It seems that the conspiracy between
Oom Paul and Webster Davis was of a
literary character.
Haying no Senators to elect, and no
sorions business of any kind to engage
in, the members of the Indiana Legis
lature are flirting with female suffrage.
A Chicago man claims to have dis
covered that Satan lives on Saturn.
He is mistaken. Satan may have an
agency on Satnrn, but bis residence is
in Kansas.

son and the views he entertains, said
G. F. Lockwood, of Chicago, “it is un
fair to the navy to suppose that the
army is any freer from this great pre
judice against enlisted men. There is
a provision in the army regulations,you
know, by which enlisted men, by pass
ing the most rigid of mental examina
tions, may secure commissious, and
now and then a bright fellow succeeds
in crossing the line. But do you sup
pose for a miuute that he is received in
fellowship by the West Point gradu
ates ? He is socially ostracised, not
only by the officers, bnt by the officers’
families. We know of a case of a
young man who in private life had so
cial advantages .such as few army of
ficers eDjoy, but because of disagree
ments with his family he enlisted in
the regular army, and being a college
graduate he had no trouble in passing
the examination for promotion when
his length of service had entitled him
to take it. He supposed, of course,
that all army officers were on an equal
social plane, but he found his mistake
when his commission arrived. He was
invited nowhere if an invitation could
possibly be withheld, and at the offi
cer's club he was as utterly alone as he
would have been in the Sahara Desert.
He braved it out for two long years,
but his spirit broke at last and be re
signed. We do not believe a more pro
voking case of snobbery could possibly
befonnd in the navy.’’

and zealous in the discharge of their
duties as citizens, but there are not
enough who faithfully perform these
duties. The time has come in the his
lory of this country when decency can
control in the election of men to
office and in securing the passage and
enforcement of the laws, and the abil
ity to thus control renders imperative
the obligation to do this very thing.
It is only because virtue is not every
where a9 alert and determined as is
vice that vice and not virtue sometimes
wields the political sceptre.

Interesting Facts In Kegnrd to Health
Conditions.
Washington, March 1*3. — Surgeon
General Sternberg has received a report
from Colonel Greenleaf, chief surgeon
of the dlvison of the Philippines, giving
some interesting facts in regard to the
health of the army there. The report
ii dated Manila, Jan. 15 last. At that
time the strength of the command was
67,415 and tho per oentage of sick was
7 49 The consolidated weekly report
of the hospitals in Manila and the mili
tary hospitals in the division shows
3 400 sick, of which 390 cases were mala
rial fever, 33B dysentery. 335 wounds
and injuries, etc. Thero were 33 deaths
among the troops during the month
ended Jau. 15. ,
Colonel Greenleaf says that he regards
the health of the command as good.

that a negro who called himself G. W.
Williams has been swindling the ne
