Trio of Swindlers Arrested
In St. Louis.
MANY FIRMS SUFFERED
They Used tho Name of a Well Known
Firm to Purchase Goods on Time.
Are Charged With Using the Mail
For Fraudulent Purposes.
St. Louis, Jan. 12.—Government offi
cers last night checked the operations of
three men who are charged with having
by fraud disposed of thousands of dol
lars worth of dry goods, overalls, ladies’
underwear and similar articles, using
the name of a reputable St. Louis firm
in ordering the consignments. The
men arrested are Menasha or Mauasso
Lipschitz, Samuel Lipschitz, his- son,
and Nathan Harris, an employe, and
they arc charged with being the leaders
of the scheme. The losers include doz
ens of eastern firms, all of whom iiavo
not as yet been heard from.
M. Lipschitz & Co., who is a reputa-
blo firm with an excellent rating in the
commercial agencies, located on North
Seventh street, was the one whose
name was used by the trio. It was not
until two months had elapsed that the
authorities were able to reach the men
suspected. The plan was apparently
conceived last July.
Eastern firms received orders for goods
on GO and 1)0 days’ time by the firm of
”M. M. Lipschite & Co.”
After a few days the orders were hon
ored, as the credit of the firm of that
name was excellent. Boxes aud bundles
began coming to St. Louis and were
carted to an old building at 1213 Chest
nut street. As spoil as the wagons
reached the place they were quickly un
loaded, the dray bills signed awl soon
after another wagon would liahl the
stuff away. These mysterious opera
tions were kept up from July 28 to
Oct. 10. United States Commissioner
James R. Gray charges the men with
uflng the mails in the furtherance of a
fraudulent scheme.
Investigation developed that a stenog
rapher was employed in the correspon
dence between the trio and the eastern
firms, aud an effort is being made to lo
cate her, as she will be a leading wit
ness.

Belleville, I1L, Jan. 12.—A double-
header extra freight train on the Illinois
Central ran into a through freight here
today, resulting iu the death of Conduc
tor A. Wing, of Coulterville, aud
Brakemau R. Wing, of DuQuesue.
President Still Improves.
Washington, Jan. 12.—The president
continues to improve. Ho passed a good
night and probably will sit up for a
while tomorrow.

SENATOR DAVIS^EULOGIZED
Colleagues Pay Tribute to (lie Dead
Statesman.
Washington, Jan. 12.—No legislative
business of importance was transacted
by the senate today. The session was
devoted to services in memory of the
late Senator Cushman lv. Davis of Min
nesota.
The distinguished services of the Min
nesota senator aud his long services had
endeared him to the members of the
senate and when he died every member
of the body felt that ho had suffered a
personal loss.
Upon the conclusion of the routine
morning business Mr. Nelson of Min
nesota called up bis resolution expres
sive of the regret of the somite at the
death of Senator Davis.
As Mr. Nelson called up tho, resolu
tion Mrs. Davis, accompanied by some
friends, entered the executive gallery of
the senate. In addition several other
friends of the lato senator occupied seats
iu the executive gallery dunug the de
livery of the memorial oration.

Decision Against the City of Streator
In tho Bridge Case.
Chicaoo, Jan. 12.—In a sealed verdict
rendered in the United States circuit
court today the Lafayette Bridge com
pany, of Lafayette, Iud., is awarded
$:!4,800 in its suit against tho city of
Strentor, III, the amount being tho con
tract prico of a bridge across tho Ver
million nverat that point. The contract
was awarded in September, 1897.
The case was made famous by the
charges of bribery of aldermen and un
lawful combiuatiou among various
bridge conrractor.Tfor the purpose of se
curing a high price for the work and to
shut out the competition of other con
cerns. One aldenimu admitted having
received $o'K) for his vote iu favor of the
contract. The bridge company sued for
*40,000.

Memphis, Jan. 13. — Near Friar's
Point, Miss , last night, Deputy Sheriff
James Lucas was shot from ambush
and instantly killed by Andrew Caylor.
The officer had a warrant for Caylor's
arrest for illicit whisky selling and was
on his way to serve it when waylaid.
Caylor was captured aud a mob or-
;anized to lynch him, but the officers
lid him out and thus averted violenco.

Savannah, Jan. 13.—A monkey be
longing to Sells & Gray’s circus, quar
tered iu the former government hospi
tal buildings south of the city, escaped
from liis quarter. Ho' got hold of a
lighted lantern, but lmd not gone far
before he managed to break the lantern
and set tire to himself and tho building.

New Yoke, Jan. 19.—William A.
Eddy of Bayonne, N. J., says tbut sinoo
1893 ho has drawn from his kito wire
hundreds of electric signals, both regu
lar aud irregular, which may have corns
from some planet and that the signals
havo been usually in groups of three,
regularly timed like a Morse founder.
When the ends of the kite-sustained
steel wires are separated by silk strands,
the sparks jump at 13-scccud intervals.
Then there are mysterious disappear
ances of all electric action for several
minntes.
These electric sparks come from a
high point in the air, not near to the
low tension electric currents of trolley
and live wires.
Mr. Eddy says that tho sparks in the
signals may come from an outer planet,
because electricity travels at the rate of
190,000 miles a second, as measured by
a rapidly revolving toothed wheel.
Great variability in effect is produced
when there is apparently no cliango
whatever in tho condition of tho upper
air, so far as is known.
Mr. Eddy hns been trying to decipher
these signals since 1892. It is also to bo
noted that Tesla’s signals come from
Pike’s Peak, at a high point iu the air.
Mr. Eddy points ont that electricity is
superior to light because an interruption
can be transmitted, while light suffuses
around a dark shadow aud especially iu
the shado is of small diameter.
