Manila. March 30.—The wife and
mother of Aguinaldo, who have been
living at Binacayan, near Old Cavite,
have been granted permission to visit
him.
Lorenzo Prieto, a Spaniard, who was
charged with assisting the insurgents by
furnishing information to the insurgent
general, dailies, in exchange for trading
privileges, was tried by a military com
mission, found guilty aud sentenced to
death. General MacArthur commuted
the sentence to imprisonment for ten
years.
Prieto was the agent of the firm of
Mendezona & Oo., and to a certain ex
tent was associated with D. A. Carman,
the American contractor, also charged
with aiding the Filipino insurgents.

Washington*, March 30.—The war
department today made public a portion
of the cablegram seut yesterday to Gen
eral MacArthur, conveying the appre
ciation of the president and secretary of
war of General Funstou’s capture of
Aguinaldo. It is as follows:
Washington, March 20.—MacArthur,
Manila: The president directs mo to
express his high appreciation of the gal
lant conduct of General Funstou, and
of the officers and men of the army aud
navy engaged with him in the Palauan
expedition. The secretary of war per
sonally joins in this expression.

There is excellent reason for the be
lief that the portion of General Corbin’s
message not made publio relates to the
case of Aguinaldo, the question of whose
deportation is now a sourco of some per
plexity to the administration. Although
it is more than probable that General
MacArthur is asked for an expression of
his judgment as to the best course to
pursue with regard to his prisouer, it is
barely possible that the message con
tains definite instructions on that point.
ELOQUENT APPEAL TO CZAR

Persecuted People.
London, March 30.—With a petition
of Doukobher womon bogging to bo al
lowed to join their husbands in Canada,
Tolstoi has written the following letter:
“Tens of hundreds of Russia’s best
children suffer trials as heavy, and even
heavier, than the present religious per
secution that in inconceivable madness
spreads wider ami wider over Russia,
but which enlightened men aud govern
ments have come to regard as futile aud
stupid injustice.
"I have long felt it to be my sacred
duty to endeavor before I die to open
your eyes to the senseless aud horriblo
cruelties perpetrated iu your name.
This touching appeal of the Doukobhor
women forces mo to delay no lougttr.
Thousands aud thousands of men,
deeply religions aud thus representing
the nation’s truest and highest strength,
have been brought to ruin, imprisoned
in exile or driven forth from Russia.
“Take this matter into your hands.
Hoed not the counsel of men who in
stigated the persecutions; hoed not
Pobied'juestzeff, an evil, obstinate,
hard-hearted man, born out of his time,
nor Sipjttgim, a short-sighted, superfi
cial, unenlightened man, but revise or
repeal all the existing stupid, repug
nant, shameless laws enjoiniug religious
persecutions, which have longed coasod
to exist in every civilized country ex
cept Russia.”
Increasing of 3Iills.
Cedar-town, Ga. t March 30.—Work
on the big extension to the Standard
cotton mills is in progress, and a large
force of bauds is excavating the dirt for
the new structure. The building will
be 600 feet loug. All machinery has
been purchased, aud just as soon as the
buildings can be used the shipments of
spiuuiug and finishing machinery will
begin to arrive.
Charleston’s Kx posit Ion.
Columbia, S. O., March 30. — Citi
zens of Charleston must put up #10,000
more for the exposition before the #60,•
000 appropriated by the state is availa
ble. That appropriation was made with
the proviso that it would be available
when Charleston jieoplo had given #200,-
000. It is expected that the amount
needed will be made up withiu the
next week.
Southern Flagman Killed.
Atlanta, March 30.—O. W. Hulsey,
flagman on tho Southern road, was
crushed to death last night in the rail
road yard, near the Jouos street cross
ing, while standing between two sec
tions of a train. Hulsey was 2ft year*
of age, and his homo was at Braswell,
this state, which is near Dallas. He
leaves a wife aud oue child.

Mitchell of Oregon is confined to hi $
bed with an acute attack of grip, and
has been prohibited by his physician*
from giving any attention to correspond
ence or business. He is not considered
