notification to the ministers that they
have received the promised document]
authorizing them to act in behalf of
China iu the peace negotiations and an*
nouuciug that they are ready to proceed
as soon as the ministers desire.
The fact that Sir Ernst Mason Satow,
the British minister, has not yet re*
ceived authority from his government
to sign the joint note has caused aston
ishment here, as it is feit that the othel
powers having agreed there cannot be
anything iu the joint note to cause
Great Britain to object sufUeieutly
make her refuse to sign.
Mr. Conger says ho believes Chins
will immediately accept the terms im
posed and tiiat she has it in her power
to comply with tiio majority of them
before .spring, while the others can wait.
On account of frost the court will nol
be able to return to Peking nor will the
troops ho able to leave until April, when,
if the peace conditions are complied
with, it is believed all the allied forces,
except the legation guards, not to exceed
100 men for each power, will leave for
Peking to remain on the coast be
tween Taku and Shan-Hai-Kuan avail
able if necessary, or ready to be with
drawn, for if China cannot behave as a
civilized power with military compul
sion, it may bo necessary to dismember
the empire. Mr. Conger personally be
lieves that tho Chinese have been taughf
a lesson by the looting.
Colonel Tuliock reports the discovery
of the body of a man who gave the Brit
ish information regarding the treasure,
hidden, it is alleged, by persons con
nected with the Chinese court during
tho recent flight. Ho had beeu decapi
tated. The British have not yet re
ported the discovery of tho treasure, but
their roturu is expected tomorrow.

A bill by Senator Ellis, to provide for
and permit tbo registration of voters
who are now prevented from registering
on acconnt of a legal technicality, was
passed by a vote of 82 to 0.
Other bills passed were as follows:
By Senator Allen of the Twontletb, to
amend section 4780 of the oivil code.
To Improve the grounds around the
Georgia Normal and Industrial college.
To amend eoctiun 116 of volnme 1 of
the code of 1(4)5 relating to primary elec-
tions.
To oreate a board of commissioners to
arrange.for tho state's exhibit at the
Bnffalo exposition.
To relieve all confederate soldiers
from professional or occupational tax,
total income of said soldier to be less
than $800.
These kills were then passed:
To pay a pension to the widow of W.
P. Fanning.
To pay a pension to the widow of J.
8. Coffeo.

foreign committee today held a special
meeting add decided to recommend fur
ther amendments of the Hay - Pauacefoto
treaty. 1 ,
The committooadopted an amendment
suggested by Senator Foraker, which
declares that tho H.iv-Pauncefoie treaty
supersedes tho Clayton- Bulwer treaty
and also strikes out tho Hay-Pauncefote
agreement ariielo 8, which permits tho
submission of me HayPauncofote treaty
to other powers and invites their ac-
~ ceptatice of it. ,
