Washington, April 1.—Information
has reached here to the effect that the
Russian government, being seriously
perturbed by the coarse of China in not
signing the Manchurian agreement,
largely because of protest made by the
several powers, has conveyed a distinct
and uumistakable indication to China
that if this course is persisted in there
may be an interruption of dhilomatio
relations betweeu Russia andOUiuaimd
a termination of the present iutercourto
between them.
This is a little short of ati ultimatum
that China must sign or take the conse
quence of a termination of her friendly
relations with Russia.
To what extent the United States will
take cognizance of Russia’s disposition
to enforce the signing of the agreement
has net yet been made apparent. Itap*
pears to be the policy of the Chinese
authorities to consider this a subject
which concerns the powers quite as
much as it does Chino.
Complications.
The matter has become further com
plicated by reports reaching Washing
ton that the Chinese authorities them-
■elves are divided on the course to be
f mrsued, some of the most influential,
ncluding Li Hung Chang, urging that
acquiescence be given to the Russian
P roposals, while others insist on reject-
ig the agreement. The attitude of Li
Hung Chang is accounted for by his
well gnown friendliness for Russian in
terests. In this case, however, there
appears to be arrayed against him the
strong influeuoe of tbs southern vice
roys, Chan Chi Tung and Lia Kun Yi,
who oppose the signing of the treaty.

Iron Mountain, Mich., April 8.—
Mercy hospital, better known here as
the Emergency hospital, will close its
doors today, by order of Bishop Eis, and
the buns have been ordered to leave the
diocese. This is the result of an eccle-
astical scaudal, which occurred last
January, when Ellen Hogan, a novitiate
in the hospital, was arrested ou an in
sanity charge, preferred by the mother
superior. Miss Hogan wa9 adjudged
sane by the probate court. The mother
superior also charged her with theft.
After being released from custody by
order of Judge Kergero, Miss Hogan
made charges agaiust the mother supe-
perior, one f which was drunkenness.
An Investigation by Bishop Eis resulted
in the closing of the institution.
AMERICAN STABLE BOYS
Rumored They Will Take Strikers’
Places In England.
London, April 3.—Asa result of tho
stablemen's strike at Newmarket, tho
trainers announce that 250 American
stable boys leave New York today on
the Whit. Star and Atlantio Transport
steamers. The boys will he drawn
mostly from the racing establishments
of the Westchester Racing association,
the Coney Island Jockey club, the
Brooklyn Jockey club and th. Brighton
Beach Racing association. They must
not weigh over 110 pounds. Their wages
will bo from (0 to per week, with
board and lodging.
The Newmarket trainers at their but
meeting refused to receive a deputation
of the strikers. An additional fore* of
police has been drafted to Newmarket.

The reports reaching her# this morn
ing showed that the agreement had not
yet beeh signed. Its statns is most pe
culiar, The time within whiob it was
to be signed expired last Tuesday, but
on that day Yaug Yu, the Chinese min
ister at 6t. Petersburg, fell in the lega
tion and hurt his bead, so that be was
unable to transact business. This mis
fortune has caused mnch amusement
here and some irritation in certain
quarters, as it has been recognized ns a
most timely means of avoiding a direct
issue on the subject. It is not clear to
what extent the Russian intimation has
gone, bqt in any event it gives nil ur
gency to China’s coarse which has not
been presented tbns far.

London, April 3.—News from Lord
Kitchener that General Plumer has oc
cupied Nylstroom is taken to mean that
the British army has at last resumed
the northern advance toward Peters
burg. Nylstroom is situated a little
wav off the railroad, about 90 miles
north of Pretoria. It was held for a
few days by Baden-Powell. in August
of last year, but had (o be evacuated be-
cause the force then at Lord Robert,
dtsposol was insufficient at once to spare
a sufficient garrison and secure tne rail-
wav line northward from Pretoria.
There can be little doubt that Lord
Kitchener's last report indicates the ex-
eeution of a comprehensive piau for thl
conquest and paciflcation of the north
ern Transvaal. With the occupation of
Petriesburg, the trunk lines of toe ra:.
way will be lost to the Beers; but there
jg a heavy task in the protection of an
other liue of communication, 240 miss-

companies show that nothing is known
there of the reported sailing of 250
American stable boys for England. The
Teutonic of the White Star line sails to
day and the Minnehaha of the Atlan io
Transport line sails Saturday. The
strike of the stable men at Newmark it
began March £3. The strikers demanded
an increase iu their wages from 20s to
25s per week. They argue that an hon
est living is impossible on such wages
paid for the care of animals valued at
thousands of pdunds sterling.

ia Informed that Andrew Carnegie pro
poses to endow a theater in New York
and another in London for the elevation
of the stage, provided a working plus
can be devised which will prevent the
management from falling into tho hands
of extremist, and faddists.
Mr. Carnegie’s wish is said to he to
establish an international theater, with
a stage on either side of the Atlantio,
that companies and productions may
change from one bouso to the other in
order to keep up interest and center the
interest of the playgoers of both na
tions upon oommon ideals of dramatic
art

The Idea ie said to have been sub-
gested by Richard Maasjltld’s renent
declaration that an endowed and inter
national theater is necessary for the
preservation of the drama.
Mr. Carnegie it reported to have said
recently to a friend:
“If 1. knew hovr a theater should be
managed as well as I dp a library, I
would endow one with no loss of time.
It Is farther stated that Mr. Carnegie
has been consulting with actors, mana
gers and critics and may soon be ex
pected to make an announcement.
