Washington, Jan. 4.—Mr. Dalzell of
Pennsylvania called the house to order
today in tne absence of Speaker HeU'
dersou, who xvus detained at his hou
by a severe cold.
Immediately ufor the approval of tho
journal half a dozen members were on
their feet demanding recognition,
Among them xvos Mr. Olmstead of
Pennsylvania, who yesterday created
stir by offering the resolution to instruct
the committee on census to investigate
the alleged abridgement of the right to
-vote iu several sotitheru states. Bat the
speaker pro tern first recoguized Mr. Lacy
of Iowa, who presented o privileged
resolution asking tlu> president to re
turn a minor bill iu which there was a
clerical error. It was adopted.
Mr. Barton of Ohio presented the
river and lmrbor bill. In order to clear
tbe way for Mr. Olmstead Mr. Graff of
Illinois, chairman of the committee on
claims, ufter stating that it was appar
ent that no claim bills could be consid
ered todayftbis being the day set nside
under the rule for their consideration)
asked unanimous consent to postpone
the regular order for today nntil next
week.
Mr. Swanson of Virginia objected.
Tbe speaker pro tem was then about to
recognize Mr. Olmstead when Mr. Un
derwood of Alabama headed him off
with the point of no qnornm, Tho
huuse was counted bnt there were only
143 members iu tbe hall. Under the
operation of tho automatic rule the
speaker was able to direct a call of the
house, when Mr. Underwood interposed
with a motion to adjourn and tbe fill
buster was on. The vote was taken by
ayes mid nays.
The motion to adjourn was defeated
—85 to 103.
The speaker pro tem held that tbe
pending question was the vote on the
question raised as to the consideration
of tbe Olmstead resolution. During the
previous rollcall the leaders on both
sides had conferred and on agreement
had been reached that the resolution
should be recommitted.
Mr. Richardson, the minority leader,
formally proposed that this course be
followed.
Mr. Olmstead replied that he would
consider the proposition after the honse
had voted to consider the resolntion.
'I may say," said he, “that it had
been my intention to follow the conrse
suggested by the gcntloiuau from Ten
nessee.”
“Why not do so now and save time,"
asked Mr. Richardson.
Bnt Mr. Olmstead insisted upon a vote
on tbe question of consideration and the
voto was accordingly colled.
