and a detachment of 30 meu of Com
pany M. Forty-fourth regimeut, while
crossing a river Tuesday night were
surprised by insurgents gathered a«

Increased Appropriations For Some III
Course of Construction.
Atlanta, Feb. 2.—A Washington dis
patch says: Speaker Henderson has de
clared himself emphatically against the
passage of any new public building bills
by the present congress. This seems to
settle the fate of the Atlanta bill for the
present, at least. The house committee
on public buildings at its mcetiug con
sidered only those projects which are
now under way and for which an in
creased appropriation is reported by the
supervising architect to be necessary.
Mr. Brantley of thu 11th district,
who is a member of the committee,
succeeded ill getting a 450,000 increase
for the Brunswick building, which will
make possible the completion of that
building according to the original plans.
An increase of 43,000 was granted for
tho improvements at Columbus, Ga.
Other sontlieru increases were Tampa,
Fla., 475.000; Elizabeth City, N. O.,
450,000; Winston, N. O., 410,000.

Legal Status of Proposed Jeffries.
Ituhlln Contest.
Cincinnati, Feb.. 2.—It is now stated
that au agreement lias been reached
betweeu the attorneys on both sides iu
the Jeffries-Ruhliu contest case whereby
Judge Hollister on' Tuesday next will
hear the application, for a final (not a
temporary) injunction, and that it is
agreed to abide by his decision. If he
holds that the contest is illegal, it will
be dropped; if be bolds otherwise, uo
further legal attempt wiU bo made te
stop it.
The setting for Thursday is condi
tioned upon the presence of Attorney
General Sheets, and will be changed if
necessary to suit his convenience. AU
the testimouy, it is agreed, will bo oral.
North Caroline Judges la Trouble.
Kalbmh, Feb. 3. —Investigation by
the sub-judiciary committee of the
lower house of the facts bearing upon
tho matter of the proposedimpeoebment
of Judges Furches and Douglas of the
supreme court is very active. Judge
Montgomery of that court. Thomas S.
Keenan, its clerk, and Judge Walter
Clark were examined yesterday. The
proceedings are behind closed doors.
Wanted In Alabama.
Dalton, Ga., Feb. 3.—It is likely that
Rev. W. L. Lingle, pastor of the First
Presbyterian church here, will be called
to the pastorate of the First church of
Montgomery, Ala. Mr. Lingle, ou leave
of absence from his church, is tempo
rarily tilling the place of President
Moore of Union Theological seminary,
who is traveling in the interest of the
seminary.

New Orleans, Feb. 3.—S. P. No-
velle of West Superior, Wis., died sud
denly today, just before the Southern
Pacific train reached this city. Novella
boarded the train at Beaumont., Ho is
said to be a commercial man and to
havo been on his way to Chicago. The
man was well dressed, was apparently
85 years old and weighed over 200
pounds.

New Yore, Jan. 31.—Tho German
steamer Barcelona, which arrived hero
today from Hamburg, via Halifax, N.
S-, brought into port the captain and 14
seamen of the Russian bark'CJuba, which
was abandoned at sea Jan. 18, in lati
tude 40.30, longitude 13.10, In a die-
masted and waterlogged condition. Cap
tain Bohn of the Barcelona reports that
at midnight of Jan. 17 a glare of light
was sighted, whioh at first was thought
to be a ship on fire. The Baroelona
headed for the light, and on approaoh-
ing nearer, two huge flares were seen
from a vessel in distress.
Cries For Help.
Passing close by the craft, Captain
Bohn, with his night glass, made oat
that she was dismasted and waterlogged,
and the people on the wreck were Wav
ing and gesticnlating Violently. At
times hoarse shonts could be heard, and
finally cries of “Help; we are sinking!”
were made ont. There was a high sea
rnnning, bat it was decided to make the
attempt to rescue the shipwrecked crew.
Hrst Officer A. Lavoni and a boat’s
crew of five men managed to lower a
lifeboat and get to the side of the
steamer. After an exceedingly hard
pall, tho boat was snccessfuUy brought
under the lee of the wreck, and after a
severe struggle all of the men, 15 in
number, wore taken into the boat and
to the steamer.

The Cuba left Ship Island with a full
cargo of lumber, bound for Bristol, Eng-
land. She met a succession of gales,
with very rongh seas, and the resultant
mnding caused her seams to open,

arose from the southeast, which blew
with hurricane force and threw tbe bark
over on her beams. After an effort to

craft, keeping the crew immersed In

Heartless Slarlners.
In this condition the vessel lay
throughout the fifteenth, sixteenth and
seventeenth. On the latter date several
steamers passed by, one very close at
band, but no attention was paid to the
distress signals of the Cuba. That day
the water in the hold cansed the deck to
heave and break, and all hope was gone,
until the Barcelona came alongandsent
a boat.
The Cuba was formerly nnder the
German flag.
Probability ot Trouble Between Costa
Itlca and Nicaragua.
Chicago, Jan. 81.—A speoiol to The
Tribune from New Orleans says; News
today reached New Orleans to theeffeot
that the republics of Costa Rica and
Nicaragua again have a quarrel, whioh
may possibly result in hostilities. A
little over a week ago a band of Nica-
K n soldiers, acting, it is said, under
i, crossed the Costa Rloan frontier,
surprised the garrison at LaOraz and
captured the commandant and General
Louis Mena, the hero of the Reyes revo
lution. General Mena and the Costa
Rican officer are now in prison at Ma
nagua, and will doubtless remain thero
until tbe matter has beeu definitely set
tled.
Mena has boon a resident of Costa
Rica since tho failure of the Reyes revo
lution, iu March of 1899. Years before
General Mcua had fought against the
ruling power of Nicaragua, and when
he hoard that General Reyes, then tho
governor intendente at Blueflolds, had
revolted against Zelaya’s rale, he at
once went to his assistance. He subse
quently escaped to Costa Rloa, where
be resided up to the time of his abdno-
tion.
