LIKE in CHICAGO.
Chicago must be a delightful place
to live in. According to the Inter
Ocean, "a perfectly disinterested per
son" whose name it knows, contrasts
life in the Illinois city with existence
in New York after this style:
New York is, wbon compared with
Chicago, as was the Garden of Eden
before the entrance of the serpent. A
man walking from the Inter Ocean of-
lice, he continues, to the Auditorium
Annex will bo accusted by more beg
gars, solicited by more abandoned wo
men, and, if the walk is taken after
dark, will have to dodge more footpads
and hold-up men than would cross his
path in New York if he were to walk
from Union Square to Central Park
every day for a mouth. A walk through
the slums and red-light districts of
New York is attended by about as
much excitement born of danger as
would attend a walk through Lincoln
Turk on a summer afternoon.
The Inter Ocean adds that this is a
‘‘cool, deliberate statement of actnal
facts."
Gov. Candler is correct when ho says
that it would be a good thing to hang a
few white mou in Georgia for murder.

conviction and punishment of a white

of the naval station at Port Royal.
The boanl discusses the general requi
sites of a naval sturiou site oil the south
Atlantic coast, including accessibility
Ironi the sea, immunity from attack,
railroad and steamship facilities, labor
supply and many other special require
ments of the navy. After an exhaustive
review of rhe advantages offered by
both localities, the board recomraeuds
that it is expeditions to transfer the na
val station now at Port Royal to a point
near the city of Charleston and finds
the only available site to be that on the
west hank of tho Cooper river, about
six miles above the Charleston custom
house, composing a part of Chicora
house, composing a part of Chicora
park, and also, if deemed advisable, a
part of tho marsh land belonging to the
state of South Carolina, which lies
south of Lawton islaud. The only other
site examined by the board in the vicin
ity of Charleston which afforded the
necessary water front, was on the south
bank of the Waudo river, but as tb s
site has neither railroad connection n«»r
available water facilities, it was not
deemed advisable for the purposes in
terested.
Iu conclusion the board states that its
recommendation of the Charleston site
is based simply upon its opinion that it
is the better site of the two. The ma
jority report is signed by Rear Admiral
Frederick Rodgers, president of the
board; Captain George A. Converse.

TO CHANGE SHIPPING BILL.
Its Chances of Passing at This Session
Seem Brighter.
Washington. Jan. 11.—The chances
of the ship subsidy bill passing at this
session seem brighter than they have
been, though if the bill passes it will
doubtless be changed materially from
the shape iu which it was originally re
ported to the senate.
The interests back of this measure
have decided upon several amendments
designed to remove grounds of opposi
tion advanced by some of the men who
. . felt they could not vote for the bill as
ian for murder is so notorious that it or j£j ua iiy drawn, and some of the Re-

more radical amendment.
The bill itself Is so technical that few
has passed into a saying that a white
man cannot be hanged in this state;aud X4JC U444 4fcao44 4a ow muv
