if approved by the president, as it
U said to be, it is to be urged upon con
gress at the coming session. The pro
ject involves the constructing of not
less than 40 warships, including various
special types not hitherto built for naval
purposes. The board of rear admirals,
which has taken up the subject under
special direction of Secretary Long, is
availing itself of tho highest expert
©pinions in order that its report will not
be open to unfavorable criticism among
naval officers, it being the expressed in
tention of the navy department to dis
courage any opposition to a line of policy
tahen at once adopted.
The program will include uo less thau
#ix ships of the heaviest armor and most
destructive ordnance, with the highest
practical speed, the greatest attainable
radius of action upon a displacement of
•bout 15,000 tons, combining tho most
desirable features of battleships and
Raisers. At least 20 gnu boats are pro
posed of several typos, all of light
draught with large rapid fire batteries
and complements.
To Increase the Torpedo Flotilla.
Provision is made in the program for
the increase in the torpedo flotilla by
ten new vessels, including a new typo
Of torpedo cruiser on tho lines of theex*
istlng torpedo boats.
Several of the other new vessels in
this category are to be submarine if suc
cess attends the improved Holland boats
how underxontract.
The program will include three arm
ored colliers, larger than any vessels
cl this class ever built for a govern
ment. They are to have enormous ca
pacity, enabling each of them to deliver
10,000 tons of coal at Mauila, Guam or
Phgo-Pago. A large unarmed ship
which is recommended is a floating ma
chine shop of about 6,000 tons displace
ment for duty in repairing naval ves
sels at great distances from government
yurds, especially in the* Philippines.
Her design grows out of experiments with
the Vulcan at Guautanamo, when that
vessel obviated the necessity of with
drawing half the fleet from the Santiago
blockade.

SEPTEMBER TRADE REPORT

Compared With 1800.
Washington-, Oct. 27.—Tho detailed
table, of Imports nud exports for tho
month of September have been com
pleted by the treasury bureau of statis
tics. They show tho imports and ex
port, of tho month as compared with
September, 1899. '
Imports show a decided decrease,
whilo exports show a substantial in
crease in nearly all lines. The duties’
collooted for the mouth in 1899 were
$9,220,358 against $11),700,514. The gold
imports in September, 1899, were $2,-
603,819 against $3,977,359. aud gold ex
ports $018,095 against $791,902.

senate got down to a little work today.
In tho house, Mr. Wright of Dougherty
introduced his bill providing for uu
amendment to tho constitution so that
tho old plan of appointing judges and
•olicitors general by tho governor may
igaiu bo tho order.
Mr. Houston of Fulton and Mr.
Wright of Floyd both introduced child
labor bills, and Mr. Harvard of Dooly n
bill seeking to prevent the salo, manu
facture, or giving away, of cigarettes,
and other members introduced many
bills of minor importance.
' In thu senate, Mr. Dcnnard sprang
his bill contemplating a change in tho
present manner of (electing judges and
•olicitors general, ami Mr. Hardaway a
bill seekiug to amend the codo so that
mutilation may be ndded to the present
penalty for rni>c.
PORTER SUES FOR $20,000.
Seeks to Itecover Damages From Ulug-
ham For Assault and ilattery.
Montoomeuy, Ala., Oct. 27.—For the
first time in the history of Alabama an
Alabamian hns gone into the courts for
damages for uu assault and battery ou
his person by another citizeu. Tho
plaiutiil alleges that he lias been dam
aged to the amount of $20,059.
last July T. C. Binghum of this city,
it is alleged in the complaint, horse
whipped George A. Porter it: the county
of Elmore, Bingham’s son at the time
holding a pistol ou Porter for the pur
pose of intimidating him against resist
ance. The case, ou account of the
promiaenco of the parties and its nov
elty, has attracted a great deal of inter
est aud the best legal talent of tile
county is employed by both plaintiff and
defendant.

Plattsbl-ro, N. Y„ Oct. 27.—Tho
prohibition special made its first stop to
day at Hose’s Point, where John Wool-
ley rnado a brief speech. The train
then proceeded to Plattsburg, where a
number of addresses were made
