The Journal and Advertiser from Lou
don says:
A cabinet meeting bas been called for
Friday of this week to consider the dis
astrous condition of affairs in the South
Africau war and also to discuss the
Nicaragua canal matter. Mr. Choate
has notified Washington that he expects
a decision, and speculation is rifo as tc
what will occur. It is almost the unani
mous opinion that Great Britain is
bound to give way to the American de
mands, but not without some diplo
matic dodging in order to conceal a too
apparent surrender. No formal an
nouncement is expected immediately.
Cabinet councils have been hold i°
great secrecy and no one but ministers
are present. All are sworn to secrecy.
Ambassador Choate is working with
the same secrecy. Even Secretary
White, first secretary of the embassy, is
excluded from tho ambassador’s confi
dence in the smallest details.
To the navy, his majesty, after allud
ing to the establishment of the Bran
denburg fleet by tho great elector and
the navy’s regeneration under the kings
of Prussia and its rigorous development
in the new German empire, says:
“The fleet requires steadfast work in
order to lrecomo as strong an instrument
for the German empire as the Prussian
kings possessed in the army. The prin
cipal condition of the attainment of this
end is fulfilled if this spirit of the great
elector is alive in the fleet. In order
to bestow a special mark of distinction
on the fleet on this great anniversary, I
direct that a fac simile of the imperial
signature be worn on ^ie sword knot
and sash buckle of the navy.”

infantry forces show a clear gain of 518
men over last year and a total strength
of 4,481 men. Of this number 33a are
officers and 4,149 privates aud noncom
missioned officers.
The list of the Georgia state troops
outside of tho naval forces'll as follows:
One regiment of cavalry, ono battalion
of heavy artillery, three light batteries
of artillery, five regiments of infantry
and one battalion of negro infantry,
making a total of 75 companies.
The report sent in to tho secretary of
the navy showed the naval strength of
Georgia as follows: Threo divisions,
ono at Savannah and two at Brunswick,
composed of 17 officers and 111 privates,
making a total of 128 men.
