New York, March 2.—Mendez Ca
pote, thejiresideut of the Cuban consti
tutional convention, is quoted iu a Ha
vana dispatch to The World as saying,
not in his oflicial capacity but as a
member of the convention, relative to
the island’s relations with the United
States:
“I regret that the senate has passed a
flat resolution. It is most distasteiuL
I am amazed, and can never agree to
the proposals contained iu this resolu
tion. It would mean interference in
local affairs aud the maintenance of un
heard-of relations. We ask only the
fulfillment of the promise of the United
States, which was accepted as it was
made.
False Statement*.
“I am surprised at the utterly false
statement in the American press, which
appears to be campaigning agaiuJt us.
It has systematically created the impres
sion that we are ignoring President Mc
Kinley’s express desires and failing to
embody in the constitution his opinions
as to the relations which should exist
between Cuba and the United States.
On tho contrary, the convention was in
structed to consider these opinions.
Subsequently there was a ’further sup
pression of facts and a fabrication of
statements in the attempt to convince
Americans that w * should accept the
terms which Secretary Hoot presented
Having resented those, the senate’s ac
tion is intended to frighten us. Whether
it will do so remains to be seen.”
Popular indignation.
A demonstration has been planned for
Sunday to show approval of the conven
tion's attitude and to pledge support to
its policy.
The Diaro Do La Marina commends
the convention’s action aud says that
the United States demands shows the
belief that there was an expressed de
sire on the part of the Cubans to make
concessions. “That wo should surren
der our purses on demand would be no
surprise, because by force one is banged,
but that we would wish them taken is
expecting too much. The delegates
have been as logical aud dignified as
the government which rules by virtue
of intervention.”

thousands of workmen at the grounds
of tbe Pan-American Exposition and
tbe wonderful progress they have
made during the last few mouths, the
Exposition will bo opened In a condi
tion of completeness upon tbe 1st of
May next.
For tbe benefit of those wlio, for any
reason, have not been Informed con
cerning tbe plans nnd purposes of tills
vast enterprise I will state thnt the
Exposition grounds are Iu tbe northern
part of the city of Buffalo nnd have
an area of 350 acres. Buffalo, with Its
400.000 population. Is preparing the
most artistic creation ever produced
for the purposes of ati exposition. Tbe
completed work will cost probably $10,-
000,000, exclusive of exhibits.
Tbe landscape upon which the build
ings stand Includes n part of one of tbe
most beautiful parks In Buffalo or. In

fact. In the world. The Exposition
will thus have the setting of trees,
lawns and water features, which have
cost tho city of Buffalo millions of dol
lars. Tbe main Exposition buildings
arc some 20 or more In number nnd are
arranged about a system of beautiful
courts some 33 acres In extent Tbe
arrangement Is such as to permit tbe
most exquisite decorative effects thnt
the best trained nrtlsts of the world
may be able to produce.
Space will permit only an enumera
tion of tbe principal buildings. These
are: Tbe Electric Tower, 373 feet
high, which Is to be the centerpiece of
the most brilliant and novel electric Il
lumination ever conceived; the I'ropy-
lie, or architectural screen, nt the
northern end of the grounds; the Sta
dium, for sporting and athletic events;
the Agriculture building, Manufactures
and Liberal Arts building, Ethnology
building, tho Government group of
three great buildings, the Midway res
taurant building, Electricity building,
tho Machinery nnd Transportation build
ings nnd Railroad Station, tbe Temple
of Music, Graphic Arts, Horticulture,
Mines, Forestry, Dairy, Ordnance,
Service nnd other buildings, the Al
bright Gallery of Art, costing $400,000;
tho New York State building, costing
$175,000, besides the state nnd foreign
buildings nnd numerous other struc
tures of beautiful nnd Interesting de
sign for a variety of purposes.
The Midway nt the Pan-American
Exposition alone will cost more than
some large expositions. It Is estimat
ed the cost of tbe Midway will bo about
$3,000,(XX), ns It will have more than a
mile of frontage closely built with tbe
most picturesque structures conceiva
ble nnd will contain between 30 aud 40
entertnlnment features of most novel
and interesting character.
The puntoses of tbe Exposition are
not merely to give tbe people a most
magnificent and attractive entertain
ment, but It will furnish the opportu
nity for every one to Inform lilmself
upon the progress of the nineteenth
century. Tbe Exposition Is held for
the purpose of celebrating the achieve
ments of tbe western world during a
century of unparalleled progress. It Is
distinctly n western world nffnlr, all
the governments of the western hemi
sphere having been InVitcd to partici
pate In all departments. Official re
sponses have been made by every Im
portant government, state and depend
ency of tbe western world, nml they
are preparing to be represented by
most creditable exhibits.
Tbe exhibits are classified Id the fol

trical appliances; fine arts, painting,
sculpture and decoration; graphic arts,
typography, lithography, steel and cop
per plate printing, photo mechanical
processes, drawing, engraving nnd

sanitation anil hygiene; ethnology,
archmology, progress of labor and
Invention, Isolated and collective ex
hibits; agriculture, agricultural Imple
ments; machinery and appliances,
foods and tlielr accessories, horticul
ture, viticulture, agriculture, forestry
aud forest products, fish, fisheries,
fish products and apparatus for fish
ing; mines and metallurgy, machinery,
manufactures, transportation, rail
ways, vessels, vehicles, ordnance, ex
hibits from tbe Haiwallan Islands,
Porto Rico. Guam. Tutulla and tbe
Philippine Islands.
The Exposition has tbe Indorsement
not only or the state of New York,
which appropriated $300,000, but of tbe
national government, wblcb appropriat
ed $500,000 for the purpose of being
suitably represented upon this great
occasion. The Exposition will con
tlnue six months and will furnish at
opportunity such as rarely comes foi
the public to take note, nt n glance,
of the wonderful progress of tbe west
ern world. It will be like a great uni
verslty, at which the young nnd old
will become for the time being stu
dents of western civilization.
About 12,000 people have subscribed
to the stock of the Exposition, nnd it is
a public enterprise In the brondest
sense of the term, tbe aim being to pro
duce a magnificent spectacle to delight
the artistic sense of all wlio attend
nnd to present through the medium
an army of enterprising exhibitors

A very dainty pamphlet baa been is
sued by the Division of Foods and Their
Accessories of the Pan-American Ex
position at Buffalo. The food work at
tho ran-Amerlcan comes under the
general department of Horticulture,
Forestry and Food Products, of which
Mr. Frederic W. Taylor la superintend
ent. Mr. G. Edward Fuller, as assistant
superintendent, has entire charge of
the Division of Foods and Their Ac
cessories, and be has prepared himself
for unusual work In this line by spe
cial travel nnd study sueb as no one
else probably ever undertook with the
same object. This pamphlet calls the
attention of Jobbers of teas, coffees
and spices and all dealers In food prod
ucts generally and their accessories to
the Interesting, useful and educational
work In their lines of business which
Is going on for the Pan-American Ex
position of l'JOl.
The assistant superintendent, Mr.
Fuller, says: “In the far cast there are
foods and condiments of which' we are
almost utterly Ignorant here, and one
of the alms of the food exhibit will be
to educate the people of the western
hemisphere to tlio cultivation of the,
products which flourish In the east It

and profitable It would be, for Instance,

present time they grow better allspice,

and electricians. The party are repre
sentatives of a New York firm and are
destined to the Kolar gold fields, near
bangalore, the capital of the native
state of Mysore.
The power necessary to operate thl*
plant is to be furul>heu by the Cauvery
river, which will be conducted across
the country to the Kolar gold fields
The erection of this plant is expected
to Increase the production of the mines
