Mill Men Make a Proposition Which
is Considered Most Favorable—Will
Supply More Than Half the Money
Required to Build.
If Americus wants a cotton factory
she can, for 840,000, secure a magnifi
cent plant, newly equipped with the
latest and most improved machinery,
costing $100,000. In other words, if
the people of Americus ;will raise $40,-
000 outside capital to the amount of
$00,000 is promised. Mayor Felder has
this proposition direct from the parties
who propose to put up the money,
which will be forthcoming the day our
part of the obligation is fulfilled. They
do not wish to dominate or control the
enterprise, but will leave the manage
ment to Americus men if capable ones
are selected, On several occasions we
have raised amounts varying from
$2o,000 to $3.1,000 for a cotton factory,
but the scheme generally fell through
before all the money required was
raised. This latest proposition is a
liberal one, and the Times Recorder
believes that it can be pushed to a suc
cessful conclusion. These men mean
business; they are willing to risk their
money here if the people of Americus
will join them. They will put up (JO
per cent of any amount required,
whether the mill cost $50,000, or $100,-
O00. Will we do as much for Ameri
cas? If anyone is interested in the
proposition Mayor Felder will give all
particulars.

Americus’ little neighbor across
the Kinchafoonee, Preston, rather as
tonished herself and other staid towns
in this section a day or two ago by re
suming the sale of whiskey after a long
lapse of twenty-one years and a full
fledged store is in blast there now.
Messrs. Sampson Bell and J. L.
Horn are conducting the business.
They are operating under a license
granted by the board of town commie*
sioners elected in January. It is not
known whether or not other licenses
will be issued.
Preston, for twenty-six years, has
been a town without a municipal head.
It was previously governed by five
town commissioners, but since 1870 or
1877 no election of commissioners has
been held and the town rocked along
without them.
Early in Januarv, however, a now
board was elected and recently a li
cense to sell liquor was granted Messrs.
Horn and Bell.
Long years ago the legislature pass
ed some kind of measure prohibiting
the sale of whiskey in Webster county,
known as the Beaty bill. Like meas
ures have since been declared uncon
stitutional, and the Beaty bill, there
fore, ceased to continno operative.
This being true, it was an easy mat
ter to secure a license to sell.
It is said that Messrs. Bell and Horn
will not conduct a bar, but will sell in
quantities net less than a half pint and
will not permit drinking upon the
premises, as on the dispensary plan.
Both are popular and well known
citizens.

LAST BALES OF COTTON CROP.

A considerable amount of cotton has
been hanled into Americns within the
past few days nnd mnch of this has
been sold at prevailing prices—»i to 9J
cente. The appearance of the bales
indicated that it had been stored on
plantations for quite a long time, evi
dently with the expectation of getting
ten centB for it in January. But Jan
uary has passed and 10 cents seems yet
a long way ofl, though cotton will un
doubtedly bring that price before
another crop is made. Some of our
farmers, impressed with that belief,
will hold on to their cotton bales until
their hopes are realized, whilo a few
others, whose holdings arc small, are
disposed to sell at prevailing prices
and nse the money in the making of
another crop.

Charles Ferry, of Americus, will
soon stand upon the death trap in
Philadelphia to pay the life penalty for
a crime committed there.
Perry, sb is well known here, was
convicted of murder in Philadelphia
several months ago along with a con
federate, Henry Ivory, the two having
been concerned with another negro,
Sterling, in tne brutal killing of Pro
fessor White of the state law college.
The story of the homicide was given
in full at that time.
For some reason the trial of Sterling
has been deferred and is still pending.
There is little donbt of his guilt, it is
said, and in the event of iiis conviction
the precious trio will bo sentenced to
swing together.
As muoh interest is felt in Americus
in the fate of Charles Perry, Qhief
Wheeler wrote to a Philadelphia officer
this week to find out whether he had
been hanged.
Yesterday Chief Wheeler received
the following letter to his inquiry:
Philadelphia, Jan. 31 —Dear Sir:
Your favor of the 29th, at hand. Perry
and Ivory were both convicted of mnr-
in the first degree, but have not yet
been sentenced. The third man,Sterl
ing, has not boen tried, and I presume
the court is waiting until after his trial
when all will be sentenced together.

Perry ran away from Americas last
April to escape trial for burglary com
mitted here, and within thirty days
was behind the bars in Philadelphia
charged with the murder of Prof
White.
Which Might Have Gone
Trestle.
Bat for the presenco of mia.1 of a
pretty young woman a Central pas
senger train, on route from Columbia
to Americus, might have b-eu wrecktd
yesterday morning.
It was quite a close call for Conduc
tor Sapp and his train.
As the engine swung around a sharp
curve and approached a trestle the en
gineer saw the woman waving a signal
frantically.
The airbrake wae applied and the
heavy train was brought to a stand
still just at the end of the bridge.
The source of danger was a horse
that had fallen partly through the
trestle, breaking a leg and becoming
so firmly wedged between the cross
ties that it conld’nt get up.
With great difficulty the train crew
finally hoisted the half dead animal
out of the way, and a wreck was thus
averted.
And now comes the interesting part
of the whole story.
The pretty girl who signaled the
train was red-headed, or, to put it
milder, her tresses were auburn. The
color of the horae was gray; another
very singular coincidence.
Bat still more so, the owner of the
horse, who came up about this time,
was a red headed farmer living over
the hill near bv.

HOME RULE IN PHILIPPINES

Commission.
Manila, Jan. 31.—The act organizing
municipal governments in the Philip
pines was passed by the United States
commission today, after the adoption of
amendments, including a provision dis
qualifying from voting and holding
office any person who after April is iu
arms against or aiding those opposing
the United States authority.
The power of reviewing election irregu
larities is transferred from the governor
of the province to tne election judges.
A provision is added for returns and
records of births, marriages and deaths.
Judge Taft said the greatest paius
had been taken in the preparation of
the act because the municipalities were
units upon which would be erected the
general government.
The cabled statement that the move
ment toward Protestantism iu the Phil
ippines is growing with astonishing
rapidity is exaggerated. The Method
ists, Presbyterians, Episcopalians and
British and American societies have
worked in Manila and vicinity for two
years, and in a constituency of 1.000 the
Presbvterian mission has a native mem
bership of 30.

Thrown From a Wagon By Runaway
Mules.
Mr. Williams, an aged citizen ol
Sumter residing between Americus and
Andersonvilie, was badly injured two
afternoons ago while driving home
from the city. The mules attached to
the wagon rau away and threw Mr.
Williams out, and it said that bis in
juries were very severe. Two physi
cians rendered the necessary surgical
attention.
DWELLING BURNS IN COUNTRY

The Bix room honsa on the Joe Bat
tle place, six miles east of Americns,
was burned a day or two ago, with
nearly the entire contents of furniture
etc. The origin of the fire iB unknown
bat was accidental. The property was
owned by Mr. N. A, Ray, and it is
said was not insured.
