Washington, Feb. 9.—Tho passage
at the beginuing of today’s session of
the senate of a bill granting a pensiou
of $50 a month to Stacy H. ^oggswell,
Company F, Thirteenth Indiuiia voluu*
teen infantry, induced Mr. Tillman of
South Carolina to make some forceful
comment upou the house iu uot taking
action upou a bill providing a pension
for a Mexican war veteran who had re
sided iu South Carolina during the civil
war and naturally bad been iu sym-
pathy with tho Confederacy. The bill
had been passed by the senate, bat tho
house invalid pension committee was
delaying final action upon it. Mr. Till
man urged. He said thero was such
sectional animosity in tho house com
mittee that members refusod to permit
action upon the bill for the beuent of
this old Mexican veteran.

IT IS SHOCKING AND BRUTAL
Hazing at West Point Denounced by
Congress Committee.
Washington, Feb. 9.—Tho special
congressional oonimittco which investi
gated tho hazing of Cadet Booz and
the general subject of hazing at West
Point today was submitted to the house
of representative?, by the chairman of
the committee. Representative Dick,
together with a bill making stringent
regulations agaiust hazing, fighting aud
all brutal practices.
The report condemns the hazing prac
tices in stinging arraignmeut of the
many alleged brutal practices enumera
ted. It specifies more than 100 distinct
methods of annoying and harrassing
fourth-class men, aud describes them in
detail. , . ,
The report states that a system of
fighting has grown up which is shocking
in its character, and the West Poiut
code is more vioious than the Queens-
bdry code. The committee held that a
fight is the worst form of hazing. Tho
report says that such fighting as that at
West Point is a felony iu many of the
states, aud the time had come when
congress must decide whether fights,
which are high orimos elsowhere, shall
continue at Wost Point. The commit-
b tee finds that Cadets McArthur. Broth
• and Burton were hazed into convulsions,
and others were hazed until some faint
ed and others bocamo ill.
The haziug of Cadets Booz and Broth
arc elaborately treated, and the commis
sion attribute their deaths directly to
hazing.
The bill submitted coutains 11 «ec-
tions against hazing and provides means
for its detection and punishment. Dis
missal is provided for taking part in a
fight or a challenge, directly or indi-
rcctlv, or for any form of annoying,
harrassing or ••bracing" of cadets. Ca
dets dismissed are made ineligible to
appointment to the army, navy or ma
rine corps. Provision is made for courts
of inquiry und courlsmartial between
officers and cadets, aud other means of
effectually stopping the practices of
haziug.

Georgia State Convention to lie Held
at Columbus.
Atlanta, Feb. H.— C. O. Houston,
Secretary of the State Federation of
Labor, will issue a call in about ten days
for the state labor convention to meet
in Columbus the third Wednesday in
April. About 400 delegates are expect-
' ed to be preseut.
The clerks in the postoffice will be or
ganized into a lalsir union tonight. The
Atlanta mall carriers have been organ
ized for some time, and the orgamza-
tiou of the clerks is rendered interest
ing iu view of the recent speech of Con
gressman Griggs in congress, in which
be vigorously opposed such unions
amoug tho government employes.
C. C. Houston last night organized
the bookbinders of the city iuto a fcibor
organization nt the Federation of I-nbor
hall. Practically every member of that
trade was enrolled as charter members.
Clerks employed in all the establish
ments of Atlanta will be organized into
a labor union one day next week.
Jerome Jones yesterday received n
telegram from the Bricklayers’ union of
Jacksonville conveying the information
that the bricklayers to that city are in
volved in trouble and requesting the
Atlanta bricklayers to remain away
from Jacksonville until the trouble is
aettled. .
